### INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Name of the Country: Republic of Botswana Name of the Project: Northern Botswana Human Wildlife Coexistence Project Project ID: P095617 Grant No: GEF TFO9633 Name of Assignment: Preparation of the Final Evaluation Project Report for the Northern Botswana Human Wildlife Coexistence Project (NBHWCP) EXPRESSION OF INTEREST This request for Expression of Interest follows the General Procurement Notice for this Project that appeared in the UN Development Business of 27th June, 2011. • PROJECT BACKGROUND The Northern Botswana Human Wildlife Coexistence Projectis a six year project (2010 – 2016) funded by the Government of Botswana, in partnership with the World Bank on behalf of the Global Environment Facility (GEF). The Government of Botswana has received a grant at the amount equivalent to US$5.5 million from the World Bank, acting as the implementing agency for GEF, to assist the Department of Wildlife and National Parks in the management of the project and supervises the project implementation. 2. The project areas and beneficiaries include 13 villages in the three districts: (i) Seronga, Gunitsoga, Beetsha, Eretsha, and Gudigwa in Ngamiland (Okavango) (ii) Mabele, Kavimba, Kachikau, Satau, Parakarungu and Lesoma in Chobe District (iii) Kumaga and Moreomaoto in the Central District (Boteti) • The Project's Development Objective is: i) to mitigate human-wildlife conflict through proactive prevention interventions in selected rural communities in Northern Botswana;and ii) to offer local people in the project areas employment choices in wildlife-based tourismto benefit directly from the presence of wildlife. 4. The Northern Botswana Human Wildlife Coexistence Project needs an evaluation report that provides a complete and systematic account of the performance and results of the project; capture the necessary recommendations and lessons-learnt for future roll outof the activities to combat human-wildlife conflict. The final evaluation report will be submitted by the project to the World Bank for closure of the Northern Botswana Human Wildlife Coexistence Project. • Specific Duties: In order to prepare the final evaluation project report, the consultant will undertake the following tasks: i. Conduct an assessment of the project design: objectives, components, and organization: including its realism and the degree of complexity, by discussing inter alia the following: a. Were the project's objectives and components clear, practicable, and feasible within its time frame and countries context b. If the capacities of the executing institutions properly considered when the project was designed c. If the lessons from other relevant projects properly incorporated in the project design ii. Conduct an assessment of risks and mitigation measures identified during project design by discussing inter alia the following: a. If the risks were correctly identified b. If the mitigation measures were appropriately identified c. If there were additional risks that affected project's implementation and outcomes and if they were appropriately addressed iii. Description of the factors that contributed to successful implementation or gave rise to problems and actions taken in response to problems; • Assessment of the outcome of the operation against the agreed objectives (PDO) - the extent to which the operation's major relevant objectives were achieved efficiently as measured against the indicators outlined in the Project's Results Framework. This will include: (a) Assessment of the project's contribution to global environmental objectives; (b) Review and evaluation of the qualitative and quantitative aspects of the project achievements; (c) Comparison of plans for outputs, terms and costs with the results and analyze the efficiency of project implementation; (d) Discuss whether or not the project took the least cost option; • Critical analysis of the implementation and management arrangements of the project, including an assessment of the project's effect and impacts (intended or unintended, positive or negative) on institutional development, particularly longer-term development of the Department of Wildlife and National Parks capacity; • Assessment of the sustainability of the project's interventions; • Listing and documenting of lessons learnt (positive and negative) concerning project design, implementation and management; • Assessment of project relevance to national priorities; • Completethe GEF Tracking Tools: GEF Biodiversity Management Effectiveness Tracking Tool (METT); • Evaluation of the Department of Wildlife and National Parks' own performance during the preparation and implementation of the project, with special emphasis on lessons learnt that may be helpful in the future; • Evaluation of the performance of theWorld Bank, co-financier (Government of Botswana), or of other partners during the preparation and implementation of the project, includingthe effectiveness of their relationships, with special emphasis on lessons learnt. • Qualifications of the Consultant for the Assignment. This consultancy will require a person with expertise in Monitoring and Evaluation, and a background in Natural Resource Management/Rural Development issues. Therefore the successful candidate should have: i) Master's degree(s) or Higher in Natural Resource Management/Rural Development with not less than 10 years' experience post-qualification;; ii) High technical skillsin institutional, biodiversity conservation, natural resources management and community participation and tourism development; iii) Working experience in monitoring and evaluation of complex projects development projects, preferably World Bank-financed projects; iv) Strong analytical skills and experience in analyzingquantitative/qualitative data; v) Knowledge of result-based programming with excellent communicationand writing skills; vi) Understanding of World Bankprocedures and project cycle; vii) Strong experience in policy development, project development and management; viii) Excellent interpersonal relations; ix) Strong writing skills in English; x) Good communications skills. • The assignment is expected to be completed within four (4) months after award of the contract, which will include supervision, monitoring and evaluation obligations. • Expression of interest clearly marked "Northern Botswana Human Wildlife Coexistence Project Evaluation Report" must be emailed, posted, couried, OR hand delivered to the address below not later than 23th July, 2015 at 1000hrs (Botswana Local Time) · If you may wish to receive theterms of reference through e-mail, just send the word "request for TORs" to the email below.
