APPOINTMENT OF A SERVICE PROVIDER(S) TO EVALUATE THE GHG EMISSIONS INTENSITY BENCHMARKS FOR THE SOUTH AFRICAN CARBON TAX

  • The request for expression of interest follows the Guidelines as per the Grant Agreement: P155885 - South Africa Partnership for Market Readiness - ZA-ETA-70525-CS-QCBS
  • The National Treasury of South Africa has received a grant from the Partnership for Market Readiness administered by the World Bank to appoint a suitable independent service provider to assist the South African government to evaluate the emissions intensity benchmarks for the South African Carbon Tax”.
  • The Service Providers will be expected to work closely with the Environmental and Fuel Taxes team of the Tax and Financial Sector Division of the National Treasury who are responsible for the design of the carbon tax policy.
  • To this effect, the service provider will be expected to develop an independent process and criteria for evaluating developed benchmarks by the South African industry and review the submitted emissions intensity benchmarks and address any technical shortcomings thereof. The main objective should be realised through the following specific objectives –
  • To establish a process framework outlining steps to be followed in the evaluation of the developed GHG emission sector and sub-sector benchmarks by the South African industry in a manner that supports local capacity building.
  • To conduct a thorough technical assessment and review of the recently developed South African GHG emission sector and sub-sector benchmarks, as published in the Draft Regulations
  • To identify and recommend corrective measures needed to ensure that the methodologies meet the required international technical robustness.
  • To assess the role of benchmarking in the design of carbon pricing and climate policy in South Africa in addition to the carbon tax.
  • This will include
  • develop an inception report detailing the methodology that will be used to respond to the main and specific objectives of the assignment.
  • Establish a framework and process for benchmark development and evaluation
  • complete an evaluation report of the robustness of developed benchmarks for each sector / subsector
  • report outlining the key principles and role for benchmarks in the design of carbon pricing and climate policy in South Africa
  • Final report capturing the outputs of all the project activities and sub-activities
  • The National Treasury invites eligible consultants to indicate their interest in providing these services. Interested consulting firms should demonstrate a minimum of 10 years track record in working with governments and experience in climate policy including benchmark development in the context of carbon pricing initiatives.
  • Consultants may constitute Joint Ventures (JV) to enhance their chances of qualification provided profiles for all the involved companies are submitted as well as attaching the JV Agreement between the parties. This shall involve having led projects for government and the private sector in climate policy and benchmark development. The shortlisting criteria are:
  • Evidence of company registration
  • Statement of capability, relevant experience and roles in the proposed projects
  • Familiarity with the South African climate and carbon pricing policy frameworks
  • Costs of assignments undertaken
  • Availability of appropriate skills among staff
