Background
The Government of Lesotho, through the Ministry of Energy, has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP) and intends to apply part of the proceeds for the recruitment of a Gender Specialist (Individual Consultant).
Scope of Assignment
The consultant will provide technical leadership for the implementation of the LREEAP Gender Action Plan (GAP), support preparation and implementation of the ASCENT GAP, and ensure measurable progress in closing gender gaps in energy access, women’s employment, entrepreneurship, productive use of energy, and gender responsive community engagement.
Qualifications and Experience Required
Applicants must demonstrate the following:
•
Education: Master’s degree in Gender Studies, Social Development, Sociology, Gender & Development Studies, Social Work, or related social sciences.
•
Professional Experience: Minimum of 7 years in public sector, NGOs, or donor funded projects.
•
Sector Specific Expertise: At least 5 years leading gender equality interventions in energy, infrastructure, or comparable fields in Lesotho/Southern Africa.
•
Technical Skills: Proven ability in gender assessments, entrepreneurship barrier studies, women employment strategies, and gender sensitive HR policy development.
•
Program Design & Implementation: Experience designing and leading consumer awareness campaigns, gender responsive training, and participatory approaches.
•
Monitoring & Reporting: Strong skills in sex disaggregated data collection, evaluation, and donor reporting.
•
Language: Fluency in English (spoken and written) and proficiency in a local language.
•
Experience: Candidates must have direct Lesotho experience or regional experience in similar socio-economic context.
•
Proof of Expertise: Submission of at least two technical reference documents from previous assignments.
Deliverables
Key outputs include updated Gender Action Plan, GBVSEA/SH Action Plan, quarterly GAP implementation reports, institutional gender audit, entrepreneurship barriers report, consumer awareness campaign materials, and a gender dashboard.
Duration & Reporting
The consultant will report to the LREEAP Project Coordinator and collaborate with the PIU, Department of Energy, Lesotho Electricity Company, and World Bank team.
