REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTING SERVICES

CONSULTANCY SERVICES FOR SOCIAL SAFEGUARD SPECIALIST

  • The Government of the Republic of South Sudan has received financing from the World Bank toward the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP), and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) include: to be part of the Project Implementation Unit (PIU) at the MICT&PS, and will be responsible for developing mechanisms, modalities and timelines for the implementation of social issues as detailed in the approved Environmental and Social Commitment Plan (ESCP) and oversee the mitigation and management of Gender Based Violence/Sexual Exploitation and Abuse – Sexual Harassment (GBV/SEA-SH) risks in the project.

  • The Ministry of Information, Communication Technology and Postal Services (MICT&PS) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
  • A minimum of Master’s degree in Sociology, Anthropology, Political Science, Gender, Social Works and related fields,
  • At least 10 years of experience in the field of social risk analysis and management including extensive practical experience with environmental and social safeguards, stakeholder engagement, GBV, gender policy, and advocacy work, security risk assessment and management, Prevention of Sexual Exploitation and Abuse (PSEA) etc,
  • Broad understanding of national policies, laws, and regulations on environmental and social risk management issues obtained from previous work and/or experience with social and development issues, human rights and World Bank or UN, AfDB, UKAid and USAID Environmental and Social Framework (ESF), and related policies of the Government of South Sudan.
  • Proven experience in social assessment and experience at national and regional scales; designing and conducting independent assessment, study and evaluations, desk studies and/ or social research, development programmes and advocacy,
  • Adequate understanding of, gender equality, security risks, environmental sustainability, results-based management,
  • Related work experience of carrying out similar assignment, in project participating countries, South Sudan would be an asset.
  • The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.
  • The initial duration of the consultancy services is twenty (24) months, and can be extended for further duration subject to satisfactory performance and availability of funds.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the Individual Consultant’s Selection (IC) method set out in the Procurement Regulations.
