REQUEST FOR EXPRESSIONS OF INTEREST

TITLE: RECRUITMENT OF CIVIL SOCIETY ORGANIZATIONS TO IMPLEMENT PEER-TO-PEER MODEL IN MATERNAL INFANT AND YOUNG CHILD NUTRITION.

Rwanda Biomedical Centre (RBC) has received a grant from the World Bank (WB) for implementation of the intervention related to multi-sectoral program with the aim of achieving significant reductions in stunting prevalence among children under 5 years of age, with a special focus on children under 2. The Rwanda Stunting Prevention and Reduction Program (SPRP) is comprised primarily of two projects: a set of health sector focused, supply side interventions in 13 districts under the Stunting Prevention and Reduction Project (SPRP); and the Nutrition-Sensitive Direct Support (NSDS) in 20 districts (7 additional to the 13 under SPRP).

RBC invites Civil Society Organizations to indicate their interest and submit their offer to implement Peer-to-Peer Model in Maternal Infant and Young Child Nutrition. Interested eligible Civil Organization must provide statement of capability and experience indicating that they are qualified to implement the services, description of similar assignments, etc.

The project will support the government in adopting and implement a bold, new national strategy to improve the visibility of stunting in Rwanda and to deliver harmonized behavior change messages across various platforms. This project has three components.

  • To scale up the peer-to-peer approach to improve Maternal Infant Young Child Nutrition (MIYCN) practices through the creation of evidence-based peer support derived from existing best practices and social support individuals/systems already in place in Rwandan households/communities;
  • To build the capacity and empower the mothers, caregivers, and fathers in the expanded scope of the scale-up exercise, with practical skills to improve Maternal Infant Young Child Nutrition (MIYCN) behaviors and practices in a friendly environment without fear of judgment
  • Increase social support towards improved Maternal Infant Young Child Nutrition (MIYCN) practices in families through supportive peer networks including positive peer influences.

The shortlisting criteria are as follows:

  • General Qualification of the Civil Society Organization (please, provide evidences):

Having at least 5 years of general Experience

  • Specific experience of the supplier relevant to the assignment
  • Similar references (in implementing a peer-to-peer approach or Health related Social Behavior Communication Change (SBCC) projects): at least 2 similar projects.

N.B:

  • References will show participation of multi-disciplinary teams (health, financial, technical, environment and social).
  • Applicants will provide references showing sufficient details regarding size, value and objectives to allow evaluation.

For Information Only: The organization will need to make available a multi-disciplinary team consisting of at least the following experienced people (At this stage no names or CVs are required. They will only be required in the proposal stage of the tender. When the Civil Society Organization has in-house permanent staff with the below expertise, this may lead to an advantage though.):

  • Should have competent staff in the following fields:
  • Nutrition,
  • Social sciences,
  • Public Health,
  • Food Security
  • Communication

Only references of the applying Civil Society Organization (or joint-venture) will be taken into account. References of mother-, daughter companies or other affiliates (e.g. in other countries) will not be taken into account.

Civil Society Organization may associate with other CSO in the form of a joint-venture to enhance their qualifications and have to follow Rwandan Regulations related to the Joint-venture.
