REQUEST FOR EXPRESSIONS OF INTEREST (PROVISION OF CONSULTANCY SERVICES)

The Government of Botswana (GoB) has received financing from the World Bank and will on lend the financing to the BPC who       intends to apply part of the proceeds of this financing   towards the cost of implementing Air quality monitoring network for Morupule A & B Power Stations and Department of Waste Management and Pollution Control.

1.0 Background

In recent years Botswana has been experiencing a significant growth in the mining, energy, transport, textile, and other manufacturing sectors.   This growth has been associated with the emissions of pollutants, potentially causing adverse impacts on human health and the environment.

In the energy area, to alleviate the power shortage BPC is expanding its generation capacity of    132 MW Morupule A coal Power Plant (the country's only power generation plant) with the 600 MW Morupule B Power Plant. The proposed Morupule B Power Plant, which will be located adjacent to the existing Morupule A Power Plant, has been designed to generate 600 MW (4 x 150 MW).   The boiler design is based on the circulating fluidized bed (CFB) combustion technology capable of reducing SO 2 and NO x emissions. It is envisaged that air emissions from this new power plant along with the existing power plant will contribute significantly to the air pollution load in the region.

2.0 Objectives of the assignment

(i)  To establish an air quality monitoring network for Morupule A and B Power Plants.

(ii)  To develop the emission standards for coal-fired power stations, and to review, and if    necessary propose updates for ambient air quality standards for Botswana.

(iii)  Procurement of the air monitoring network equipment/stations

(iv)         To recommend measures for compliance with the ambient air quality objectives

(v)     To build capacity at BPC to manage air quality monitoring network and strengthen capacity at DWMPC

(v)               The assignment is expected to be completed within 12 to 24 months.

Botswana Power Corporation now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services through submission of brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance theirqualifications.

A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers published May 2004, revised October 2006 and May 2010

The Corporation will shortlist (pre-qualify) consultants based on assessment of the received expressions of interest. Short listed service providers would be invited to tender for the required services by responding to a detailed Request for Proposal (RFP).
