The Government of the Republic of Angola has received financing from the World Bank and the Agence Française de Développement (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds to payments for consulting services.
Under the Project, the Government of the Republic of Angola, through the Ministry of Energy and Water (MINEA) and the Public Water Company of Luanda (EPAL, E.P.), is implementing the Luanda Water Supply Project – System 4 (Bita), which aims to strengthen the water supply system and improve access to safe and reliable drinking water in the Luanda Metropolitan Area.
The Project includes the construction of major water supply infrastructure to improve access to safe drinking water in the Luanda Metropolitan Area.
Works under Areas 1 and 3 of Lot B137 require land acquisition and have affected households whose livelihoods depend mainly on agriculture and related activities. Consequently, a Livelihood Restoration Program (LRP) will be implemented to assist Project Affected Persons (PAPs) in restoring their income and living standards.
The objective of this assignment is to implement the Livelihood Restoration Program (LRP) for the Project Affected Persons identified in the Resettlement Action Plans (RAPs) for Areas 1 and 3 of Lot B137, in accordance with the applicable national legislation and the World Bank Environmental and Social Standard (ESS5).
The selected Consultant will, among others: Prepare the implementation plan for the LRP; Engage and support Project Affected Persons (PAPs); Implement livelihood restoration activities; Provide technical assistance and capacity building; Monitor and evaluate the effectiveness of the program; Prepare periodic progress reports.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant must present the following profile:
a) Company or Civil Society Organization established for at least 5 years, with official documentation and declarations of no debt;
b) Experience in the management and implementation of similar projects, preferably in Angola or other African countries (at least 3 years);
c) Network of certified partners with whom services can be exchanged within the scope of the service;
d) Proficiency in Portuguese and relevant national languages in the area of intervention (optional);
e) Knowledge of World Bank guidelines and national legislation.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”).
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
