Background
The Roads Department under the Ministry of Transport and Communications (MoTC) in the Republic of Botswana intends to pilot Output- and Performance-based Road Contracts (OPRC) as a method for achieving sustainable and cost effective road asset management whilst at the same time meeting the needs of road users. The pilot project is expected to cover a road network size of about 820 km comprising about 630 km paved roads and 190 km unpaved roads.
This Pilot Project is intended to prepare the groundwork for implementation and rolling out of Output- and Performance-based Contracts to other parts of the Public Highway Network under the jurisdiction of Botswana Roads Department as may be necessary.
Invitation of Firms
The Botswana Roads Department (RD) which is the implementing agency on behalf of MoTC invites eligible consulting firms, with a proven track record on similar asset management projects under Output and Performance Based Road Contracting methodology, to express their interest in providing the services for the Preparation and Design of a Pilot project for Area Wide Output- and Performance-based Contracts for the Management and Maintenance of a road network in a Selected Road Maintenance area with a network size of about 820 km.
For a successful execution of OPRC Contracts, it is required that the Consultant fully understands the concept of Output- and Performance-based Road Contract

Scope of Services
The overall objective of the Consultancy services include assisting the Roads Department to carryout technical studies needed for OPRC implementation, provide a cost estimate for all works (rehabilitation, newconstruction, maintenance) to include the whole Kanye Depot (coveringparts of Southern, Kweneng and South East Districts) network in the contracts, prioritize the road links within each area network accordingto funding availability, prepare the engineering and bidding documents and assist the Client with the procurement of contractors. The implementation of the civil works program is to be in the order of 7-10 years.
Specifically, the consulting services will among others cover the following:
Development of Contract Strategy for OPRC implementation comprising definition of Service Level Classification, legal, EIA and SIA Framework, confirmation of Contracting Capacity to undertake and to manage the works, development of Contract Format, industry consultation Workshop and development of Comprehensive Approach to allocation and mitigation of Risks.
Review of the adequacy of current information and collection of additional data comprising checking suitability and selection of the proposed road sections to be included in the OPRC, review of the adequacy of current information, collection of additional data, roughness, rutting, deflection and video of network.
Preparation of conceptual design and bidding documents comprising definition of service levels for each road section included in the OPRC project, conceptual design, financial model, payment schedule, contract packaging and confidential cost estimate for each contract, estimate and Pricing for emergency works and preparation of contract documentation.
Support to the procurement process comprising prequalification of Contractors, Pre-bid workshop, tender process and evaluation of Tenders.
Submission of EOI
One original and four (4) copies of the expression of interest must be submitted in a sealed envelope clearly marked "Preparation and Design of a Pilot project for Area Wide Output- and Performance-based Contracts for the Management and Maintenance of a road network of about 820 km" and should be delivered at the address below and addressed to "The Secretary, Ministerial Tender Committee, Private Bag 00414, Gaborone, Botswana" by 1000 hours local time. (GMT+2:00) 7 October 2010. The submissions shall be opened immediately thereafter in the Conference Room of the offices of the Ministry of Transport and Communications in the presence of firms or their representatives who choose to attend.
LATE SUBMISSIONS WILL NOT BE ACCEPTED and will be returned to the bidders unopened.
Selection Criteria
Selection of consultant firms will be in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers, published in May 2004, revised in October 2006.
It should be noted that the Botswana Roads Department is not obliged to invite to participate in the subsequent bidding process any particular potential consulting firm that expressed an interest in this project.
