Assignment Title: Update of the SAPP Regional Generation and Transmission Expansion Plan

The Southern African Power Pool (SAPP) has received financing from the World Bank towards the cost of a Program for Accelerating Transformational Energy Projects, which is intended to help advance the preparation of priority regional energy projects in the SAPP participating countries. The SAPP intends to apply part of theproceeds for the preparation of a new Regional Generation and Transmission Expansion Plan (Plan) for the SAPP region covering the period up to 2040. The Plan shall identify the priority generation and associated transmission investments that can provide adequate electricity supply to the region inan efficient and sustainable manner, and support integration and power trade in the SAPP region.
The scope of the consulting services ("the Services") includes the following tasks:
(a) Preparation of Country Generation and Transmission Plans, to be developed for the individual SAPP member countries based on their respective load forecasts and supply requirements anduse of primary energy resource endowments optimized at the country level;
(b) Preparation of a Regional Master Plan, which shall identify the optimal generation and associated transmission capacity expansion assuming a fully integrated SAPP regional system; and
(c) Scenario analyses, identifying varying levels of intermediate integration paradigms [i.e., in between (a) and (b) above], and the associated performance under a range of demand, fuelavailability/price and policy assumptions.
It is expected that the assignment will be completed within 12 months from the date of contracting.
The Southern African Power Pool now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Shortlisting criteria include:
(a) General experience of at least 10 years in power sector consulting services;
(b) Specific experience in the preparation of generation and transmission master plans at the country and regionallevel. This will involve at least 3 similar assignments executed/under execution by the firm/joint venture, including at least 1 regional similar assignment, detailing the role played by the firm/consortium member(s) in similar assignments;
(c) Availability of appropriate skills among staff in the areas of electrical engineering, generation system design/planning, transmission system design/planning, geographic information system, economics, and team management and coordination; and
(d) Experience in regions where integration of power systems/development of regional power markets are being or have been pursued.
The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers" dated January 2011 and revised in July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost-BasedSelection (QCBS) method set out in the Consultant Guidelines.
