SUPPLY OF SCHOOL AND MEDICAL UNIT SEATING FOR CDF-SUDAN

Invitation for Bids (IFB) The Republic of the Sudan (N)  Ministry of Finance and National Economy MoFNE Community Development Fund Project (CDF) Project ID No.P094476, MDTF- NS Grant No.TF 056030  Procurement of Goods  Supply of School and Medical Unit Seating for CDF-Sudan ICB No: 2/MFNE/IDA/CDF/03/2012     1. This -Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business. 2. The Republic of Sudan (N) Government of Sudan received a Grant from the Multi Donor Trust Fund (MDTF) financed through contributions from several development partners including the International Bank for Reconstruction and Development/International Development Association toward the cost of the Community Development Fund Project (CDF), and it intends to apply part of the proceeds of this grant to payments under the Contract for the supply of School Seating and Medical Unit Seating for CDF-Sudan Under the:- ICB No: 2/MFNE/IDA/CDF/03/2012 Bidding will be governed by the World Bank's eligibility rules and procedures."   3.The CDF- Project Implementation Unit (PIU) now invites sealed bids from eligible and qualified bidders for the (Supply Of School and Medical Unit Seating for CDF-Sudan) In three lots as follows:   | No | Items Contained Per Lot | Lot No (1) | 10,365 school and health benches | Lot No (2) | 600 school teacher tables and 600 chairs | Lot No (3) | 276 cupboards   And packaging will be to the following localities:- | No | Name of State | Name of Localities | 1 | Blue Nile State  | Damzin and Ruseiris | 2 | North Kordofan State | Abuzabad, Wadbanda, Ghibeish, Shiekan, Sodari, Um Ruwaba, EnNuhud, Gsheikh and Bara | 3 | South Kordofan State | Abujibeiha, ALSalam, Kaliak, Lagawa, Abyei and Rashad | 4 | Kasala State | Gash, Kasala, River Atbara and Seteet     4.       Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5.         Qualifications requirements include: to be qualified for the award of contract (s): the Bidder must have successfully completed two similar contracts within the past three years involving the Supply  of School Seating and Medical Equipments .     6. Financial technical Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): 1. Liquidity access to credit equal to at least the estimated cost for the whole lots applied for or; 2. Turnover of two times of the total value cost for the last 3 years. 3. Certification of proof that the goods to be supplied are suitable for the intended purposes 7. All bids must be accompanied by a sample of a Bench for School suitable for boys and girls any bid that not accompanied by sample of this required school bench will be rejected.   8. A margin of preference for certain goods manufactured domestically "shall not", be applied. Additional details are provided in the Bidding Documents. 9. The Bidders should attach the full document showing that stamp duty,taxes and Zakat (this for Sudan National companies only) has been satisfied in addition to valid registration and agency agreement with a supplier, manufacture or producer.   10. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee SDG 50 (Fifty Sudanese Pounds) or equivalent convertible currency.  The method of payment will be cashier's check or cash.  11. The price for the equipment MUST be quoted separately from the installation cost. 7. After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 37.1, the Community Development Fund (CDF) shall carry out the post qualification of the Bidder in accordance with ITB Clause 38, using only the requirements specified.  Requirements not included in the text below shall not be used in theevaluation of the Bidder's qualifications:  (a)       Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): 1. Liquidity access to credit equal to at least the estimated cost for the whole lot /lots applied for or; 2. Turnover of two times of the total value cost of the lot for the last 3 years.     (b)    Experience and Technical Capacity: The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):  (i) The successful bidder must have successfully completed at least two similar contracts involving the supply of Photovoltaic equipments /items and install them to a country with conditions similar to those of Sudan within the past five years.    (C)    The Required Staff and Equipments: A. The required staff skills and experiences: 1-     One Supervisor-Engineer, two PV Installation Technicians and one Civil Works Foreman will compose a team per each state or what so ever deemed appropriate for timely delivery. 2-     The Supervisor Engineer should be qualified and experienced in PV Solar or relevant professional experience of at least a minimum of 5 years.       3-     Foreman with a professional experience in Civil Works or relevant of at least a minimum of 3 years. 4-     Two PV Installation Technicians with professional or relevant experience of at least a minimum of 3 years in Solar Installation of similar type. 5-     The teams should be working concurrently in all the localities. B. The Required Equipments and Tools.       1- One 4X4 Pickup Vehicle for each state for monitoring and support.       2- Support office per each state.   8. A margin of preference for certain goods manufactured domestically "shall not", be applied.                Additional details are provided in the Bidding Documents. 9.
