CONSULTANCY SERVICE FOR PREPARATION OF ENVIROMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA)

The Government of the Republic of South Sudan has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: to assess the environmental and social risks and impacts (positive and negative) of the proposed EARDIP during the project phases (pre-construction, construction, operation and decommissioning), propose mitigation measures, management and monitoring plans in line with best practices. The study will be expected to identify and prevent, minimise, or mitigate any adverse effects that the project will have on the physical and social environments.

The Ministry of Information, Communication Technology and Postal Services (MICT&PS) now invites eligible Consultants to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria (as also clearly indicated in the Section J of the TOR) for the firm are:
- A detailed Expression of Interest (EOI) clearly indicating the firms’ core business in ICT Sector and Environmental and Social Safeguards settings. Core business of the firm and years in ESIA, Environmental and Social Protection business should be at least 10 years in general. The consulting firm or agency must be duly registered to operate in the type of business required for this assignment. Relevant certifications shall be availed.
- The EOI should clearly indicate methodology to be used to deliver the services, timelines and an understanding of the Terms of References TORS (by commenting on the TORs).
- Evidence of consultant’s experience in similar assignment. List at least Two (2) of similar assignments and evidence of satisfactory completion of the same assignments.
- Proposed study team, their qualifications and experience in undertaking the assignment plus copies of certificates and recommendations.
- Statement on mode of participation indicating evidence of consortium if applicable.
- The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
- The Consultant is expected to complete the assignment in full within 20 weeks, and to submit the listed deliverables in TOR based on the indicative timelines.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
