ASSIGNMENT TITLE: Selection of Project Officer for STATAFRIC office in Tunis

Procurement Reference No. TN-STATAFRIC - AUC-307074-CS-INDV

The African Union Commission has received financing from the World Bank toward the cost of the Support for Harmonizing and Improving Statistics in West Africa ", and intends to apply part of the proceeds for consulting services.

This ToR is prepared to engage an Individual Consultant for a Selection of Project Officer for STATAFRIC office in Tunis.

  • Background

On September 9, 2020, the African Union Commission and the World Bank signed a Grant Agreement in the amount of USD2.5 million as part of the implementation of Harmonizing and Improving Statistics in West Africa Project (HISWA Project- P169265). The Participating countries, sub-regional and regional agencies are Burkina Faso, Cabo Verde, Côte d’Ivoire, Ghana, Liberia, Sierra Leone and Togo, ECOWAS and African Union (AU). The overall cost of the project is USD379 million and Project implementation end on December 31, 2025.

The Project Development Objective is to strengthen the statistical systems of participating countries and regional bodies in Africa to harmonize, produce, disseminate and enhance the use of core economic and social statistics. The project is anchored on the AU’s Revised Strategy for Harmonization of Statistics in Africa (SHaSA2). The HISWA Project has three components: (i) Regional component: Harmonization toolkits (protocols, standards and concepts) & platforms (i.e., data warehouses, communication tools); Training activities and workshops to facilitate peer-learning & institutional cooperation; and Data for Policy (D4P) Package (conceived to provide reliable information required for NDPs and SDGs), (ii) Country specific activities: Focus on activities that improve the capacity of NSOs to leverage regional activities (i.e., physical and statistical infrastructure etc.), and (iii) Project Management.

As part of the implementation of the HISWA Project, AUC has set up a project implementation unit comprised by Project Coordinator, Project Manager, Procurement Officer, Finance Officer, Monitoring and Evaluation Specialist, and Project Officer.

  • Objectives of the assignment

The objective of the assignment is to recruit one project officer responsible for the day-to-day project related activities, including provide inputs on administrative matters related to project implementation as per the project operations manual and the grant agreement.

  • Scope and general description of the work

The Project Officer is expected to carry out the following project-specific tasks:

  • He/She is the reference person for management and administration in each work stream.
  • He/She assists in the organization of activities with service providers (for goods and services). He/She will report to the Project Coordinator.
  • Handle day to day project related activities.
  • Analyze and maintain an overview of the project to ensure that timely administrative support is provided in general and specialized areas.
  • Schedule a high volume of appointments, meetings and travel arrangements which may include coordinating arrangements for multiple participants
  • Create, update and maintain organized files and records including a system for tracking, monitoring and prioritizing tasks;
  • Prepare correspondences, executive summary, reports, briefing papers, and other documents as required;
  • Liaise effectively with internal and external stakeholders;
  • Monitor meeting and correspondences outcomes and decisions and follow up on their implementation;
  • Prepare and participate in various meetings and take minutes and/or notes;
  • Provide communications support and assistance to ensure timely responses to inquiries including answering and prioritizing calls, e-mail and correspondences;
  • Direct provision or coordination of travel for management, staff and participants with the travel service providers to ensure end-to-end arrangements of visas, flights, hotels, meetings, transportation and other required logistics support;
  • Coordinate with service providers (for Goods and Services), collect quotations, prepare purchase orders and coordinate with Finance for payments;
  • Sourcing and ordering stationery and office equipment as may be required;
  • Perform any other duties that may be assigned to him/her by the Project Coordinator.
  • Qualifications and experience

The project officer shall have:

  • A Bachelor Degree in Management, Administration or any related field from a recognized educational institution with at least two (2) years of relevant work experience
  • A higher qualification would be an added advantage.
  • Competencies and skills
  • Excellent computer skills, including word processing, proficiency with e-mail and internet applications experience in using applications such as MS Word, MS Excel and MS PowerPoint Excellent oral and written communication skills; fluency in both English and French will be highly preferred
  • Knowledge of statistics is preferred but not mandatory
  • Proven ability to use clear, concise language in correspondence as well as including content fitting for the purpose and audiences when preparing written briefs and reports
  • Excellent interpersonal skills, organizational ability and time management
  • Ability to work in a multi-cultural environment;
  • Ability to work with minimum supervision; and
  • Excellent speaking and writing in English and French; speaking other AUC working language is an add advantage.
  • Duration

The assignment is six months, the contract will be renewed based on satisfactory results and availability of funds.

  • Duty Station of the Assignment:

The services of the Project Officer shall be carried out at STATAFRIC in Tunis, Tunisia. He/she will have to travel to other places where STATATFRIC will organize meetings.

  • REMUNERATION

Remuneration is payable on a monthly basis. Fees payable do not include costs associated with project related travels, coordination/organization of project related activities and events, stakeholder dialogues, consultations and workshops. These costs will be met by the AU.

The African Union Commission now invites eligible Individual Consultants (“Consultants”) to submit their CVs in providing the Services and required documents as per the evaluation and qualification criteria. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
