Request for Bids Works (Two-envelope Bidding Process, Without Prequalification)
IRRIGATION FOR CLIMATE RESILIENCE PROJECT (ICRP)

CONSTRUCTION WORKS FOR MATANDA ROLLER COMPACTED CONCRETE DAM IN KANUNGU DISTRICT

- The Republic of Uganda has received financing from the World Bank toward the cost of the Irrigation for Climate Resilience project (ICRP) and intends to apply part of the proceeds toward payments under the contract for Construction Works for Matanda Roller Compacted Concrete Dam in Kanungu District.
- The Ministry of Water and Environment now invites sealed Bids from eligible Bidders for Construction Works for Matanda Roller Compacted Concrete Dam in Kanungu District. The Scope of Works comprises; (a) Dam works: The Scope of Works comprises drilling and grouting for dam foundation, construction of a 32m high Roller Compacted Dam (from dam foundation to crest), founded at 6m depth at lowest point within the rock. The dam shall have a 35m wide stepped spillway on the embankment. The spillway (Overflow) section of the dam will be 25.0m high from the foundation). The watertightness of the body of the dam is ensured by upstream watertightness using Grout-Enriched vibratable Roller-Compacted Concrete (GEVR) zone, thickness 1.5m for external concrete. The GEVR zone shall be produced by placing grout directly on the previously compacted RCC lift. Then loose RCC is placed over the grout and internal vibration is used to draw the grout up into the RCC to produce the water tight facing. There will be a 3-span precast C40 concrete bridge (supported over 2 concrete piers) over the spillway. The spillway shall have concrete flip bucket energy dissipator, discharging into a downstream channel. This downstream channel shall have 8m high reinforced concrete training walls. The bed for 35m length of the channel will be constructed with 1.5m thick Rip rap aggregates on 0.5m thick bed. Major bills of quantities include: 18,251m3 of earth excavation, 191,823m3 of rock excavation, 108,189m3 of RCC placement, 10,393m3 of vibrated concrete, class 25 – 30, for the spillway and intake gallery (b) Outlet Irrigation Pipe (about 100m): Other works shall include construction of a reinforced concrete inlet chamber (6m-wide by 6m high) and concrete gallery barrel for the irrigation pipes (2No). The construction shall entail installation of (2No.) 1.2m diameter pipes within the outlet barrel. One of pipe will be plugged with a stop valve and will be used to supply water under Phase 2 of the project. The other pipe will supply water for Phase 1 (4420Ha) of the command area.(c) Access roads: The Scope of Works comprises of opening up and construction of access road to the dam site and diversion of the 2.2Km community road. The existing community road will be submerged by the reservoir water at Full Reservoir Level. Both roads will be constructed as Grade A- marrum roads.
Further details on the above works are provided in the bidding documents. The qualification requirements are detailed in Section III of the Bidding document. A margin of preference shall apply.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016, revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Head, Procurement and Disposal unit, Ministry of Water and Environment at [email protected] with copies to [email protected] and [email protected] and inspect the Bidding document during office hours from 9:00 a.m. to 5:00 p.m. on official working days (Monday-Friday) at the address given below in (11);
- The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 600,000 (Uganda shillings: Six Hundred Thousand Only) or the equivalent in a freely convertible currency prior to submission date. The method of payment will be by Bank payment Advice Form obtained from Uganda Revenue Authority (URA) website using “other NTR” as a tax head in the form. The hard copy of the bidding documents in English will be available for pick up at the address mentioned in (11) and the soft copy can be accessed at https://www.mwe.go.ug/library/tendersprocurement.
