PROJET SECONDE LIGNE D’INTERCONNEXION Request for Bids Plant, Design, Supply and Installation (Two-envelope Bidding Process, Without Prequalification) Employer: Electricity of Djibouti Project: Second Djibouti-Ethiopia Power System Interconnection Project Contract title: Design, Supply & Installation of D/C 230 kV Overhead Transmission Line from Galafi (Ethiopia Border) to Nagad Substation (Lot 1b) Country: Republic Of Djibouti Loan No. /Credit IDA No.: 7074-DJ RFB No: 06/NSC/PESLI-IDA/2024 Issued on: 08 December, 2024 • The Government of Djibouti has received financing from the World Bank toward the cost of the project of Second Djibouti-Ethiopia Power System Interconnection, and intends to apply part of the proceeds toward payments under the Contract for the works in Design, Supply & Installation of D/C 230 kV Overhead Transmission Line from Galafi (Ethiopia Border) to Nagad Substation (Lot 1b). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. • The Electricity of Djibouti, the Implementing Agency, now invites sealed Bids from eligible Bidders for the Design, Supply & Installation of D/C 230 kV Overhead Transmission Line from Galafi (Ethiopia Border) to Nagad Substation (Lot 1b). The estimated length of the transmission line is 190 km. The line will be double circuit, vertical conductor formation, on self-supporting steel lattice suspension towers. The expected duration of the Contract is 18 months, plus 12-months Defect Liability Period. • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. • The eligible Bidders, along with other requirements, should meet the minimum qualification criteria as follows: • Submission of audited balance sheets or if not required by the law of the Bidder’s Country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability. In case of Joint Venture Each Partner must meet the requirements. • Minimum average annual turnover of USD 40,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last five (5) years. In case of Joint Venture Each Partner must meet minimum 25% of the requirements ; One Partner must meet minimum 40% of the requirement and All Partners Combined must meet requirement. • Financial Resources: The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: USD 5,000,000.00, and (ii) the overall cash flow requirements for this contract and its current commitments. In case of Joint Venture Each Partner must meet minimum 25% of the requirements; One Partner must meet minimum 40% of the requirement and All Partners Combined must meet requirement. • General Experience: Experience in Energy Sector under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten (10) years starting from January 2014 year. • Specific Experience: (a) Participation as contractor, joint venture member, management contractor, or subcontractor, in number of similar contracts for design, supply, installation, testing and commissioning of 220 kV or above Overhead Transmission Lines, within the last seven (7) years (starting from January 01, 2017), that have been successfully completed, tested and commissioned and are under operation and that are similar to the proposed Plant and Installation Services, as follows: • in at least three similar (3) contracts each with a value of at least USD 10,000,000.00 equivalent, but with total value of all contracts equal to or more than US$ 30,000,000; or • in fewer than three (3) contracts, each with a minimum value of USD 10,000,000, but with a combined total value of all contracts equal to or exceeding USD 30,000,000, The similarity of the contracts shall be based on the physical size, complexity, methods, technology, or other characteristics as described in Section VII, Employer’s Requirements. In case of Joint Venture All Partners Combined must meet the requirement. • Specific Experience (in Key Activities): For the above or other contracts executed during the period stipulated in 4.2(a) above, a minimum experience in the following key activities: • Preparation of at least two (2) detailed engineering design for construction of 220 kV or above Overhead Transmission Line for at least 100 km; • Construction of 220 kV or above Overhead Transmission Lines with the cumulative length of at least 100 km (double circuit) on lattice steel towers in any one year within the specified period above ; OHLs should be in successful operation for at least one year as on the date of Bid opening ; • Supply of minimum 600 pieces of 220 kV or above Towers in any one year within the specified period above. In case of Joint Venture All Partners Combined must meet the requirement. Note: The Key Activity under point (a), for preparation of detailed engineering design, can be met through a specialized subcontractor In addition to the criteria listed above, the complete Evaluation and Qualification Criteria are provided in the Section III of the Request for Proposal. 5.
