The Government of Zimbabwe (GOZ)has applied for financing in the amount of US$ 20 Million United States Dollars equivalentfrom the World Bank toward the cost of the Investments. The objectiveof the project is to improve access and efficiency in water services in selected growth centers and to strengthen planning and regulation for the water and sanitation sector

The Project has three components:

  • Component 1: Growth Center Water and Sanitation Improvements which will finance Investments in water and sanitation infrastructure rehabilitation and expansion of seven growth Centres, (Guruve, Gutu, Madziwa, Mataga, Nembudziya, Lupane and Zimunya).
  • Component 2: Technical Assistance which will finance Capacity building of water sector institutions including Zimbabwe National Water Authority (ZINWA), Ministry of Environment Water and Climate (MEWC), Ministry of Local Government Public Works and National Housing (MLGPWNH), selected local Authorities and Ministry of Agriculture, Mechanization and Irrigation Development (MAMID), in order to improve service delivery.
  • Component 3: Project Management which will finance strengthening of capacity for project implementation and project management

The Project intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project and will be jointly financed by the Zimbabwe Reconstruction Fund (ZIMREF), through the World Bank.

The project scope includes the following procurement of goods and works:

  • Supply and installation ofworks in the seven project areas
  • Supply of office equipmentand furniture,
  • Motor vehicles, motor bikes, bicycles
  • Laboratory equipment and consultancy services

The Consultancy services include:

  • Preparation of the water resources master plan
  • Baseline survey in water and sanitation services in the seven project areas,
  • Sanitation needs assessment in the seven project areas
  • Support to the GOZ to establish a water services regulator

The methods of procurement to be used are Shopping, National Competitive Bidding (NCB) and International Competitive Bidding (ICB).

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the WorldBank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).[1]

Specific procurement notices forcontracts to be bid, under the World Bank's International CompetitiveBidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and the local newspapers of wide circulation. Requests for Expression of Interest for ConsultancyServices and Invitation for Bids are expected to start in November 2015.
