REQUEST FOR CURRICULUM VITAE FOR INDIVIDUAL CONSULTANT FOR THE DEVELOPMENT OF A NATIONAL MONITORING, EVALUATION AND REPORTING FRAMEWORK FOR NAMIBIA

  • BACKGROUND

The Government of the Republic of Namibia (GRN) launched its fourth National Development Plan in April 2012 and has placedat the top of its agenda, the effective execution of the Plan and rigorous Monitoring, Evaluation and Reporting.

Experience with previous National Development Plans has shown that implementation, Monitoring, Reporting and Evaluation (MRE) has been generallyweak, incomplete and irregular. Among the reasons for this, is the existence of an irregular / inconsistent and unreliable system to carry out pragmatic performance monitoring, reporting and evaluation activities and tasks. Furthermore, National MRE has lacked adequate, timely and reliable information on the implementation of programmes, policies,outcomes and impacts achieved, resulting in difficult decision-makingprocesses.

To overcome this trend, the National Planning Commission (NPC) has since the launch of NDP4, established a Monitoring and Evaluation Directorate with the overall objective of improving the availability, relevance dissemination and utilization of quantitative and qualitative information relating to Government performanceand progress across all spheres of development.

  • OBJECTIVES

The objective of this consultancy is to develop a National Monitoring, Evaluation and Reporting Framework that will guide the NPCand the GRN in monitoring and evaluating its National Development Plans which are formulated and implemented to achieve the country's long term Vision 2030.

The Consultant will provide technical assistance to the National Planning Commission for the development of a National Monitoring, Evaluation and Reporting Framework to guide the effective execution, monitoring and evaluation of National Development Plans.

  • DUTIES

Under the overall coordination of the Chief: National Development Advice of the Department of Monitoring and Evaluation and Development Partners' Coordination and in association with the M&E Technical Committee (Task Manager and Directorate officials) the consultant will assist, advise and support the Directorate of Monitoringand Evaluation in the development of a National M, E & R Framework for the GRN. The consultancy will include an assessment of the current M&E situation and the M&E imperatives implicit in the National Development Plans and Vision 2030.

The consultancy will involve the following:

3.1 The Consultant will be required to prepare a brief political economy analysis for the NPC management and M&E technical committee. The purpose of the analysis will be to enhance the understanding of interests, incentives and constraints of the existing M&E system and to provide a practical and operational instrument to identify any political, technical orother obstacles that could reduce development impact. The analysis will be performed with a view to optimize the implementation and relatedcapacity strengthening activities of the M, E & R Framework.

3.2 The Consultant will be required to carry out a diagnostic review of current M&E systems and procedures in Government which will include broad consultations with a wide set of stakeholders e.g. representatives from the NPC, line ministries, sub-national levels, parliament and relevant civil society organizations. The Consultant shall produce a report of existing instruments i.e. IT M&E systems and manual procedures which will facilitate data collection at the national, sectoral and regional levels. The findings will inform the preparation of the actual M, E &R Framework.

3.3 The Consultant is expected to draw on international best practices and standards to prepare the actual M, E &R Framework for the GRN.The Framework should include inter alia: Definitions ofM&E; The importance and purpose of M&E and the need to be able to reference and measure change; Data Terrains underpinning a national M & E system; Logic models and the importance of linking the components: inputs, activities, outputs, outcomes, and impacts; The processes and criteria for the selection of reliable, valid, and relevant indicators and measurement strategies; Institutional arrangements and recommendations on the optimal structure to ensure adequate linkages with the budget preparation process and other policy making processes within the GRN; Building Monitoring and Evaluation Capacities in O/M/As.

3.4 The Consultant will make use of the Training of Trainers (ToT) approach to train NPC officials and focal persons in each of the line ministries and regional councils on the developed National Monitoring, Reporting and Evaluation Framework. The training sessions willtake the form of Training of Trainers workshops. Knowledge transfer by the Consultant will be of particular importance for M&E officials within NPC and the line ministries.

3.5 The Consultant will prepare a final report at the end of the consultancy with recommendations.

  • QUALIFICATIONS

The assignment will be carried out by a consultant possessing the following qualifications, experience and competencies.

A Masters Degree or equivalent in Monitoring & Evaluation or Economics or Statistics or Social Sciences or Development Studies or in a discipline related to the consultancy or alternatively; A Bachelors Degree in one of the above disciplinescoupled with a professional post-graduate qualification in Monitoringand Evaluation; and demonstratable understanding and application of current theories of Monitoring & Evaluation.

First hand experience and demonstrated knowledge in developing Monitoring, Evaluation Reporting frameworks at National Government levels;

Ten (10) years of professional experience with international experience and exposure in performance Monitoring and evaluation;

Experience in programme design, evaluation and review;

Demonstrated experience in the design of logical frameworks and M&E tools;

Political, institutional and organization capacity building expertise;

Experience in M & E training and facilitation and the development of training materials;

Excellent interpersonal and communication skills and experience in working with a wide range of individuals in government, private sector and civil society;

Excellent analytical /problem solving and research skills;

Well developed report writing skills;

Ability to work in a multi-culturalenvironment; and,

Fluency in oral and written English.

The consultant should demonstrate that he/she possesses therequired skills for undertaking the proposed task by providing a CV and accompanying proof of information provided therein.

  • REPORTING

The consultancy will report directly to the Chief: National Development Advice Department of Monitoring, Evaluation and Development Partner Coordination, namely Mr. W. Goeiemann. The consultancy will also work closely with Mr. Fanuel Hiiko, the Task Manager and the staff of the Directorate of Monitoring and Evaluation. The Consultant should be able to assume duties by1 October 2013 and the project is scheduled to last 170 consultancy days.
