Background The Gambia Bureau of Statistics (GBoS), with support from the World Bank (IDA), is implementing the HISWACA-SOP1 Project to modernise the National Statistical System, improve data quality, and strengthen the use of statistics for evidence-based policy making. The HISWACA Communications Plan (2025–2027) identifies several communication constraints, including limited internal communication capacity, low public awareness of statistical products, inconsistent messaging, weak digital presence, and the risk of misinformation. A SWOT and BEEM analysis highlight the need to strengthen visibility, improve statistical literacy, enhance media engagement, mitigate misinformation risks, and support the uptake of official statistics. To address these challenges, GBoS seeks to recruit a Communications & Stakeholders Engagement Specialist to lead communication efforts and strengthen the dissemination of statistical products. This position will not assume responsibilities for stakeholder engagement, which remain under the Social and Environmental Specialists (ESS10). Instead, the Specialist will support stakeholder engagement indirectly, through communication products, sensitization content, visibility tools, and knowledge dissemination 2. Objectives of the Assignment • The objective of this assignment is to strengthen HISWACA’s communication system by: • Increasing visibility of project activities nationwide; • Improving public awareness, understanding, and utilisation of statistical products; • Enhancing internal and external communication within the PIU and GBoS; • Producing communication materials that support ESS10-led engagement activities; • Supporting the dissemination of survey results and analytical outputs; • Enhancing digital communication and media relations; • Documenting project progress, achievements, and lessons learned. 3. Scope of Work The Specialist shall undertake the following duties: A. Strategic Communication & Visibility • Implement the HISWACA Communication Plan in line with SWOT and BEEM recommendations. • Maintain HISWACA’s visibility, branding, and messaging guidelines. • Prepare communication products including brochures, fact sheets, press releases, infographics, banners, and social media cards. • Manage content for GBoS/HISWACA website pages and social media platforms. • Coordinate media outreach, including press conferences, interviews, and media briefings. • Monitor public perception and support proactive reputation management. B. Knowledge Management & Dissemination • Support the preparation of statistical dissemination materials such as highlights, summaries, infographics, and key findings. • Translate complex statistical information into accessible, user-friendly language. • Document project activities, case studies, success stories, and lessons learned. • Support dissemination events, user–producer dialogues, and policy engagement workshops. • Produce knowledge products showcasing HISWACA’s results and impact. C. Digital Communication & Public Awareness • Strengthen GBoS and HISWACA’s digital presence through consistent, engaging, and accurate content. • Develop multimedia materials, including short videos, audio messages, and digital flyers. • Monitor online conversations to identify and counter misinformation. • Support public awareness campaigns for major surveys and statistical activities. D. Indirect Support to Stakeholder Engagement (No ESS10 Overlap) The Specialist shall not undertake direct stakeholder engagement; this remains the role of the Social and Environmental Specialists. The Specialist will support ESS10 processes by: • Preparing communication materials for GRM awareness, complaints handling, and toll-free lines. • Designing sensitisation messages for enumerators, community radio, and public outreach. • Supporting visibility for citizen engagement activities. • Ensuring communication outputs are accessible to women, youth, persons with disabilities, and rural communities. • Supporting clear and consistent messaging to reduce survey refusal rates and survey fatigue. E. Internal Communication • Prepare internal updates, newsletters, and briefing notes for the PIU and GBoS management. • Establish and maintain internal communication templates and reporting formats. • Strengthen communication coordination between GBoS divisions and the PIU. 4. Deliverables • Inception report and annual communication workplan; • Quarterly communication and visibility reports; • Communication content packages (digital, print, audio–visual); • Media kits, press releases, talking points, and briefing notes; • Statistical dissemination support packages; • Communication materials for GRM and ESS10; • Documentation reports, success stories, and case studies; • Annual communication performance report. 5. Reporting and Supervision The Specialist will report directly to the Project Coordinator of the HISWACA project. The Specialist will also work in close collaboration with: • The Environmental and Social Risk Management Specialists; • The Monitoring and Evaluation Specialist; and • Relevant World Bank Task Team members. 6. Duration and Location The assignment contract will be for an intial period of one (1) year renewable on the basis of a performance evaluation deemed satisfactory by the Project Coordination . A probationary period of six (6) months is required. The post will be based in GBoS Building, Kanifing Institutional Layout, Kanifing. 