(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

Assignment Title: Part –Time Evaluation and Monitoring Specialist

Reference No: SC-PDCS-433796-CS-QCBS.

The Ministry of Agriculture, Climate Change and Environment has received financing from the World Bank toward the cost of the Seychelles Solid Waste Management Project, and intends to apply part of the proceeds for consulting services.

The part-time Monitoring and Evaluation specialist will undertake the following duties and responsibilities:

Responsibilities:

  • Ensuring that monitoring and evaluation activities are carried out, including the collection of baseline data and regular tracking/updating of project results indicators
  • Developing and enforcing quality assurance processes for data collection, validation and reporting
  • Supporting partners and component managers in their monitoring and evaluation activities
  • Ensuring that all activities supported by the Project are progressing according to the plan and implemented to the required standards to achieve the expected results of the Project.
  • Ensuring timely preparation and submission of progress reports to both the Government and the World Bank.

Duties:

  • Designing and Developing Methodological Approaches to the Project Monitoring and Evaluation System
  • Develop and implement a Monitoring and Evaluation (M&E) system for the Project aligned with the project’s Results Framework until its closure;
  • Develop standardized tools, templates and methodologies for data collection, analysis and reporting across all components;
  • Define the resources needed for the effective implementation of the M&E system;
  • Utilize digital platforms and georeferenced tools to enhance efficiency and accuracy of data collection, analysis and visualization;
  • Establish mechanisms for regular quality checks and valuation of M&E data to ensure accuracy, reliability and completeness.
  • Systematic Technical and Financial Monitoring of Activities
  • Analyze technical and financial progress of all component activities against established targets, flagging any delays or inconsistencies;
  • Analyze gaps between planned and actual achievements and provide recommendations for corrective actions;
  • Facilitate the implementation of the work program of the components, in accordance with the procedures in force to achieve the expected results;
  • Ensure that requests from the components are consistent with the objectives of the Project and the planned work program;
  • Present at the coordination meetings the execution of technical and financial monitoring;
  • Provide support for the definition/finalization of the terms of reference for studies.
  • Technical Monitoring and Quality Control of Consultant Deliverables

In collaboration with the various managers within the Project and within the components:

  • Follow up on the progress of the work undertaken by individual consultants/consulting firms, ensuring compliance with deadlines for services;
  • Participate in the review and validation of study reports, ensuring alignment with terms of references and quality standards;
  • Participate in site visits and supervision missions.
  • Updating the Project’s Results Framework
  • Regularly monitor and update the achievement of targets for result indicators defined in the Project’s Results Framework for each component;
  • Collect, compile and analyze qualitative and quantitative data
  • Ensure performance data is systematically recorded, stored and updated in the project’s monitoring system;
  • Reporting and Evaluation of Technical and Financial Achievements
  • Analyze by component the technical and financial data;
  • Coordinate the quarterly adjustment of the SSWMP work plan and appropriate measures to ensure implementation in accordance with the schedule contained in the Financing Agreement;
  • Prepare Semi-annual Progress Reports for the World Bank to be submitted within 30 days after each calendar semester;
  • Prepare any progress reports requested by the Ministry or the government on this project.
  • Perform the evaluation against the objectives set out in the technical annex of the Financing Agreement;
  • Facilitate the work of the External Auditors;
  • Contribute to the preparation of technical and financial statements for the closure of SSWMP in collaboration with the Financial Management Specialist.

QUALIFICATIONS:

  • The Monitoring and Evaluation specialist shall hold a degree in Statistics, Development Studies, Civil Engineering, Social Sciences, Economics or a related field. A postgraduate degree in Monitoring and Evaluation, Project Management or a related discipline is an advantage.
  • At least 5 years of professional experience with a minimum of 3 years of experience in monitoring and evaluation roles, including data collection, analysis and reporting.
  • Proven experience in designing and implementing M&E frameworks for development projects, preferably in solid waste management and environmental projects or infrastructure sector.
  • Knowledge of Results-Based Management (RBM) frameworks and project management principles
  • Strong expertise in data management, data analysis, and the use of data visualization tools, including MS Excel and Word, and data analysis software (e.g. Tableau or Power BI).

  • Proven ability to build and maintain partnership with government agencies, private sector stakeholders and other development partners.
  • Excellent report writing, communication and presentation skills, with fluency in English (both written and spoken).
  • Ability to work in challenging environments and adapt to evolving project needs.
