Specific Procurement Notice Country: South Africa Sector: Energy Issue Date: 28 September 2010 Loan no:7862-ZA Contract/Bid Number-Ash Dump and Dams and Miscellaneous Infrastructure: CED(M)/2010/TL/03 Pre-bid meeting: 19 October 2010 at 10:00 (SA time) Deadline for bid submission: 24 November 2010 at 10:00 (SA time) Eskom Holdings Limited (Eskom) has received financing from the World Bank toward the cost of the Eskom Investment Support Project, and it intends to apply part of the proceeds toward payments under the contracts for Medupi Power Plant infrastructure. Eskom nowinvites sealed bids from eligible bidders for: CONSTRUCTION OF MEDUPI ASH DUMP AND DAMS AND MISCELLANEOUS INFRASTRUCTURE: The construction and the preparation of servitude prism surface of Ash conveyors including surface drainage, Coal Stockyard liner system, water containment, access & service roads, drainage, Construction of Mining Equipment Road over Conveyor Bridge, Conveyorover Road Bridge, Construction of Ash Dump, and recovery/holding Dams. The Works Site is situated approximately 15km west of the town of Lephalale in the Limpopo province of South Africa. The construction period is 18 months. This invitation for bid follows the General Procurement Notice for this Project that appeared in UN Development Business of 8 July 2010. Bidding will be conducted through bidding procedures specified in theWorld Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised in October 2006), and is open to all bidders fromeligible source countries, as defined in the Guidelines. The interested eligible bidders will take note of the following key qualification criteria: • Prior to the contract award the successful bidder has to be registered by the Construction Industry Development Board (CIDB) in South Africa. If registered before the bid submission, the bidder should submit the evidence registration with his bid. If not, the bidder should include evidence of application for CIDB registration. Contracts can only be awarded to the registered firms. Interested Bidders are encouraged to apply for CIDB registration in advance to ensure sufficient time for completion of the registration process. For more details please visit www.cidb.org.za • Meet a minimum average annual construction turnover of US$ 127 million, calculated as total certified payments received for contracts in progress or completed, within the last 5 years • Demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:• a cash-flow requirement capacity to have a cash flow amount of US$ 28million equivalent and • the overall cash flow requirements for this contract and its current commitments • Participation as contractor, management contractor or subcontractor, in at least 2 contracts within the last 5 years, each with a value of at least US$ 100 million, that have been successfully and substantially completed and that are similar to the proposed works.
