ESKOM RENEWABLES SUPPORT PROJECT (ERSP)

Eskom Holding SOC has received financing from the restructured abovementioned projects funded through the World Bank, African Development Bank, Clean Technology Fund and others towards the cost of the Distributed Battery Storage Energy System with Distributed Solar Photovoltaic (PV), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project is supported by the joint financing of the World Bank and the African Development Bank (AfDB) with additional financial support under finalization.

The project will include the following components:

The engineering designs, procurement, construction, installation and commissioning of the Battery Energy Storage Systems (BESS) and its associated infrastructure at various sites of Eskom Distribution (Dx) grids including the Eskom Sere Wind Farm (Western Cape) and Melkhout (Eastern Cape) sites. This project will be implemented in phases.

The BESS is aimed at addressing voltage, frequency, capacity energy and other constraints on the Dx networks, notably related to the integration of intermittent energy source into these networks. Each solution is deemed to be unique in relation to the constraint identified at each Dx site. The methodology for network load profile analysis was used to evaluate the suitability of the BESS solution for each Dx network.

Deliverables from the Engineering Procurement and Construction (EPC) Contractor(s) will include but not limited to the items below:

  • Concept design;
  • Detail Design of the system integrated into the substation;
  • Supply of required equipment;
  • Construction
  • Installation of the system;
  • Commissioning;
  • Operating and Maintenance documentation;
  • Training and skills transfer to Eskom teams.

The EPC contractor(s) shall be required to provide a proposal for the operation and maintenance of the plant during the warranty period. Eskom will reserve the right to accept the associated services. The maintenance service shall include the preventative, corrective and predictive maintenance. The contractors will be required to meet all the Eskom Safety Health, Environment and Quality (SHEQ) requirements as well as the South African regulated requirements.

Procurement of contracts financed by the World Bank and the African Development Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, November 2017, August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in the UN Development Business online, on the World Bank’s external website, AfDB, Eskom website, South African National Treasury Website, sector-specific media (South African Photo Voltaic Industry Association), Construction Industry Development Board (CIDB)