7. Qualifications, Experience and Competencies Educational Qualifications • A Master’s degree in Communications, Journalism, Public Relations, Development Studies, Social Sciences, or a related discipline from a recognised university. Professional Experience • A minimum of five (5) years’ professional experience in communications, media relations, or stakeholder engagement within development or public sector projects. • Demonstrated experience in the design and implementation of communication and visibility strategies. • Previous experience working on World Bank-funded or other international development projects is highly desirable. • Familiarity with statistical systems, data dissemination, or ICT-based communication would be an advantage. • Proven record of organising public events, consultations, or campaigns engaging multiple stakeholder groups. Technical and Core Competencies • Excellent written and verbal communication skills in English; knowledge of one or more local Gambian languages is an asset. • Strong media engagement and digital communication skills, including social media management and basic content creation. • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel) and experience with basic design tools (e.g. Adobe Illustrator, Canva) is desirable. • Ability to convey complex information clearly and persuasively to a range of audiences. • Demonstrated organisational and coordination skills, with attention to detail and accuracy. • Capacity to work independently with minimal supervision while maintaining effective teamwork. • High standards of integrity, professionalism, accountability and confidentiality. • Ability to accurately interpret basic statistical findings will be an added asset. 8. Facilities and Support The PIU will provide: • Office space, IT and communication facilities; • Access to relevant project documentation and materials; • Logistical support for meetings, field missions and official travel. 9. Ethical Standards The Specialist shall uphold the highest standards of ethics, integrity and impartiality, in line with GBoS and World Bank values. More specifically, it is responsible for: Responsibilities of the Accountant Under the responsibility of the Financial Management Specialist, the Accountant is expected to assist the financial services in the following various tasks: • accounting management, • administrative management, • financial management, • asset management, etc. • Contribution to the development of the Annual work plan and Budget (AWPB) • Receipt and control of invoices to be paid; • Receipt and control of bank statements; • Settlement and daily entry of accounting operations in the various journals of the current financial year; • Preparation of Advance Requests (replenishment of working capital); • Preparation of Direct Payments; • Preparation of Payments to the Special Account; • Issuing cheques or transfer orders to pay suppliers; • Preparation of bank reconciliation statements at the end of each period; • Filing and archiving of supporting documents (cheque book, transfer or transfer orders, invoices, BL, PO, payment statements, etc.); • Maintaining the project's fixed asset register; • Contribution to the preparation of financial reports; • Verification of compliance with the procedures recorded in the procedures and implementation manuals, financing agreements and various directives of the World Bank; • Support the preparation of oversight and audit missions; • Execution of any other professional task assigned by his/her supervisors. • QUALIFICATIONS AND EXPERIENCE REQUIRED Main Qualifications of the Accountant The skills required must meet the following qualifications: • Hold a minimum Bachelor’s degree in accounting, management, finance • Have at least (5) years of professional experience, including at least three (3) years as an accountant or accounting assistant in a statistical project or the National Statistical System would be an asset; • Good knowledge of donor procedures, specific knowledge of World Bank or any other donor in development would be an asset; • Very good knowledge of the use of accounting software A good knowledge of project management software such as IFMIS would be an asset. • Fluency in the English language is required; • Good ability to work in a team, in a multicultural and high-pressure environment. • Demonstrated experience in accounting, preferably within a statistical office and a track record of delivery in surveys and census. CONTEXT The primary objective of this project is to facilitate institutional reforms, enhance statistical performance, promote harmonization, and improve data accessibility among participating countries and regional bodies in West Africa. Additionally, it aims to support the modernization of national statistical systems, enabling governments to make informed decisions for the effective monitoring of national commitments, such as the Interim Reference Plan and the Economic Recovery Programme, as well as international obligations, including the ECOWAS Vision 2050, the African Union Agenda 2063, and the Sustainable Development Goals (SDGs). To achieve this objective, the project will implement a series of targeted activities structured around four (4) key components: • Component 1: Harmonization and production of basic statistics using international standards This component supports the implementation of planned reforms to develop and adapt harmonized methodologies and standards within the project's target area, aiming to enhance the production and quality of demographic, economic, social, and poverty statistics. It comprises five sub-components: (i) regional coordination and adoption of harmonized data quality standards to ensure consistency and comparability; (ii) production of demographic and socio-economic statistics to strengthen data collection on population, labor markets, and social indicators; (iii) production of real and fiscal sector statistics to improve macroeconomic data, including national accounts and public finance; (iv) production of agricultural and climate change statistics to monitor agricultural productivity, food security, and environmental impacts; and (v) curation of sectoral and sub-national administrative data to enhance data integration and support policy planning. Collectively, these efforts ensure the availability of high-quality, standardized statistical data for informed decision-making and sustainable development. • Component 2: Statistical modernization, institutional reform, human capital, data accessibility and use This component plays a pivotal role in modernizing statistical systems by fostering technological advancements, supporting institutional reforms, enhancing data dissemination, and strengthening human capital to meet the growing