Government of Botswana   Botswana Power Corporation   Morupule B Power Generation and Transmission Project   Tender No. 6345/09/2   ICB No. 6830/09   CONSTRUCTION OF WATER NETWORK INFRASTRUCTURE FROM THE NEW BPC WELLFIELD TO MORUPULE B POWER STATION   Specific Procurement Notice   Date: 21st July, 2010 Project ID No: P112516   1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in United Nations Development Business No. 739 on the 1st of December, 2008. 2. The Government of Botswana has received a loan from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group ("referred to in the advert as Bank") in various currencies towards the cost of Morupule B- Generation and Transmission Project. The Government will on lend the proceeds of the loan to Botswana Power Corporation (BPC). BPC intends to apply part of the proceeds of this loan to eligible payments under the contract for CONSTRUCTION OF WATER NETWORK INFRASTRUCTURE FROM THE NEW BPC WELLFIELD TO MORUPULE B POWER STATION for completion after 18 months with subsequent three (3) months responsibility for Operation & Maintenance (O&M). The scope of works comprises: a)         Supply and Installation of 21 submersible pumps with a combined capacity of 71.5 l/s including pipes, fittings valves and electrical equipment b)         Collector networks, comprising 121 km of uPVC pipes including fittings and valves in sizes 63mm to 315 mm, from individual boreholes to 3 water storage tanks; c)         Transmission Mains, comprising 87km of Ductile Iron pipes including fittings and valves in sizes 300 to 400mm, from pumping stations to the Morupule B Power Station. d)         3No reinforced concrete storage tanks with capacities of 1,000 cubicmetres (2No.) and 9,355 cubic metres, and 1 Pressed Steel Tank of capacity of 120 cubic metres; e)         3 pumping stations with pumping plants, each one including 2 duty and 2 stand-by pumps, with individual pumping capacities varying from 11to 26 l/s; f)          For each pumping plant internal pipeline system, including fittings and valves, and pertinent electrical equipment; g)         Operational and monitoring equipment including telemetry and SCADA. h)         Subsequent to taking over, responsibility for O&M during a period of 3 months including training of BPC Staff.   3. Botswana Power Corporation   now invites sealed bids from eligible bidders for CONSTRUCTION OF WATER NETWORK INFRASTRUCTURE FROM THE NEW BPC WELLFIELD TO MORUPULE B POWER STATION.     Eligible bidders are required to have a track record of successful construction of water supply network infrastructure. The Evaluation andQualification Criteria shall take into account amongst other things, the following criteria:        (i)               Experience under contracts in the role of contractor, subcontractor,or management contractor for at least the last five [5] years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.    (ii)               3 years specific experience in the construction of similar water supply infrastructure   (iii)               Minimum average turnover of US$60 Million in any 3 years over the past 5 years   (iv)               Availability of liquid assets and/or lines of credit of US$8 million.   Detailed information regarding the Evaluation and Qualification Criteria is included in the Bidding Documents.   4.   Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of   The Project Manager, Botswana Power Corporation (BPC), Plot No. 22056, G-West Industrial, Gaborone, Botswana or from the Employer's Representatives; Mr. CRM Matlhaga, Pula Consultants, Office No. 3, CyclemartBuilding, Off Old Lobatse Road, Gaborone, Botswana; Telephone Number +267-3181634 or Fax +267-3181635. 5.   A Site Visit organized by Botswana Power Corporation will take placeon the 3rd of September 2010. 6.     A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to   Botswana Power Corporation, Motlakase House, Macheng Way, Industrial Sites, P.O. Box 48, Gaborone   and upon payment of a non-refundable fee of One Hundred and Ten Botswana Pula (BWP 110.00) or equivalent in a freely convertible currency. 7.   The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Works - May 2006 revised April 2007. Bidding will be conducted through the competitive bidding procedure as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised October 2006 and May 2010).   8.   Bids must be delivered to the tender box situated in the foyer of Motlakase House (Address on 5 above) on or before 12:00 Local Time on 29 th October, 2010 and must be accompanied by a security of not less thanone (1) percent of the bid.     Late bids will be rejected.  9.   Bids will be opened in the presence of bidders' representatives who choose to attend at 12:15Hrs Local Time on 29 th October, 2010   at the offices of   Botswana Power Corporation, Motlakase House, Macheng Way, Industrial Sites, P.O.
