• The Government of Sierra Leone through the Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the West Africa Food Systems Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for the Procurement of Mobile Water Laboratory Equipment (2-Portable multi-parameter water quality kit, 1-Portable XRF Analyzer, 1-Portable heavy metal analyzer, Mobile Diagnostic unit etc.) for Water Resources under Ministry of Agriculture and Food Security

• The West Africa Food Systems Resilience Program (FSRP-2) now invites sealed Bids from eligible Bidders for the Supply of Mobile Water Laboratory Equipment (2-Portable multi-parameter water quality kit, 1-Portable XRF Analyzer,1-Portable heavy metal analyzer, Mobile Diagnostic unit etc.) for Water Resources under Ministry of Agriculture and Food Security.

• Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, and November 2020, September 2023, and September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from: The Procurement Specialist, Mohamed Amara, at 14 Pipeline Drive, Off Wilkinson Road, Freetown. Email: [email protected] and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Thousand Leones (SLE1,000). • Bids must be delivered to the address below on or before Wednesday, 19th August 2026, at 14:00 pm. Bidders are required to submit One (1) original and Three (3) hard copies making a total of Four (4) hard copies plus a pdf file in a flash drive. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Wednesday, 19th August 2026 at 14:10.
• All Bids must be accompanied by a Bid Security of SLE 245,00.00 (Two Hundred and Forty-Five Thousand Leones).

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
