  • The Government of Sudan (GoS) has received financing fromthe Global Partnership for Education Fund (GPE) to be administered by the World Bank toward the cost of the Sudan Basic Education Recovery Program (BERP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
  • Objectives of the Assignment: To Capturingthe information in the form of a database which will become the core of the teacher management monitoring system at the national and state levels. Utilization indicators, performance standards and reporting protocols will be established for regular reports from each state to be incorporated into an annual teacher management report.
  • Scope of Work:
  • Prepare a Term of reference for teacher management monitoring system that willenable the Fedral Ministry of Education ( FMoE ) and the State Ministries of Education ( SMoEs ) to monitor performance of states with regard to teacher supply utilization and development, and help to improve the efficiency and effectiveness of the national teaching force.
  • Support the Teacher management monitoring technical working group TMTWG to develop and validate a survey instrument to gather the required teacher information, including a detailed action-plan and schedule to select and train the administrators of the instrument in the entire country and collect, input and analyze the field information.
  • Provide training to federal and state officials on the analysis of the data, and its application to policy.
  • The assignment will be for a period of sixty (60) days, starting date will be on or about 25 April, 2014.
  • The Selection Criteria: The required qualification, experience and skillsof the candidate are :
  • A minimum academic qualification M Sc, Phd is preferred in the field of education or a related discipline.
  • A minimum of 10 years experience in senior position that involved teacher management.
  • Conducting two similar assignments in the last three years.
  • A good command of Arabic and English language, including excellent writing skills in both.
  • The Basic Education Recovery Project PIU now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested Individual consultants must provideinformation indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).
  • The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), settingforth the World Bank's Policy on conflict of interest.
  • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011,Selection of Individual Consultant.
