Request for Expressions of Interest for Consulting Service Country: The Republic of the Gambia Project Title: The Gambia Resilience, Inclusion, Skills, and Equity (RISE) Project Grant Number: IDA-V4880 Project ID NO: P179233 Assignment Title: CALL FOR PROPOSAL: Competent Universities to offer Masters Level Programs in Agribusiness and Fisheries and Provide Institutional Advisory Support to two TVET Centres of Excellence (CoEs) Procurement Method: Quality Based Selection (QBS) Reference No. GM-CPCU - MOFEA-539846-CS-QBS • Background: The Gambia’s Ministry of Higher Education, Research, Science, and Technology (MoHERST), under the Resilience, Inclusion, Skills, and Equity (RISE) Project, is establishing two TVET Centres of Excellence (CoEs) in Agribusiness and Fisheries. The Strategic Improvement Plan (SIP) developed under the auspices of MoHERST emphasises demand-driven, competency-based training aligned with labour market needs. To ensure relevance, a Program must include curricula grounded in local industry demands, prior labour market surveys and international best practices. A demand-driven curriculum is being developed by a firm for the two TVET CoEs. The plan is for a Twining University to review, enrich, and deploy the curriculum. • Objectives To equip a cohort of Gambian lecturers with master-level technical, pedagogical, and industry-ready skills, and to provide institutional advisory support on Agribusiness and Fisheries. The aim is to equip students (instructors) with the required competencies to operationalise the upcoming TVET CoEs in Agriculture and Fisheries in the Gambia. 2.1 Specific Objectives: The specific objectives are to: • Delivertwo full-time MSc programmes for fourteen (14) students in Fisheries and Agribusiness-related fields: The specific programmes includes, • Fisheries Master’s Programmes: • MSc Technology of Conservation of Fisheries Products (2 students) • MSc Aquatic Animal Health & Ecosystem Management (2 students) • MSc in Fisheries and related fields (2 students) Agribusiness Master’s Programmes: • MSc Irrigation Engineering (1 student) • MSc Animal Husbandry or MSc Animal Science (2 students) • MSc Crop Science (1 student) • MSc Seed Breeding (2 students) • MSc Soil and Water Management and related fields (2 students) • Embed/standalone pedagogy, Competency Based Training (CBT) modules, and advanced technical content as part of the programme. • Provide advisory services on curriculum and facilitate the implementation of the Strategic Improvement Plan, and identify the required equipment and specifications • Facilitate industry internships or attachments for students to enhance practical skills. For example, arrange 3-month industry internships in commercial farms. • Support the integration of trained instructors into the TVET CoEs. Program Duration: The entire program should take up to 24 months. The starting date is upon contract signature. Submission of Expressions of Interest: The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience Inclusive Skills and Equity Project (RISE), now invites eligible Universities to indicate their interest in providing the Services. Interested Universities should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. • Institutional Qualification and Experience Requirements The team should be composed of the profiles: | No. | Criteria | Sub-Criteria | 1 | Institutional Eligibility | The institution shall be a recognized and accredited higher education institution, duly authorized to award Master’s degrees in relevant disciplines, including agribusiness, fisheries, agriculture, or closely related fields. The institution must demonstrate a minimum of ten (10) years of proven experience in delivering postgraduate (Master’s level or higher) programmes in these areas. Such experience shall be substantiated with references, including accreditation certificates, legal authorization to award degrees, and documentation of relevant postgraduate programmes delivered over the specified period. | 2 | Technical Capacity | Demonstrated capacity to deliver accredited postgraduate training programmes in relevant fields, including proven experience in Competency-Based Training (CBT)/TVET pedagogy, supported by adequate academic infrastructure such as laboratories, research facilities, and training farms necessary for practical and applied learning. | 3 | Faculty Expertise/Key Personnel | The institution shall demonstrate the availability of qualified academic staff and key personnel with the requisite expertise to deliver the assignment. This includes academic staff holding not less than PhD or higher postgraduate qualifications in fields related to agribusiness, fisheries, aquaculture, or closely related disciplines, with proven experience in supervising Master’s students and conducting applied research. | 4 | Industry Linkages and Internship Plan | Demonstrated experience over the last five (5) years in establishing and operationalizing industry linkages and structured internship