INTERGRATED TRANSPORT PROJECT

GENERAL PROCUREMENT NOTICE

COUNTRY: Republic of Botswana

PROJECT: Botswana Integrated Transport Project

SECTOR: Roads and Highways (55%), Urban Transport (25%) General Transportation sector (15%); Railways (5%)

The Government of Botswana through Ministry of Transport and Communication represented by Roads Department (RD) has access to loan proceedsamounting to US$186.00 million from IBRD, under the Botswana Integrated Transport Project for the reconstruction and improvement of infrastructure.

The project aims to support and enhance the efficiency of the transport system and competitiveness of transport services, by building modern business capacity in the public administration, improving inter-regional and critical transport infrastructure and empowering private sector participation. The Government of Botswana and the Bank, though the design of the project and its three investment components; A, B and C focus on two pronged development approach, i.e., institutional and human resource capacity building and learning of modern methods of construction, whiles simultaneously under taking actual physical investmentsto test new methods, increase the country's connectivity with the region and provided analytical bases for better and optimal use of transport modes.

The project will include the following components:

Component A: Capacity Building, institutional strengthening, and Training

This component includes two groups of sub-components; the sub-component A1 – pre-investment activities; and the sub-component A2 – capacity building during the project period.

A.1 Pre-Investment Activities:

Under this component the project will carryout the provision of technical advisory services to undertake a number of pre-investment activities in the sub-component:

a) Regional Integration Vision of Botswana and A1 Road-Rail Transport Corridor. The study relates to the overall regional dimension and A1 road rail international corridor, focusing on the two complementary modes.

b) The TA and study of the three new railway links – Mmamabula – Ellisras, Mosetse-Kanzungula, and Trans-Kalahari lines. The phase 1 of the study covering traffic demand analysis and pre-feasibility studies for the Trans-Kalahari line is financed under the Public-Private Infrastructure Advisory Facility (PPIAF) grant. The second phase of the pre-feasibility study as well as the feasibility and engineering design will be financed under this loan. The TA and the feasibility study are complementary and focus on development of rail transport and facilities as related to the potential diversification of the economy and use of the country's mineral resources

c) Conceptual design for Output and Performance Based Contracting (OPRC). The consulting services has been contracted to help the Roads Department prepare the designs and bidding documents for the 800km of OPRC contract in Kanye

d) Feasibility study for Gaborone City traffic improvements. The study will review the traffic patterns in greater Gaborone Area, propose physical improvements in addition tomodern traffic management options and prioritise the potential urban roads investment. These priorities investments will then be subject to detail designs including preparation of bidding documents.

e) Environmental, social and training prior to the project investment. To develop the guidelines, standards and procedures this will govern the above aspects in the long termroad performance contracts.

A.2 Capacity Building during the project period:

Under this component the project will carryout the provision of technical advisory services to undertake a capacity building knowledge transfer, and industrial strengthening and training program, including

a) National multi-modal transport master planning study. The study aims to provide an efficient and cost effective integrated transport system, instead of the current planningpractice where each transport mode has been planned separately with limited scope to interface, thereby losing opportunity for creating synergy and optimization between the transport modes.

b) Knowledge Transfer and Institutional Strengthening. The training would focus on modern practices of management, skill enhancement and professional capacity improvement. The support to Transport Hub will encompass various activities and provide for a longer term technical assistance in the area where critical knowledge gap is identified and needed.

c) Detail design and preparations of bidding documents for selected improvement within Greater Gaborone City. This activity will provide all the engineering design and bid preparations for the urban transport component for actual physicalinvestment include as component C in the project. The expected improvements will span from the improved traffic management options inclusive of traffic lights management and traffic command centers, to construction of complex intersections involving split level interchanges to allow for solutions to alleviate acute traffic congestions and for future traffic growth.

d) Technical Monitoring and Audit project. This activity will provide fir Government of Botswana to review and monitor the project components implementation, carry out independent technical and financial audits and use the outcomes to realign and adjust the components as necessary. It also meant for checking through independent parties the 'value for money' principles embedded in the project.

e) Training and development of national Consulting and contracting industry of Botswana. This activity provides for training and development of the local industry in planning, scheduling, contracting methods and other modern facilities related tothe sector so as to enable them to be competitive in the globalization and integration with the regional markets, where neighbouring super powers may dominate the local markets.

Component B: Road Sector Investment

This component will be financed by the Bank and includes; (i) the road asset investment for two to three civil works contracts planned and prepared to use the OPRC method of contracting and (ii) the contracts supervision / monitoring over the period of implementation.

Road Asset Management – OPRC contracts

This sub-component probably will be implemented in three-four civil works contracts depending on the size of such package and ability of the market to absorb the investment. The Government of Botswana has recognized the benefits of asset management approaches such as that of OPRC and wishes to apply this innovative contracting method to a pilot project involving all roads included in the most travelled network, Kanye depot area, in southern part of the country. The selected pilot project is an area-wide OPRC, which in this case includes about 800km of rural and semi urban roads, majority of which were paved by asphalt concrete and some of them are still gravel standard.

Contract Supervision / monitoring over the implementation period.

The activity will be financed by the Bank. The component provides for monitoring activities during the contract duration, which is different from the traditional supervision services performed under the input- FIDIC based contracts. The output based contracts require different type of monitoring services to be performed by experienced road management who will review the contractor's finished product and approve them for payment, provided that the finished road sections have reached the designed level of service both in qualitative and quantitative aspects. The payment will be carried out in accordance with the relevant conditions of the workscontract. In absence of full compliance, remedy measures will be usedto make the contractor meet the required standard.

Component C: Urban Roads Infrastructure Investment:

This component will be financed by the bank and includes: (i) Gaborone City road asset investment planned prepared under the traditional input based contracting (FIDIC) and (ii) the contract supervision over the period of the contract implementation

i) Gaborone City Urban RoadsImprovement Program – civil works contract

This component is financed by the bank and the Government of Botswana. The works will be designed under the component A1 of the project which will represent a few solutions to the improvement of traffic circulation on the major intersections which today are fully congested and represent the major burden to the day-to-day traffic pattern and transport efficiency of road users.

ii) Supervision of construction of Urban Roads intersection improvements

This activity will be financed entirely by the Bank. This sub-component provides for day-to-daysupervision of all contracts activities related to the input type of contract. It will include all activities spelled out in the traditional civil works contracts as per FIDIC IV amended as will involve ICB type of selection of consultants.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated May 4004 revised October 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 4004 revised October 2006
