Background Minister of Labor and Social Affairs is seeking a knowledgeable and well-experienced advisor to coordinate different stakeholders involved in the implementation of the Ministry’s agenda with the aim of reducing vulnerability and alleviating poverty. Background Minister of Labor and Social Affairs is seeking Operations Officer for Baxnaano Project. The Operations Officer will be a key member of the Baxnaano Operation Team supporting implementation of Baxnaano interventions in line with MoLSA’s Operation Manual(s). Background The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Unified Social Registry (USR) Manager. The Consultant will provide support to the Federal Government of Somalia and USR in designing, implementing, and managing the USR activities. The USR Manager will lead the USR Unit of MoLSA and be responsible for leading on the national socio-economic survey, in close consultation with all the relevant stakeholders, while ensuring compliance with the USR Operations Manual, Data Protection Operations Guidelines and the Somalia Data Protection Act. This includes ensuring that best practices on data collection, processing, data sharing, governance, protection and privacy, security and effective management are ensured. Background The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Monitoring and Evaluation Specialist. The Consultant will provide support to the Federal Government of Somalia and Baxnaano in designing, implementing, and managing the Baxnaano Monitoring and Evaluation activities. This consultancy will provide Monitoring and Evaluation support to immediately assist Baxnaano strengthen Monitoring and evaluation mechanisms. Background The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Data Protection Advisor. The Consultant will provide support to the Federal Government of Somalia and Baxnaano in data protection activities. To implement these guidelines, a USR Oversight Board is being established at MoLSA. The Ministry of Labour and Social Affairs (MoLSA) will have data controller responsibilities for all social protection activities under its management, including the operations of the USR and Social Protection Programs. Data controllers exercise overall control of the purpose and means of personal data processing. Controllers shoulder the highest level of compliance obligations and are responsible for appropriate compliance with the data protection principles, and relevant laws, regulations, and policies. Controllers are also responsible for the compliance of their data processors. MoLSA will take on and fulfill the obligations of data controller of major importance as stipulated in Somalia Data Protection Law. MoLSA will act as data controller of major importance on behalf of the social protection sector and entities under its management. 2. Responsibilities of the assignment The overall responsibilities of Data Protection Advisor are (i) Inform and advise the USR Oversight Board, USR Unit and MoLSA leadership, on their obligations under Somalia Data Protection Law, applicable data protection operational guidelines and other relevant regulations, (ii) Advise and provide technical assistance to MoLSA in updating data protection laws and guidelines in the light of threats and opportunities arising from the new technologies like Artificial Intelligence, management of biometrics and cross-border data flows, with clear definitions for new data types and enhanced transparency requirements, (iii) Advise on data protection risk and compliance issues regarding new data intensive initiatives and material enhancements to existing ones; conduct Data Protection Impact Assessments (DPIA) (in consultation with subject matter experts and ‘owners’ of these initiatives) when deemed necessary, (v) Carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so. 3. Background Minister of Labor and Social Affairs is seeking Operations Team Leader for Baxnaano Project. The Operations Team Lead will report to the Project Manager and is expected to lead the Operations Team responsible for implementation and delivery of all activities supported under the project. The Operations Team Leader must ensure compliance with operational protocols in MoLSA’s Operation Manuals, ensuring close coordination relevant ministries, authorities, agencies and departments on day-to-day operational issues. 2. Background USR Network and Infrastructure Administrator is required to support the Federal Government of Somalia (FGS) in the implementation of a World Bank-funded Program, the Shock Responsive Safety Net for Human Capital Project (SNHCP, P171346). The Ministry of labor and Social Affairs (MoLSA) of the Federal Government of Somalia (FGS) is committed to establishing a national social protection system as stipulated in the Social Protection Policy 2019, with support from the World Bank through the Shock Responsive Safety Net for Human Capital Project. MoLSA, FGS has developed social protection systems and launched interventions which provide support to poor and vulnerable households across the country, particularly providing a safety net for poorest, improving uptake of health, education and access to labor market opportunities for youth and women while building resilience to shocks. In particular, the country has made significant progress with regard to the development and rollout of a National Unified Social Registry (USR) and the establishment of a national social protection program. 2. Responsibilities of the assignment The overall responsibilities of the Network and Infrastructure Administrator are (i) Responsible for maintaining and administering the data center’s networks, including network planning, design, implementation, optimization, and troubleshooting security infrastructure devices, (ii) Develop, implement, and monitor a comprehensive enterprise information security and IT risk management program, including deploying operating system patches, upgrades, and new services, (iii) Maintain network performance by conducting network monitoring and analysis, performance tuning, troubleshooting network problems, and escalating problems to vendors. The minimum qualification, experience and skills should include: • Bachelor's degree in Internet technology, Information Technology, computer science or a related field, • Minimum of 5 years’ professional training and practical experience in a networking with industry networking certifications, such as Cisco's CCNA Juniper, Cisco, CWNA or BCNE training. Experience in Social/Unified registries will be an added advantage, • Excellent knowledge of best practices around management, control, and monitoring of server infrastructure, • Experience with firewalls, Internet VPN’s remote implementation, troubleshooting, and problem resolution. • Experience in IT Hardware and Networking user support. 4.
