Contract Title: Construction of 14 Senior staff and 32 Junior staff houses, 06 Entry Gates, 06 Bird hides and 02 Multipurpose Tourism centers in Lot 1: Murchison Falls National Park, Lot 2: Kabwoya Wildlife Reserve, Lot 3: Toro Semuliki Wildlife Reserve, Lot 4: Semuliki National Park, Lot 5: Katonga Wildlife Reserve, Lot 6: Kibale National Park, Lot 7: Rwenzori Mountain National Park, Lot 8: Queen Elizabeth National Park, Lot 9: Bwindi Impenetrable National Park and Lot 10: Mgahinga National Park.

• The Government of Uganda received financing from the World Bank toward the cost of Investing in Forests and Protected Areas for Climate Smart Development Project, and intends to apply part of the proceeds toward payments under the contract for Construction of 14 Senior and 32 Junior staff houses, 06 Entry Gates, 06 Bird hides and 02 Multipurpose Tourism centers in Lot 1: Murchison Falls National Park, Lot 2: Kabwoya Wildlife Reserve, Lot 3: Toro Semuliki Wildlife Reserve, Lot 4: Semuliki National Park, Lot 5: Katonga Wildlife Reserve, Lot 6: Kibale National Park, Lot 7: Rwenzori Mountain National Park, Lot 8: Queen Elizabeth National Park, Lot 9: Bwindi Impenetrable National Park and Lot 10: Mgahinga National Park. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit

• The Uganda Wildlife Authority now invites sealed Bids from eligible Bidders for the above subject of procurement and the construction period shall be within Twelve (12) months. Margin of preference will not apply.

• Bidders may Bid for one or several contracts (lots), as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”

• Bidding will be conducted through Open National Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Uganda Wildlife Authority, Procurement Officer, Sheem Kawaddwa, e-mail: [email protected], [email protected] and inspect the bidding document during office hours from 08:30am to 04:30pm (local time) Monday-Friday at the address given below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 200,000/= (Two hundred thousand only). The method of payment will be Cash, in UWA cash office. The document will be issued to the bidders upon presentation of the cash payment receipt to the address in paragraph 8 below.

• Bids must be delivered to the address below on or before March 03rd, 2025, at 11:00 hours (local time). Bidders shall not have the option of submitting their bids electronically. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, at UWA Library at 11:10 hours (local time) on March 03rd, 2025, 2025.

• All Bids must be accompanied by a Bid Security in UGX. Bid Security for each Lot/Park shall be: UGX 43,000,000 (Uganda Shillings: Forty-three million only). Bidders have the option of submitting one Bid Security for all lots (for the combined total amount of all lots) for which Bids have been submitted, however if the amount of Bid Security is less than the total required amount, the Employer will determine for which lot or lots the Bid Security amount shall be applied.
