REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR FEASIBLITY STUDY AND DESIGN OF E-WASTE INFRASTRUCTURES AND SYSTEMS FOR SUSTAINABLE MANAGEMENT OF WASTE FROM ELECTRICAL AND ELECTRONIC EQUIPMENT (WEEE) IN UGANDA.

The Government of Uganda represented by the National Information Technology Authority-Uganda (NITA-U) has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for consulting services for the consultancy services for Feasibility Study and Design of E-waste Infrastructure and Systems for Sustainable Management of Waste from Electrical and Electronic Equipment (WEEE) in Uganda.

The Consultant will have the overall responsibility of Consultancy Services for Feasibility Study and Design of E-waste Infrastructures and Systems for Sustainable Management of Waste from Electrical and Electronic Equipment (WEE) in Uganda.

The duration of the assignment will be three (3) months from the date of signing of the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience is:

The Shortlisting Criteria for the firm’s capacity and experience are:

  • The consultant firm shall demonstrate experience in undertaking feasibility studies on waste management with particular tasks on electronic waste (e-waste) with at-least two (2) similar assignments of similar nature in the last 5 years. The similarity of the assignment shall be defined as previous studies in waste management, environmental consultancy or management studies, waste policy, studies in environment sustainability, recycling, de-carbonization, or studies on environmental and social impact.
  • Experience in undertaking similar assignments with at least one (1) project in Sub-Saharan Africa.
  • Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability to provide the required services.
  • Demonstrate presence in the firm of personnel with the following expertise: Team Leader who is an ICT or Environmental expert, Rapporteur Expert, Expert in Policy and Strategy, Expert in e-Waste Management, Business/ Financial expert, ESIA Team Leader, Sociologist, Occupational health and Safety Expert.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ dated November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank Procurement Regulations. Further information can be obtained at the address 0800 to 1700 hours from Monday to Friday at the address given below.
