The objective of this assignment is to assess the current state of gender inclusion in Sierra Leone’s energy sector, identifying barriers, gaps, and opportunities. To benchmark best practices from regional and global experiences most relevant to Sierra Leone in mainstreaming gender into energy policy and programming. To develop a comprehensive Gender and Energy Policy with clear strategies, implementation mechanisms, and monitoring frameworks. To strengthen institutional capacity within the Ministry of Energy, sector agencies, and private actors (EDSA, EGTC, EWRC, etc) to integrate gender considerations into planning, operations, and investment decisions. To design and recommend key interventions that promote women’s active participation and leadership in the energy sector.
