Request for Expression of Interest (REOI)

  • COUNTRY: Republic of South Sudan
  • NAME OF THE PROJECTS: Resilient Livestock Support Project (RLSP).
  • CONSULTING SERVICES: Senior Procurement Specialist
  • DUTY STATION: Ministry of Livestock and Fisheries, Juba- South Sudan
  • Ref No: SS-MLF-507604-CS-INDV
  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Resilient Livestock Support Project (RLSP). Based on, MLF is seeking to use a portion of the proceeds of the funds to finance the position of Senior Procurement Specialist
  • The overall objective of the position is to provide technical guidance and support in executing all procurement activities under the project in full adherence and compliance to the Donor guidelines and procedures, using the World Bank Standard Bidding Documents for the respective procurement of Goods, Works, Consulting Services and Non-Consulting Services of the above mentioned project and the other projects implemented by the MLF under the overall supervision of the project coordinator. In the discharge of its duties, the position holder shall dedicate most of his/her work to capacity building of the Government staff and system development of the government institution.
  • Responsibilities: The Consultant shall support the MLF to achieve the above-stated objective; and in so doing, shall carry out all necessary tasks, including but not necessarily limited to procurement management and procurement capacity building support to the MLF to adhere to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twelve (24) months with the possibility of extension subject to satisfactory performance.
  • Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills should include:
  • At least master’s degree with a major in relevant discipline (e.g. Engineering, law, Procurement, Finance and Business)
  • Professional qualifications (CIPS) will be an added advantage.
  • A minimum of at least 8 years of direct relevant experience including expertise in the management of procurement in the public or private sector.
  • Minimum of at least 5 years of experience in implementing procurement actions according to international organizations guidelines such as the World Bank, IFAD, African Development Bank etc. for procurement of goods, services, and works.
  • Experience in similar working environment like that of South Sudan is desirable.
  • Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
  • Fluency in English is must.
  • Excellent written and oral communication skills.
  • High-level interpersonal and relationship-building skills.
  • Ability to communicate and work effectively with persons of various cultures and religions
  • The MLF now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ fifth Edition (2025) [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ Fifth Edition (2025) for selection of individual consultant.
