The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received financing from the World Bank towards the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds for procurement of consulting services for Consultant Service for Design and Implementation of Competency-Based Recruitment Model.
The Consultant Service for Design and Implementation of Competency-Based Recruitment Model consulting services (“the Services “) include to:
- Develop a competency-based recruitment model aligned with the PSC’s mandate.
- Incorporate all relevant legal, regulatory, and policy frameworks to ensure fairness, transparency, and consistency.
- Establish a system that reliably identifies the competencies, skills, and attributes required for effective performance in public service roles.
- Develop standardized tools and guidelines, including competency-based interviews and assessments.
- Build the capacity of PSC Commissioners and Secretariat staff to implement competency-based recruitment processes.
The duration of the assignment is four (4) months
The expected commencement date is June 01, 2026.

The Ministry of Finance and Development Planning now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The criteria for selecting the Consultant are:
- Academic Qualifications
- Master’s Degree in either Human Resources Management, Organizational Development, or Industrial Psychology.
- Professional Experience
- Minimum of fifteen (15) years of professional experience in HRM reforms, recruitment system design, or public sector HR modernization.
- Demonstrated expertise in competency modelling, job profiling, and assessment tool development.
- Experience conducting organizational assessments and benchmarking.
- Evidence of prior assignment(s) involving public sector reforms including the development of competency frameworks/models, preferably in Sub-Saharan Africa.
- Experience delivering capacity-building and training programs for senior government stakeholders.
- Knowledge and Communication Skills
- Strong analytical, facilitation, and communication skills.
- Excellent report writing, ability to work with high-level stakeholders
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Individual Consultant Selection (INDV) method as set out in the Procurement Regulations.
