The Government of Sierra Leone has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP). The Ministry of Health (MoH) intends to apply part of the proceeds to Conduct Organizational, Functional, and Financial Management Review of the National Emergency Medical Service (NEMS) in Sierra Leone. The consulting services (“the Services”) includes organizational, core functions, financial management review and propose actionable recommendations for improvement. The detailed Terms of Reference (TOR) for the assignment can be obtained via email from [email protected]

The Ministry of Health Projects Administration Unit now invites qualified individuals (Consultants) to express interest in providing the Services. Interested Consultants should submit information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services.

The shortlisting and selection criteria shall consider the following attributes, qualification, experience and skills:

Qualification

  • Must have at least 15 years’ experience working on organizational and functional reviews
  • Must have at minimum a master’s degree in related field

Experience requirements

Expertise in Organizational and Functional Reviews:

  • Proven experience in conducting organizational and functional reviews, preferably in the healthcare or emergency services sector.
  • Strong understanding of organizational structures, human resource management, and operational efficiency.

Financial Management Expertise:

  • Extensive experience in financial management reviews, including control procedures, financial reporting, and auditing.
  • Familiarity with international financial management standards and practices.

Healthcare Sector Knowledge:

  • In-depth knowledge of the healthcare sector, specifically emergency medical services.
  • Experience working with government health agencies or similar organizations.

Analytical and Research Skills:

  • Strong analytical skills to assess organizational structures, operations, and financial management.
  • Ability to conduct comprehensive data analysis and provide actionable recommendations.

Communication and Reporting Skills:

  • Excellent written and verbal communication skills.
  • Experience in preparing detailed reports and presenting findings to diverse stakeholders.

Project Management Skills:

  • Proven ability to manage complex projects, ensuring timely delivery of high-quality outputs.
  • Experience in coordinating with multiple stakeholders and managing project timelines.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023.
