Assignment Title: Consultancy Services for RCU Environmental, Social and GBV Coordinator

The Governments of Liberia, Sierra Leone, Benin, and Central Africa Republic have received financing from the World Bank toward the cost of the Regional Program for Distributed Access through Renewable Energy Solutions (Regional DARES) and intend to apply part of the proceeds for consulting services.

The consulting services ("the Services") will involve coordinating the design and implementation of environmental and social risk management plans with institutions involved in DARES at both regional and country levels. Ongoing assessment and monitoring of compliance with the Environmental and Social Commitment Plan (ESCP) for each country, which are essential, with proactive identification and resolution of non-compliance issues, including timely reporting to the World Bank on any delays or problems relating to ESCP obligations. The duration of the assignment is approximately five years, with an expected start in October 2026.

The RESPITE Regional Coordination Unit (RCU) now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates.

The shortlisting criteria are:

• The environmental and social Coordinator must have at least an MSc. Social sciences, Environmental Sciences or Engineering for the Environmental Manager or equivalent, or any other related field of social or environmental studies.
• At least fifteen (15) years of relevant work experience with bilateral and/or multilateral development projects in environmental or social risk management, monitoring and reporting, including the design and/or implementation of ESMPs, RAPs, Cultural Heritage plans, Labour procedures, SEPs, and/or Security Management Plans, among others. Of the 15 years of relevant E&S work experience, at least 5 is required to have been in an international assignment. Experience in implementing E&S risk management in a Bank financed project/program is an added advantage.
• At least 5 years’ experience with management of a team of 5 or more people.
• E&S risk management in the energy sector is an added advantage.
• Demonstrated experience on the design and implementation of inclusive approaches to consultation and participation with diverse stakeholders, including government counterparts, private sector, civil society organizations and/or local communities.
• Working experience of the World Bank Environmental and Social Framework (ESF) is required.
• Demonstrated experience of managing both Environment and Social risk including gender-based violence, sexual exploitation, abuse and harassment.
• Proven experience and familiarity with the sub-Saharan African region.
• Proven experience in preparing and delivering capacity building and training programs
• The candidate must be computer literate, with high proficiency in Computer software operations (Microsoft Word, Excel, Power-Point and data-base management etc.).

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
