REQUEST FOR EXPRESSION OF INTEREST FOR THE DESIGN OF A MONITORING AND EVALUATION INFORMATION MANAGEMENT SYSTEM FOR ACBF Country: Africa Name of Project: ACBF Regional Capacity Building Project, Africa Consulting Services: Design of a Monitoring and Evaluation Information Management System for ACBF Project ID No.: P122478, Grant No.: 6470-3A Expression of Interest: ACBF/EOI/045/12/RIDA 1.0 Introduction This request for expressions of interest follows theGeneral Procurement Notice for this project that appeared in UN Development Business online on 1 June 2011 The African Capacity Building Foundation (ACBF) was established on 9 February 1991 as the outcome of a partnership between African governments and the international donor community. The major donors to the Foundation include African countries, non-African countries, the African Development Bank (AfDB), the United Nations Development Programme (UNDP) and the World Bank. Since its establishment, the Foundation has evolved through five distinct phases: an initial phase (1992 – 1995); an institutionalization phase (1996 – 1999); the phase involving the integration and implementation of the Partnership for Capacity Building in Africa (PACT) (2000 – 2001); the first Strategic Medium Term Plan (SMTP I), 2002-2006; and the SMTP II, 2007-2011. The African Capacity Building Foundation has received a grant from the World Bank towards the cost of the ACBF Regional Capacity Building Project and intends to apply part of the proceeds of this funding towards Consultancy Services for the Design of a Monitoring and Evaluation Information Management System for ACBF. 2.0 Objectives and Scope of the Assignment The purpose of the assignment based on the Foundations interest in developing an integrated M&E Information Management System (IMS) to improve the organizational capabilities, responsiveness and efficiency of its M&E functions at corporate and grantees level. The system is intended to facilitate the collection, collation and reporting of progress ofimplementation and achievement of results in a real time manner to support evidence based decision making and management. By integrating the organizational, functional and operational information, the system is expected to support evidence based decision making and knowledge sharing both at the Foundation and among grantees. Focusing on the development, operational and organization needs, the IMS is intended to: · Project/Operational Performance – support tracking of project/program implementation and systematic collection, collation, analysis and reporting of project level performance information based on agreed indicators in the RMFs and M&E Plans; · Organizational Performance – Support corporate level data collection and reporting including tracking and measurement of the delivery levels of the Annual Business Plans. It should also facilitate the assessment and demonstration of the levels of efficiency and effectiveness of the Foundation and its interventions; • Documentation and communicationof results to Partners/stakeholder- Accountability – The system is intended to provide a comprehensive, consistent and verifiable way of documenting and communicating results and learning from ACBF's interventions in timely and accurate and manner; and • Data Analysis, Modeling and Reporting - the system should enable ACBF to carryout predefined and ad-hoc data analysis, modeling and reporting to respond to the varyinganalytical and statistical information requirements of stakeholders/ partners. The contracted Firm is expected to work with the Monitoring and Evaluation Department and ICT Unit to study and design a robust Information Management System for tracking the progress of implementation and assessment of the level of achievement of results of its capacity development interventions across Africa. The assignment is divided into two Phases: 1) development of comprehensive business requirements and identification of potential systems and 2) supervision of development/customization, implementation androll-out of the system. The consultancy is expected to be undertaken within a period of Sixty Five (65) working days. 3.0 Request for Expression of Interest ACBF now invites eligible Consulting Firms to indicate their interest inproviding the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, evidence of familiarity with Project Evaluations on a large scale, experience in similar conditions, evidence and familiarity with international organisations, Managerial andTechnical capability, etc.). 4.0 Qualifications of Consultants Consulting Companies must have a proven record of experience in undertaking similar assignments for large scale organizations based on international best practice. The firm must have at least 5 years' experience in the implementation of Monitoring and Evaluation Information Management for similar organizations. The consultant team shall comprise a Team Leaderand no more than two (2) team members with complementary and/or appropriate skills. Consultants may associate to enhance their qualifications. 5.0 Selection of Consultants A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006 and May 2010). Focusing on systematic and objective assessment, the evaluation is intended to (a) identify unique success stories and innovations as well as challenges encountered; (b) tease out lessons; and (c) recommend ways by which the Foundation can leverage these lessons to improve its support for Policy Centers and Think Tanks in Africa. The evaluation of Policy Centers and Think Tanks will assess in a systematic and objective manner the relevance, effectiveness, efficiency and impact of ACBF's support for economic policy analysis and management from 1992 to 2012. The study will evaluate the design, process of implementation and the level of realizationof the strategic objectives. AFCC2/RI-ACBF Regional Capacity Building Project

Africa Capacity Building Foundation GENERAL PROCUREMENT NOTICE NAME OF PROJECT: African Capacity Building Project Project ID No: P122478 Grant Agreement No.: H6474-3A The African Capacity Building Foundation has received a Grant in the amount of US$ 25 million equivalent from the World Bank toward the cost of the African Capacity Building Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this Project. The project will be jointly financed by the Multi Donor Trust Fund (MDTF) in the amount of up to US$51.6 million The project will include the following main components: · Component1- Capacity Building Sub-Grants- will finance ACBF sub-grants to public and private beneficiaries in Sub-Saharan African countries and to Regional Organizations serving these countries. The sub-grants will finance technical assistance sub-projects approved underStrategic Medium Term Plan 2 (SMTP2) to enhance institutional capacities of these beneficiaries in the following areas: (i) Economic policy analysis and developmentmanagement; (ii) Financial management, accountability and transparency; (iii) National Statistics and Statistical System; and (iv) Regional economic cooperation andintegration and provision of regional public goods. · Component 2-Institutional Development-will finance activitiesrelating to (a) continued implementation of a Management Action Plan approved by ACBF Board of Directors, (b) development of a forward looking medium term strategy (SMTP3), including enhancement of the monitoring and evaluation system; (c) appraisal, supervision and evaluation of subprojects; and (d) development and implementation of knowledge and learning activities designed to enhance skills and peers learning economic and public sector capacity in Africa; all through the provision of goods, services, training and operating expenses No large value contracts for goods and non #consulting services requiring International Competitive Bidding are envisaged under the Project. Most resources will be expended under sub-grants with a maximum threshold value of US$5million. Consultants required will mostly be individual consultants for development and supervision of sub-grants. Procurement of contracts financed by the World Bank and Multi Donor Trust Fund (MDTF) will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October 2006and May 2010 ),and is open to all eligible bidders as defined in the guidelines.