programmes in agribusiness and/or fisheries, evidenced by formal partnerships (MoUs/agreements), a well-defined internship framework (minimum 3 months with supervision and assessment), access to modern technologies and facilities, and a proven track record of placing postgraduate students in relevant industry attachments. | 5 | Institutional Advisory Experience in the last five (5) years | Demonstrated experience over the last five (5) years in providing institutional advisory services in TVET systems, including curriculum development (CBT-aligned), Strategic Improvement Plan (SIP) or equivalent implementation, and strengthening of TVET institutions or Centres of Excellence, supported by verifiable outputs and references. | 6 | Safeguards and Compliance | Demonstrated institutional compliance with environmental, social, and ethical standards, including the World Bank Environmental and Social Framework (ESF), policies for preventing sexual harassment, exploitation, and abuse, and adherence to ethical academic and professional standards. The attention of interested Universities is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. GM-CPCU - MOFEA- 2026-02-RFQ 13th January 2025 Procurement, Development and Implementation of Reconciliation Software for the IFMIS Network Procurement Method: Request for Quotations The Ministry of Finance and Economic Affairs, Central Projects Coordination Unit (CPCU), is inviting sealed price quotations from eligible and qualified bidders for the Procurement, Development and Implementation of Reconciliation Software for the IFMIS Network • Background The Government of The Gambia, through the Ministry of Finance and Economic Affairs (MoFEA) and led by the Accountant General’s Department (AGD), implemented the Integrated Financial Management Information System (IFMIS) in 2006 to improve efficiency, transparency, and reliability in government financial operations. The IFMIS currently comprises: • Epicor Financial Suite • NAS-DNA Payroll & Human Resource System • Central Budget Management System (CBMS) • Electronic Records Management System (ERMS) • Treasury Management System (TMS) for bank reconciliation • Debt Management System Despite continuous enhancements, the existing reconciliation module (TMS) faces operational challenges, including: • Inability to reconcile accounts for Agencies, Self-Accounting Projects (SAPs), and Subvented Institutions • Frequent reconciliation delays and backlogs • Limited automation and analytics To address these gaps, AGD seeks to procure and implement a modern, automated reconciliation software capable of integrating with Epicor10/IFMIS and supporting reconciliation across the entire public financial ecosystem. • Objective To procure, install, and operationalize a secure, automated reconciliation software solution that: • Integrates seamlessly with Epicor10/IFMIS • Supports real-time, multi-bank account reconciliation • Automates matching, exception management, and reportin • Enhances accuracy, timeliness, and transparency of financial reporting • Reduces reconciliation backlogs and strengthens internal controls • Alignment with PAMP and DLI Indicators The AGD’s current TMS limitations contribute to delays in preparing Financial Statements and create vulnerabilities in cash management. This new reconciliation system will: • Eliminate reconciliation bottlenecks • Strengthen quality and timeliness of reporting • Improve audit readiness • Support PAMP objectives related to efficient public finance management • Contribute to DLIs focused on strengthening fiscal transparency and improving financial statement timeliness • Scope of Work The selected firm will be responsible for developing and implementing a modern be-spoked multi–bank reconciliation solution without license restrictions. The source code of the solution should be the property of the Accountant General’s Department (AGD) and should be handed over at the end of the implementation. The AGD team should work with the supplier’s development team from the start of the development and should be trained on the source code before handing over. The application/submission should have the following capabilities: Key Features Required • Multisystem Integration/Interface – Ability to integrate/interface with banking systems and IFMIS. It should have its own API. • Automated Reconciliation – Automated matching of bank transactions, credit card statements, and general ledger accounts. • No Restriction on Reconciliation – Ability to reconcile multiple periods simultaneaously. • Manual Reconciliation – Should be able to do manual reconciliation. • Real-Time Data Synchronisation – Seamless integration with Epicor10/IFMIS. • Automated Matching and Transaction Validation - Automatically matches transactions between different data sources to streamline the reconciliation process. • Rule-Based Transaction Matching - Uses predefined rules to match bank statements to cash general ledger (G/L) entries, reducing manual effort. • User-Friendly