REQUEST FOR CURRICULUM VITAE FOR A CONSULTANT TO STRENGTHEN HEALTH EMERGENCY PREPAREDNESS AND RESPONSE MANAGEMENT IN SWAZILAND UNDER THE HEALTH, HIV/AIDS AND TB PROJECT

Background Information

The Governmentof Swaziland has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of a five-year Health HIV/AIDS and TB Project in the amount of US$20 Million equivalent. This project will be jointly financed by the European Union in the amount of Euro 14.5 million.

The project has three components: the first two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency of services will be implemented by the Ministry of Health (MOH) and the third, (iii) strengthening of the orphans and vulnerable children safety net will be implemented by the DPM's Office.

The Ministry of Health, Health, HIV/AIDS and TB Project intends to build the capacity for the Emergency Preparedness and Response (EPR) within the framework of the Health Emergency Preparedness and Response Plan 2008, the Disaster Management Act and the National Health Policy. The consultancy will also provide EPR Officials atall levels with practical skills and knowledge needed to ensure the success of the program and its development.

The MOH now invites interested, qualified candidates to indicate their interest in providing technical support and services under this consultancy. The durationof this consultancy is forty (40) days and is expected to be carried out within six (6) months. Selection shall be on the basis of examination and comparison of the qualifications of the individual candidates as evidenced by their CVs. The selected individual shall be requested to submit a costed offer to undertake the work.

Scope of Work

The Consultant will work with the Programme Manager and report to the Deputy Director, Public Health. The Consultant is expected to undertake the following assignments:

  • Carry out an assessment and review of current management practices and strategies that have a bearing on the subject of managementdevelopment for EPR Program.
  • Training needs assessment to determine the current situation of management practices and strategies within the EPR program
  • Conduct a number of research-based interactive workshops to train managers and at supervisory level in effective leadership skillsand principles (according to the results of the training needs assessment).
  • Provide the necessary tools to develop the strategic thinking among the principal officials at the EPR program.
  • Contribute to the development of design and implementation of a management development plan addressed to EPR officials at central and regional level
  • Use up to date tools and instruments to develop leadership along with managerial EPR skills to the officials of EPR at central level Help employees build stronger unity and group effectiveness throughteam building experiences.
  • Include in the training contents the development of teamwork capacities and team oriented learning activities.
  • Ensure that the trainings will strengthen established institutional arrangements that have been set up to respond to specific challenges.

Deliverables

The Consultant is expected to deliver the following:

  • A Detailed work plan for the consultancy.
  • A Document containing the assessment of current management practices and strategies that have a bearing on the subject of management development program for EPR.
  • A Management Development Plan for the EPR program with the implementation chronogram and proper contents addressed to central and regional levels.
  • Training workshops for the management officials fo the EPRprogram
  • A Report on the EPR Management Training Workshops including the individual participants evaluation and participation (including participation lists, workshops content, individual evaluations and other evidences

These documents shall be submitted in electronic and hard copies each to the Project Coordinator and the EPR Program management.

Required Qualification and Experience:

  • An advanced university degree or equivalent in the related areas to Emergency Preparedness and Response (Health, Environment, Social and Engineering).
  • Must have proven experience and knowledge in management and implementation of emergency preparedness and response programs in developing countries. The candidate should have not less than three successful experiences within the last five years. Experience in Africa is desirable.
  • Must have not less than seven years of experience in theEPR sector including practical experience in capacity building.
