The Government of Malawi has received financing from the World Bank toward the cost of the second phase of the Southern Africa Trade and Transport Facilitation Program (SATTFP) -SOP2, and intends to apply part of the proceeds for consulting services above.

Currently, the Government of Malawi is in the process of implementing an electronic National Single Window (MNSW) that is a key reform within the context of the World Trade Organization’s Trade Facilitation Agreement (TFA). This project is being implemented with credit support under the World Bank funded Southern Africa Trade and Transport Facilitation Program (SATTFP) – SOP2, with International Finance Corporation (IFC) technical advisory support under the Malawi Trade Project.

The Ministry of Industry, Trade and Tourism (MoITT) is the policy holder on trade facilitation matters and in its capacity as coordinating institution on Trade Facilitation programmes in Malawi has requested support of the World Bank group (WBG) for an experienced advisor (the Advisor) to work alongside and give guidance to the Project Management Team (PMT), Technical Working Groups (TWGs) and Malawi Revenue Authority (MRA) in order to ensure that the MNSW project is managed according to good practice and taking into account the need to coordinate various inter-dependent activities, including procurements of equipment, infrastructure and services; implementation at the concerned Ministry, Departments and Agencies (MDAs); training and capacity building; establishment of a legal framework; implementation of the governance and operational models, etc.

The Advisor will be hired under the SATTFP SOP2 and will work in collaboration with World Bank staff and international experts under the Malawi Trade Project. Specifically, the Advisor will assist to take forward activities and plans articulated in the Malawi National Single Window (MNSW) Blueprint and subsequent detailed reports as adopted by the Government of Malawi.

The consulting services (“the Services”) include:

Assisting the PMT, TWGs and Steering Committee by providing guidance and advice with regard to the management of all the activities that form part of the MNSW development and implementation program.

In particular, the Advisor will:

Assist the PMT/TWGs in all their activities, based on his/her practical experiences gained from prior engagements in the successful accomplishment of electronic Single Window’s in other countries;

Assist with developing policies and procedures for the activities of the PMT/TWGS;

Assist with development of an overall Program Management Plan with sub-project plans for each program component and determine milestones and deliverables for a successful outcome for the implementation of NSW as a national program;

Assist the PMT/TWGs with the necessary steps towards the formation of the MNSW governance and operating entities, including establishing terms of reference and job profiles for personnel, defining plan for transition of personnel and facilities, and operationalization of the operating entity and governance framework (including the legal framework);

Assist the ICT TWG in the areas of enterprise architecture design, structured system testing and acceptance and piloting of MNSW solution;

Coordinate to maintain effective working relationships among concerned stakeholders;

Assist PMT/MoITT/MRA in the areas of Quality Assurance and Change Management;

Provide basic training to selected project personnel from his/her proven experience in good practice project management methodology;

Provide expert services to the PMT and Business Process Re-engineering TWG in specific areas such as business management, information technology, software development, business process re-engineering etc.;

Assist the PMT and ICT TWG with procurement and planning of delivery of products or services required, e.g. software solution provider, equipment, infrastructure, software, training, publicity, technical assistance etc., including provision of technical guidance in evaluation of tenders;

Assist the PMT and ICT TWG with development of technical specifications[1] for remaining functional components of MNSW, in particular, interfaces with MDA legacy systems and the customs management system (ASYCUDA World);

Assist the MRA in producing high quality work planning, in the roll-out and implementation of MNSW at participating MDAs;

Monitor the development of the MNSW system as per the design documents providing timely progress reports;

Provide advice with development of user guides, training materials, system documentation and other technical artefacts;

Assist with developing methods and procedures for medium- and long-term budgeting;

Assist with management of additional technical assistance sub-projects (e.g. definition of a legal framework, Business Process Re-engineering[2], implementation of risk management in MDAs etc.) to ensure due supervision and gain necessary acceptance for implementation as part of the overall program;

To the extent to which they may relate to the operation of the MNSW and where instructed by the PMT, provide advice in relation to the integration of the ASYCUDA World, in particular on messaging and the operation of the risk management;

The Advisor will document all recommendations made in the course of providing the services and track any related issues and actions through to resolution.

The Advisor will be engaged initially for a total of 150 man-days plus reimbursables to 31 July 2021, with the possibility for extension on number of days and/or duration depending on circumstances. After an initial mission, the Advisor will agree with MoITT and WBG an appropriate work program consisting of regular missions over the period of engagement (expected to amount to approximately 66% in-country support of the total days’ allocation) and remote supervision.

In view of COVID-19, there will be an option of remote working where a Consultant cannot travel to Malawi or within Malawi in the short term and public officials are not in office but work from home until the COVID-19 crisis ends and restrictions are lifted.

The PMT will provide the Advisor with access to documents relevant to the assignment, including previous studies, legal texts and regulations, blueprints, specifications and business reform proposals etc. and will assist in facilitating meetings with key counterparts.

The Advisor will be based at Ministry of Industry, Trade and Tourism in Lilongwe/MRA headquarters in Blantyre with office space and furniture provided.

The Roads Authority now invites eligible individuals (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The Advisor should have, as a minimum, post-graduate qualification in ICT related discipline and experience of structured project management methodologies such as PRINCE/2 or similar.

The Advisor should have 15+ years of international professional experience as a Project Manager or other equivalent leading position in projects involving implementation of large-scale ICT technology in the public sector.

The Advisor should have acted in the role of Team Leader in at least two projects in the past five years, involving the preparation of a National Single Window, comprising the definition of the technical and institutional components and/or management of implementation of such a program.

The Advisor should be primarily qualified and experienced in designing and implementing the ICT components of programs in the domain of public governance. However, he/she should also demonstrate a strong awareness of all the institutional aspects of a large ICT implementation (e.g. change management, capacity building, business process re-engineering, legal framework, governance) and demonstrate experience of building and managing multi-disciplinary work teams.

Experience of working with the public sector in developing countries is essential and specific experience of working in public sector projects in Africa with Customs and/or other trade-related government agencies is highly desirable.

Fluency in English is required.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers of January 2011, revised 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Consultant Guidelines.
