Background
The Government of Liberia has received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention (RESPITE) Project and intends to apply part of the proceeds for Consultancy Services of an Individual Geotechnical Engineer RESPITE Project.
Objective of the Assignment
The LEC is seeking the services of a qualified Geotechnical Engineer (Consultant) to provide technical support to the PIU, including the review of geotechnical reports, specifications, quality assurance of construction works, inspection of critical field activities, and technical input into design and risk mitigation measures.
The overall objective of the assignment is to provide specialized geotechnical engineering support to the PIU during the design and construction phases of the key infrastructure components under the initiatives. This includes conducting a detailed technical review of completed geotechnical investigation reports, advising on geotechnical aspects of design, and supervising the implementation of geotechnical works to ensure technical soundness, construction quality, and effective risk mitigation.
Specifically, the Geotechnical Engineer will validate the adequacy of site investigation data, confirm geotechnical design parameters, identify and propose mitigation measures for geotechnical risks, and oversee field implementation of foundation and ground improvement works. The expert will also provide ongoing support through technical documentation, site inspections, and quality assurance, thereby contributing to the delivery of safe, resilient, and technically robust infrastructure.
Scope of Services
The scope of services of the Geotechnical Engineer (the Consultant) shall include, but are not limited to, the following:
- Review and comment the geotechnical investigation reports provided by the Consultant to assess site-specific soil and rock properties (bearing capacity, strength, compressibility, permeability, etc.); depth, location, and number of boreholes in relation to planned structures, relevance and sufficiency of in-situ and laboratory test data (SPT, CPT, triaxial, consolidation tests, etc.). Confirm that the investigations meet the required scope for each project component (hydropower sites, bridges, access roads, buildings, foundations, etc.)
- Review and comment on foundation designs (shallow and deep), slope stabilization measures, abutment structures, and earth structures. Also, review and comment on the earth structures, and retaining systems adjacent to bridge approaches, hydropower-er assets, and dams, among others on selection and specifications for ground improvement techniques (e.g., dynamic compaction, soil mixing, etc.) Flat out geotechnical Risk and Mitigation.
- Construction Supervision and Quality Assurance (QA/QC) by monitoring key geotechnical aspects, foundation excavation, suitability of bearing surfaces, compliance with specifications for material and compaction, correct installation of ground improvements, and review of testing regimes. The Geotechnical Expert’s role is to oversee these activities, provide feedback, and ensure quality without duplicating the supervising engineer’s responsibilities.
- Monitor slope stability, soil strength, and adequacy of erosion control for cut-and-fill activities at infrastructure sites.
- Provide written reviews, memos on compliance issues, and recommendations for corrective actions in geotechnical documentation.
- Contribute to monthly reports and review geotechnical closure reports, summarizing key findings, modifications, and QA/QC outcomes.
- Perform additional assigned duties as needed.
Duration
This is a time-based contract for a period of two years with the possibility of extension based on performance.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates and three references etc. The shortlisting criteria is listed below:
Qualifications, Experience, and Competencies:
- Minimum Bachelor’s degree in Geotechnical Engineering, Civil Engineering, or a related field of study. A Master’s Degree will be an added advantage.
- At least 7 years of experience in geotechnical engineering, with good exposure in hydropower, dams, heavy civil structures, or road infrastructure projects.
- Proficiency in geotechnical investigation techniques, laboratory testing, and geotechnical software (e.g., PLAXIS, GeoStudio, or similar )
- The consultant should have In-depth understanding of soil and rock mechanics, foundation engineering, slope stability, and groundwater behavior, profound experience in understanding/interpretation of field and laboratory results and its effects for foundation design and construction works.
- Competent in reading and understanding Specifications, drawings, and all other discipline-related Project and engineering documentation
- Proven understanding of compliance and quality assurance guidelines and best practices
- Being a member of the Engineering Society of Liberia (ESOL) or a similar engineering organization will be an added advantage
Other Competences
- The consultant requires multitasking under pressure, meeting deadlines, and strong organizational skills. Fluency in English both, spoken and written, is essential, along with excellent interpersonal, judgment, and communication abilities for resolving policy and operational issues.
- Teamwork, initiative, professionalism, honesty, and proficiency in computer applications are mandatory.
- The consultant must work effectively within a culturally diverse environment and demonstrate motivation.
The Consultant will be based in Monrovia or at project sites, reporting to the Deputy Project Manager and traveling as required
The Consultant must have qualifications and experience as per the Terms of Reference . The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 , March 2025 and September 2025).
