GENERAL PROCUREMENT NOTICE

COUNTRY: SUDAN

NAME OF PROJECT: SUDAN PEACEBUILDING & DEVELOPMENT PROJECT/ Phase 2

The Government of Sudan has received financing in the amount of US$ [4,990,000] from World Bank's State and Peace-building Fund (SPF) toward the cost of the Sudan Peace-building& Development Project / Phase2 , and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project

The project will include the following Components:

Component #1. Peace Building and Social Development

This Component involves carrying out of a program of activities in the target states to strengthen anenvironment of trust, promote mutual dialogue and enhance cooperationfor development among divergent communities and livelihood groups:

Key procurement activities:

  • Operationalization of the communication strategy by developing communication systems for information gathering and dissemination
  • Organizationof Future Search Conferences in seven states
  • Civic education of women and youth and capacity building of the Peace and ConflictManagement Committees (PCMCs).

Component 2 Natural Resources Access and Management:

Thiscomponent will comprise of three sub components (i) continuing Phase 1 activity of stock route demarcation; (ii) Policy studies which will focus on some specially identified areas considered vital for peace building and (iii) building capacities of the implementing agencies suchas PCU, SCOs, state local authorities and CBOs.

Key procurement activities:

(i) stock route demarcation ; (ii)

(ii) Consultants services for Policy studies

(iii) Training and capacity building

Component3: Livelihoods and Economic Development:

In this component emphasis would be on strengthening peace building through securing means of livelihood to the most vulnerable sections of affected and potentially affected population. The component will have three focus areas.

Key procurement activities:

  • Rehabilitation of traditional markets in the rural areas
  • Constructionof additional Multipurpose Development Centers along the new stock routes
  • Provision ofmobile dispensaries along the already established stock routes of Phase 1

Component 4: Project Management:

Under this component the project will select individual consultants for the Project Coordination Unit. This component will also finance the purchase of computers and accessories and office furniture and equipment.

Procurement of goods, works and non-consultancy services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank's internationalcompetitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business , Bank's external website and in local newspapers in Sudan.

Prequalification ofsuppliers and contractors will not be required for the contracts under this project
