Project Background Nagaad Project (Somalia Urban Resilience Project Phase II) is a World Bank-financed project that seeks to support Somalia’s urban resilience and municipal governance in key cities. Nagaad’s Project Development Objective (PDO) is to “strengthen public service delivery capacity of local governments, increase access to climate-resilient urban infrastructure and services, and to provide immediate and effective response to an eligible crisis or emergency in selected areas.” The implementation of the project commenced in April 2020. In its current form, the Project has benefitted from Additional Financing Agreements with the first (AF1), Second (AF2), Third (AF-3) and Fourth (AF4) financing agreement signed on 23rd June 2022, 6th January 2023, 22nd May 2024 and 30th May 2025 respectively. 2. Objective of the Assignment SURP-II scaled up investments within cities including Beledweyne through its various components and the Project Coordinator shall have the overall responsibility to anchor and lead all project readiness and management aspects at the Beledweyne Municipality PIU. The Beledweyne Municipality now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions and availability of appropriate skills). The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. 3. Qualifications and Experience required • A recognized University Master’s degree in a relevent discipline in management, social sciences, Civil Engineering, Project Management, and Development studies is required. • Minimum of 12 years of relevant working experience in project development, coordination and management, 5 (Five) of which shall be in local government. • Demonstrated experience in managing multi-disciplinary teams • Knowledge of project operations including financial management, procurement, communications and performance indicators with a demonstrable track record of success in leading projects; • Strong working knowledge of procurement processes • Strong understanding of best-practice approaches to monitoring • Strong communication and representation skills. • A drive for results in a relatively high-volume, quick-paced programme environment, creativity and analytical capability required to respond to evolving programme demands and current events. • Strong inter-personal skills and ability to work within and build a team environment, ability to provide both detailed and strategic analysis, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment. • Ability to adapt to, manage and cope with change. • Excellent computer skills in Ms Office Packages of Word, Excel and Power Point. • Fluency in written and spoken English and Somali as requirement. • Demonstrated good understanding of the local dynamics The Beledweyne Municipality (“Client”) now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and provide his/her Curriculum Vitae (CV) and proof of certificates. The duration of the assignment shall initially be for a period of one year with a three-month trial period at the start of the contract with possible extension depending on satisfactory performance and availability of budget. The Consultant will be selected using Individual Consultant’s Selection (ICS) method as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”) dated July 2016, revised November 2017, August 2018, November 2020, updated September 2023 and February 2025, and is open to all eligible applicants as defined in the above-mentioned Procurement Regulations also setting forth the World Bank’s policy on conflict of interest. RFB Reference No: SO-BW-459025-CW-RFB • The Federal Government of Somalia through the Ministry of Finance has received financing from the World Bank toward the cost of Somalia Urban Resilience Project II (SURPII) and intends to apply part of the proceeds toward payments under the Contract for Construction of Irida AAmin, Road #2-Package IB: KM3+000 to KM6+020 Beledweyne Municipality. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Beledweyne Municipality now invites sealed Bids from eligible Bidders for the Contract for Construction of Irida AAmin, Road #2-Package IB: KM3+000 to KM6+020 Beledweyne Municipality. 3. The scope of the work include but not limited to: • Construction of diversions and allowing for passage of traffic. • Site clearance and top layer stripping. • Earthworks (approx. 92,000 m3) • Structural excavation (5,000 m3), construction of different sizes of concrete pipe culverts of various diameters (1,850m) including headwalls, wing walls and storm drainage works. • Construction in cubic meters subbase (41,500 m2) and base course (52,000 m2). • Asphalt surfacing Prime Coat (37,500 m2) and asphalt concrete (4,000 m3). • Road furniture (precast concrete curbstone, traffic signs, guard rails, handrails, and safety barriers). • Other appurtenant facilities as shown in the bidding document. The construction period will be 14 months and a Defects Liability Period of Twelve (12) months. 4.