Dashboards – Provides real-time dashboards with group-level rollups, drill-down capabilities, and forecast analytics for better decision-making. • Standardization of Processes - Simplifies and standardizes the reconciliation process, from preparation to review and sign-off. • Accuracy & Compliance Tools – Error detection, audit trails, and internal control enforcement. • Reports – Detailed management, reconciliation, and audit-ready reports. In the context of development planning, these tools are useful to formulate and monitor the implementation of development planning frameworks. Given that the government is working on establishing a performance management system, these tools would serve as critical inputs to measure sector performance in the implementation of medium- and long-term development plans. The standardized tools will also support planning capacities of Ministries, Departments and Agencies (MDAs) to integrate global and continental frameworks into national, sectoral and regional plans. • Objective of The Assignment: The key objective of the assignment is to develop standardized tools to guide the formulation and monitoring of long and medium-term plans in line with the National Policy Development Handbook 2025. Standardized planning tools are a variety of methods, techniques and software used to organize schedules and manage tasks. In the context of development planning, these tools are useful to formulate and monitor the implementation of development planning frameworks. Given that the government is working on establishing a performance management system, these tools would serve as critical inputs to measure sector performance in the implementation of medium- and long-term development plans. The standardized tools will also support planning capacities of Ministries, Departments and Agencies (MDAs) to integrate global and continental frameworks into national, sectoral and regional plans. • Objective of The Assignment: The key objective of the assignment is to develop standardized tools to guide the formulation and monitoring of long and medium-term plans in line with the National Policy Development Handbook 2025. This is expected to address inconsistencies and strengthen effective planning functions both at the national and sub-national levels. • Scope of Work: The assignment will be coordinated by the Directorate of Development Planning under direct supervision of the Permanent Secretary, Ministry of Finance and Economic Affairs. Especially for the youth, technical and vocational education, and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. These challenges, while significant, are being addressed with determination and a vision for a resilient, inclusive, skilled, and equitable Gambia. To address these challenges, The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE Project – P197233) is a multi-sectoral, five-year initiative of The Government of The Gambia, funded by the World Bank. The project aims to increase the foundational skills of students in early grades (Component 1), provide job-relevant training to youth (Component 2), and boost income-generating opportunities, including for the poor and vulnerable (Component 3), in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030 and The Gambia National Social Protection Policy (NSPP) 2015-2025. The project will be implemented by multiple Implementing Entities (IEs): the Ministry of Basic and Secondary Education (MoBSE), the Ministry of Higher Education, Research, Science and Technology (MoHERST), and the National Nutrition Agency/National Social Protection Secretariat (NaNA/NSPS). Each of these IEs will lead technical activities within their respective domains. The RISE Project is coordinated and managed by a Central Project Coordination Unit (CPCU) within the Ministry of Finance and Economic Affairs. The project aims to increase the foundational skills of children in early grades in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030. The Gambia’s National Development Plan 2023-27 prioritizes Human Capital Development (Pillar IV) and Empowerment, Social Inclusion and Leaving No One Behind (Pillar VI). • Sectorial Context and Objectives The Gambia RISE Subcomponent 2.2 is focus on the Establishment of two TVET Centers of Excellence focused on priority economic sectors/trades. This subcomponent will support the establishment, construction, and operationalization of two TVET CoEs in the inland regions of The Gambia, creating strong links with the local labor markets and addressing regional skill gaps through programs aligned with priority sectors. These CoEs will be focus on Agribusiness to be built in Ndembane, WCR and Fisheries to be built in Tujereng community, WCR. Recruitment of Operations Manager for the RISE Project

REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Recruitment of Operational Manager for the RISE Project Reference No. GM-CPCU - MOFEA-523697-CS-INDV • Background information The Gambia, with its vibrant youth population and commitment to development, is poised for a promising future, yet faces several challenges. In the realm of basic education, the focus is on improving learning outcomes, particularly in the early grades, to ensure every child acquires necessary foundational skills. Especially for the youth, technical and vocational education, and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. These challenges, while significant, are being addressed with determination and a vision for a resilient, inclusive, skilled, and equitable Gambia. To address these challenges, The Gambia Resilience, Inclusion, Skills, and Equity Project (The Gambia RISE Project – P197233) is a multi-sectoral, five-year initiative of The Government of The Gambia, funded by the World Bank. The project aims to increase the foundational skills of students in early grades, provide job-relevant training to youth, and boost income-generating opportunities, including for the poor and vulnerable, in The Gambia. The planned activities are closely aligned with the Education Sector Strategic Plan (ESSP) 2016-2030 and The Gambia National Social Protection Policy (NSPP) 2015-2025. • Objective of the assignment The Operations Manager balances (i) disciplined management of CPCU workflows and deliverables; and (i) proactive and responsive operational support to Implementing Entities; (iii) timely and professional engagement with the World Bank and other partners on implementation and compliance matters. In addition, he/she will be expected to engage with high-level Government Officials such as Ministers and Permanent Secretaries to resolve cross-sectoral issues and provide implementation updates, while also working hands-on with Technical Coordinators and Directors to enhance operational capacity—helping them strengthen ToRs, sequence activities, and prepare realistic, results-oriented workplans and budgets. While the primary responsibility is for the RISE Project, the Operations Manager may be assigned tasks across other CPCU-managed projects as determined by the coordinator to ensure harmonized implementation and learning across the portfolio. 3. Scope of Work and Responsibilities Under the direction of the CPCU Coordinator, the Operations Manager monitors day-to-day operational coordination, ensuring activities are planned, tracked, and executed in line with GoTG and donor procedures. Operational Coordination • Provides operational coordination and oversight across IEs and CPCU functions under the direction of the coordinator • Provide technical support, operational planning and execution across all project components. • Assist the Project Coodinator to supervise and coordinate activities of Technical Coordinators and CPCU Specialists including but not limited to Procurement, Financial management, safeguards and other Specialists within the CPCU • Work closely with Implementing Entities to ensure activities are aligned with project development objectives, targets, implementation timelines, with GoTG and World Bank guidelines. B. Project Implementation Support • Serve as the first level support to the Project Coordinator to oversee procurement, financial management, safeguards activities and ensure compliance with GoTG/World Bank procedures. • Work closely with the Project Coordinator to support CPCU Specialists to provide technical inputs into contracts and procurement packages, review and conduct quality assurance of TORs submitted by IEs before submission and review technical specifications submitted by IEs • Support the Coordinator in fully operationalising the CPCU Workflow management process – Support team members to onboard onto the system and closely ensure compliance and task-management of the system • Support the Project Coordinator in recruitment of consultants and staff as per approved criteria. Monitoring and Reporting • Contribute/Prepare and submit briefing notes when required, monthly, quarterly, and annual progress reports. • Work closely with Project Coordinator and M&E Specialist to Monitor project risks and maintain a risk log with mitigation strategies. • Track project results and support M&E Expert in reporting D. The PAMP project focuses on enhancing domestic resource mobilization, financial reporting, human resource management, and citizen engagement within the education sector. It includes an Investment Project Financing (IPF) component to provide technical assistance and capacity building, supporting the effective implementation of the RF-NDP. Key results areas include: • • Enhanced Domestic Resource Mobilization and Financial Reporting: Strengthening tax administration, policy, and government financial statement reporting. • Enhanced Human Resource Management: Modernizing public administration, focusing on education and health sectors, through improved wage bill control and HRM practices. • Enhanced Citizen Engagement in Education: Improving public data availability and quality for informed decision-making in the education sector. • Objective of The