SOUTHERN AFRICA DEVELOPMENT COMMUNITY (SADC)

STRENGTHENING DRR COORDINATION, PLANNING AND POLICY ADVISORY CAPACITY OF SADC

1.The Southern Africa Development Community (SADC) Secretariat has received a grant from the International Development Association (“World Bank”), acting as administrator of grant funds provided by European Union, represented by the Commission of European Communities (the “Commission” or the “Donor”) for the ACP-EU National Disaster Risk Reduction Program Trust Fund under the Global Facility for Disaster Reduction and Recovery Track II (TF071630) – European Trust Fund Number 2011/264/ 826. The said Grant is to finance the GFDDR Grant No. TF0A6148 Strengthening Disaster Risk Reduction Coordination, Planning and Policy Advisory Capacity of SADC Project. The said Grant is to be applied towards eligible payments for goods, works, related services and consulting services to be procured under this project.

  • The objective of the Project is to strengthen the disaster resilience of Southern African Development Community (SADC) member states through regional collaboration and improved coordination, planning, policy advisory, and knowledge dissemination capacity of SADC. The project will involve the procurement of the following categories of items under the open international approach to market:

Consulting Services that will use open international approach to market include Consultancy to facilitate mainstreaming of Disaster Risk Reduction into SADC Secretariat development plans and strategies through analysis paper, DRR Mainstreaming guideline and communication materials ; Consultancy to set up the SADC Regional Disaster Response and Preparedness Fund and Regional disaster preparedness and response mechanism ; Consultancy to facilitate the operationalization of the National and regional disaster risk reduction information and knowledge management systems in the SADC region; Consultancy to support review DRR policy and strategic frameworks in SADC Member States to align with Sendai Framework, Africa Union DRR Plan of Action and SADC DRR policy frameworks and facilitate DRR peer learning among Member States; Recruitment of Project Implementation Unit Consultants including Project Manager, Procurement Specialist, Finance Officer ,Project Administrative Assistant.

  • The project has five components: (i) Component 1: Enhancing regional institutional coordination mechanisms for disaster preparedness and response (USD 1.1 million) ; (ii) Component 2: Operationalize national and regional disaster risk reduction information and knowledge management systems (USD 629,000) ; (iii) Component 3: Enhancing Mainstreaming of DRR in development plan and strategies (USD 186,000) ; (iv) Component 4: Strengthening the implementation and coordination capacity at the SADC Regional Disaster Risk Reduction Programme (USD 523,000) ; (v) Component 5: Auditing and compliance (S$ 60,000) .
  • Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers, (July 2016) and the provisions stipulated in the Legal Agreement.
  • Specific procurement / selection notices for contracts to be bid under the World Bank’s open international approach to market procedures will be published as they become available on the World Bank’s external website, in the UN Development Business , dgMarket , SADC Website and in regional / local newspapers.
