| Republic of Sudan Federal Ministry of Education Basic Education Recovery Project (BERP) | REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) NAME OF PROJECT: the Sudan Basic Education Recovery Project (BERP) Grant No.: TF013351 - Global Partnership for Education Grant Project ID No. P128644 Implementing Agency: Federal Ministry of Education REOI No. Consultancy/CQ/BERP/2/2013 Recruitment of Consultant toProvide Technical Assistance to Teacher Management Monitoring System The Government of Sudan (GoS) has received financing from the GlobalPartnership for Education Fund (GPE) to be administered by the World Bank toward the cost of the Sudan Basic Education Recovery Program (BERP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. Objectives of the assignment: 1. Establishment of teacher management monitoring system , 2. Support the study of teacher supply and demand in all states so as to develop and pilot the mentioned monitoring system. Scope of Work: Prepare a ToR for teacher management monitoring system . Prepare a ToR for a study of teacher supply and demand in all states so as to develop and pilot the mentioned monitoring system. Support the Teacher management monitoring technical working group TMTWG and simultaneously provide technical support.(this point needed to reformulate) Support the TMTWG to develop and validate a survey instrument to gather the required teacher information, including a detailed action-plan . Support TMTWG in drafting ToRs for the identification of a team of about 4 additional qualified consultants (likely nationals) to take the lead on assembling the required information by working through the state focal person. BERP Project invites eligible consultants (Firms) to indicate their interest in providing the services. (The profile should include Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The Selection Criteria: The required qualification, experience and skills of the candidateare : A minimum academic qualification M Sc, Phd is preferred in the field of education or a related discipline. A minimum of 10 years experience in senior position that involved teacher management. Conducting two similar assignments in the last three years. A good command of Arabic and English language, including excellent writing skills in both. 6. The Basic Education Recovery Project PIU now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. The Consulting services (the Services) include: The development of high quality textbooks for BERP to be delivered on time to all target schools in Sudan as well as training of teachers on the use of the distributed textbooks. The Consultant will work closely with the BERP PIU , the TCTT and will perform the following tasks: · Monitor implementation progress of the BERP's Textbook Component. · Provide timely technical assistanceand guidance on various Component aspects and activities performed under different TORs. The assignment will be for a period of ninety (90) days,starting date will be on or about January first, 2014. 3. The Selection Criteria: The required qualification, experience and skills of the candidate are: · Advanced degree (Masters or PhD) in education and related professional experience of at least 15 years. · Experience in policy formulation and implementation with minimum 5 years experience in textbook and other learning material policy. · Broad knowledge of education systems and textbook procurement processesin Arab countries and Africa is highly advantageous. · Experience with textbook evaluation, selection and control processes and management of textbooks at school level · Excellent communication skills in English& Arabic. · Computer skills and excellent analytical skills. 4.