Assignment: Expressions of interest are sought for a qualified Consultant (firm or organization) to work in close partnership with MoBSE to provide technical assistance and capacity development for the redesign, production, and roll-out of improved School Report Cards (SRCs). This support will ensure that the new SRCs and related Facility Barometer Reports (FBRs) are practical, meaningful, and used effectively by schools and communities. Key Tasks & Deliverables The selected Technical Assistance (TA) provider shall work closely with MoBSE to ensure the redesigned School Report Cards (SRCs) and supporting Facility Barometer Reports (FBRs) are user-friendly, visually clear, and practical for strengthening accountability at the school and community levels. The following key tasks and deliverables are expected: Improvement and Adjustment of the SRC Tool The TA will redesign the SRC template based on the existing Excel-based samples, ensuring better visual representation with simplified graphs, comparative charts, and icons that are easy to interpret, even for non-literate stakeholders. The design must use clear legends, representative symbols, and fit content appropriately for printing and digital use. Integration of Comprehensive Content and Indicators The updated SRCs shall include: (i) Essential education indicators including National Assessment Test (NAT) and GABECE results; (ii) Key resource, performance and efficiency indices; (iii) SIG-related financial details that reflect stakeholder demand for transparency and accountability; (iv) Climate change mitigation variables (e.g., tree planting, gardening, renewable energy, waste management) and embed a “green school” certification with relevant visuals to promote environmental stewardship; (v) Citizen satisfaction feedback data collected by Cluster Monitors, alongside clearly documented remedial actions agreed by the headteacher and tracked by the Cluster Monitor. Field Testing and Community Validation The TA shall design and execute structured field testing across a representative sample of schools to validate the functionality, usability, and clarity of the redesigned SRCs. This will include user-experience assessments, stakeholder consultations (parents, SMCs, Mothers Clubs, VDCs, PTAs), and adjustments based on practical feedback to ensure the final product meets diverse literacy levels. Development of Offline and Web-based Digital Solutions Recognizing varying connectivity contexts, the TA will develop both robust Excel-based templates and user-friendly web-based SRC versions. The new versions must ensure that data entry, updates, and outputs are practical for MoBSE core staff, Cluster Monitors, and schools. Proven skills in educational data analysis, EMIS integration, and graphic design for clear visualization are essential. Capacity Building and Knowledge Transfer To sustain the system, the TA will provide tailored training for MoBSE’s core team, covering advanced Excel data management, data analytics, and visual design skills relevant for producing SRCs and FBRs. Additional training-of-trainers (TOT) will target the Planning, Policy Analysis, Research and Budget Directorate (PPARBD) and the Standards and Quality Assurance Directorate (SQAD) on the SRC framework, financial transparency, and citizen feedback integration. Production and Dissemination Plan The TA will deliver a practical guide and tools for MoBSE to produce, quality-check, and release the redesigned SRCs and FBRs annually for all eligible Public Lower Basic Schools. A user-friendly dissemination plan must include digital, print, and community engagement channels to ensure all stakeholders can access, interpret, and act on the data. Final Deliverables • Redesigned, field-tested SRC and FBR templates (Excel and web-based versions). • Visual icon sets and graphic standards for consistent reporting. • Seamless integration of Feedback info collected (from CMs) with SRC data. • Capacity building materials and session reports. • Final handover manual and sustainability plan for continuous MoBSE-led updates. The TA must demonstrate advanced technical skills in data analytics, EMIS, graphic design, Excel automation, and digital solutions for data collection and community engagement. Proven experience developing school/community report cards or similar tools in comparable contexts will be a critical selection criterion • Qualification and Experience • Data analytics and interpretation of key education performance indicators. • Educational Management Information Systems (EMIS) and their integration with school-level reporting tools. • Graphic design and data visualization, ensuring the redesigned SRCs are clear, engaging, and understandable to diverse community stakeholders. • Development of both offline (Excel-based) and online (web-based) solutions that can be practically used by MoBSE, Cluster Monitors, and schools. • Designing digital tools for effective and data integration from various sources and different data formats.