demand for high-quality data and ensure more effective monitoring of commitments. It comprises five key sub-components: the modernization of National Statistical Systems (NSS), institutional reforms for selected NSSs, strengthening of human capital, enhancing data accessibility and dissemination, and the utilization and analysis of data to inform public policy. • Component 3: Infrastructure Upgrade and Modernization This component is designed to facilitate the modernization of the national statistical system's physical infrastructure, with a particular focus on the National Institute of Statistics. It enhances the capacity of the NSS by strengthening its ICT and statistical infrastructure, ensuring improved efficiency, accuracy, and sustainability in data collection and analysis. • Component 4: Project management, monitoring and evaluation Under this component, the PIU will oversee the implementation of all project activities and ensure the achievement of its objectives. This unit will consist of two key sub-components: project management, which will be responsible for planning, execution, and coordination, and project results and user satisfaction monitoring, which will focus on evaluating outcomes and assessing stakeholder satisfaction. To support the effective implementation of the project, the Project Management Unit seeks to recruit a highly qualified individual consultant As part of the implementation of this project, the Project Implementation Unit wishes to recruit an individual consultant Terms of Reference for the Recruitment of a Consultant to Support Administrative Data Collection for the National Accounts Rebasing Exercise • Background The Gambia Bureau of Statistics (GBoS) has started the process of rebasing the Gross Domestic Product (GDP), shifting the base year from 2013 to 2024. This exercise will, for the first time, utilize the Supply and Use Table (SUT) framework. GDP rebasing involves updating the reference year used to calculate real GDP, in order to better capture structural changes in the economy and to reflect evolving price levels. The goal is to ensure that GDP figures more accurately represent current economic conditions, including emerging economic activities and changing consumption patterns. The rebasing process relies on three primary data sources: censuses, surveys, and administrative records. GBoS plans to draw data from several key sources, including the Economic Census (EC), National Agriculture Sample Census (NASC), Business Establishment Survey (BES), Integrated Household Survey (IHS), The Labour Force Survey (GLFS), and administrative data from Ministries, Departments, and Agencies (MDAs). The data from censuses and surveys will be available following the completion of these activities. GDP rebasing and benchmark updates present an opportunity to review and enhance the data sources currently used in compiling GDP. Administrative data, if properly identified and integrated, can significantly improve the accuracy and reliability of GDP estimates. Mapping these sources will enable the identification of gaps, redundancies, and opportunities for improvement. Administrative data will be mapped as an initial step. This mapping exercise will enable the National Accounts Unit to evaluate and select the most relevant indicators with the support of a consultant. By integrating this data effectively, the rebasing process will yield a more precise representation of the country’s economic landscape, ultimately supporting more informed policy decisions and a better understanding of overall economic performance. • Objectives of the Consultancy The primary objective of this initiative is to conduct a comprehensive mapping of administrative data sources to strengthen the compilation of quarterly and annual GDP estimates. This exercise is expected to support the ongoing GDP rebasing and benchmark updates by ensuring that relevant, timely, and high-quality data are utilized in national accounts. Specifically, the consultancy aims: • To identify the types of data available from various providers that are relevant to national accounts. • To compile a comprehensive inventory of administrative datasets, including details such as data type, frequency, timeliness, scope of coverage, and the names of data providers (sources). • To collect existing administrative data (relevant to national accounts) covering the period 2019–2025, with monthly, quarterly, and annual data as appropriate. • To update the list of indicators used in national accounts compilation to ensure accuracy and relevance for upcoming revisions. • Scope of Work The Consultant shall be responsible for carrying out the following tasks: • Identification of Data Sources • Review the data provided by government ministries, departments, agencies, regulatory bodies, municipalities/councils, and non-governmental organizations (NGOs) and identify all relevant administrative data sources that are pertinent to the compilation of national accounts. • Data Collection and Organization • Collect, compile, and systematically organize administrative data obtained from the identified institutions to facilitate the preparation of national accounts. • Data Gathering for Key Economic Indicators • Gather all available information relevant to national accounts compilation. The information should be limited to the available data as provided by the source. • Data Quality Assessment • Review and assess all datasets for completeness, timeliness, with existing national accounts data to ensure reliability and comparability. • Deliverables and Output Expected Outputs from the Consultancy: • List of all institutions that provide data relevant to the compilation of national accounts, including the name, email, and contact details of the respective contact person(s). • Dataset of identified economic data. • Actual data in an electronic format. • Application and Selection Criteria The consultant shall have a strong academic and professional background, hold at least a first university degree and demonstrate the ability to independently undertake data collection tasks.
