Request for Expressions of Interest (EOI) No.-10

Drafting National Public Procurement Bidding Documents & Public Procurement Manual to

General Directorate for Public Procurement (GDPP) of (MOFNE) of the Government of Sudan

The Sudan Government of National Unity has received a grant from the Multi-donor trust fund (MDTF-NS) financed through contributions from several international development partners including the International Development Association, toward the cost of Public Sector Reform, Decentralization, and Capacity Building Project (PSCAP), and it intends toapply part of the proceeds of this grant to payments under the Contract: (CQ5 /Consultancy/PSCAP/MDTF/2011).

A/ Objectives of the assignment:

  • Promote professionalism in the procurement function;
  • Provide a common reference for both the operational and oversight public procurement functions;
  • Ensure accountability, transparency; efficiency; effectiveness; and equality in the decentralized public procurement environment in the Sudan;
  • Provide standardized framework for documentary evaluation in the public procurement regime;
  • Improve the evaluation procedures throughout the bidding process;
  • Improve the drafting of contracts; and
  • Improve the objectivity and ascertain the legality of various terms and conditions in the bidding process.
  • Provide knowledge and training material for public procurement training.

B/Scope of Work:

The consultant shall perform the in accordance with new procurement law the following tasks:

  • Draft the NPPBD in Arabic and English Languages for goods, works, services including consultancy and obtain the approval of the employer(the GDPP in the MoFNE); and
  • Draft a table of contents of the Arabic and English versions of the CPPM and User Guide for all governmental departments at federal , state level and obtain the approval of the employer (the GDPP in the MoFNE); and
  • Conduct a two weeks intensive Training of Trainers for 60 persons on the use of the NPPBD and User Guide); and
  • Conduct a two weeks intensive Training of Trainers for 60 persons on the use of the CPPM and User Guide.

PSCAP Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide documented information indicating that they are qualified to perform theservices. Expressions of interest must be delivered to the address below (or through email) at or before 14.00 PM Sudan local time 13 November, 2011.

Selection and Employment of Consultants will be in accordance with the procedures of the World Bank    Borrowers (current edition).
