GIRAV aims at supporting the transformation of the Gambia’s agriculture towards a competitive and resilient commercial agri-food. The project gives special attention to private investments that improve the resilience of the domestic agri-food system to external shocks (economic, environmental) and directly or indirectly (through contract farming) create jobs and income for women and youth. GIRAV is structure around a Project Implementation and Coordination Component and three interlinked components organized to address the key binding constraints for the development of the agriculture and agribusiness sector: The GIRAV Central Project Coordinating Unit (CPCU) and the MoLRGRA are seeking the services of a Senior Land Administration Specialist to support the management and implementation of subcomponent 1.5. The Land Administration Specialist will provide technical advice to the CPCU and MoLRGRA on how to ensure the successful implementation of the GIRAV’s 1.5 subcomponent and the remaining land activities under WACA. The Senior Land Administration Specialist will work in close collaboration with the focal point (based at the MoLRGRA) for subcomponent 1.5 on all aspect of project implementation in GIRAV. The Shortlisting Criteria are: Qualification and experience required • The consultant should Possess an advanced degree (at least Masters) in a field relevant to Land Management, Land Administration, Land Economics, Geospatial Technology (GIS/Remote Sensing, etc.), Land Law, Geography, Natural Resources Management, Project Management, or related field. • At least 10 years of experience in supporting land administration projects, working experience with bi-lateral and multi-lateral development agencies will be an advantage. • At least 10 years of experience with project planning, procurement processes, contract management, financial management, and consultative stakeholder participation processes; • At least 10 years of relevant experience in in supporting land administration projects in Sub-Saharan Africa, and specifically in the field of legal and institutional reform, land information system, and the systematic registration of land tenure. • At least 5 years of experience in advising governments in Sub-Sharan Africa in the design and implementation of systematic land tenure registration. • Ability to work in an environment of people with different cultural, religious and educational background • Strong communications skills with an advanced proficiency to speak and write in English is required. • Ability to work with, lead and coordinate other professionals in a project team. • Familiarity with World Bank procedures will be an advantage. • Highly computer literate. REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Consultancy to develop a comprehensive CADASTRAL MAP for the Kotu Stream, The Gambia. Project: West Africa Coastal Areas Resilience Investment Project 2 Grant No.: E1400-GM Assignment Title: Development of a comprehensive cadastral map for the Kotu Stream Reference No.: GM-CPCU-473148-CS-CQS • Objective of the assignment To develop a comprehensive cadastral map for the Kotu Stream while defining precise Stream boundaries, size, shape, land use and ownership of land parcels around the Stream. The maps will serve as official legal records for land administration, property taxation, and urban planning, showing, and identifying individual lots, structures, and neighboring and adjacent streets. The cadastral mapping of the Kotu Stream will establish a comprehensive recording of the land and real estate meters and boundaries of the Kotu Stream. The cadastral mapping will enable the establishment of land records for planning and land policy implementation including resettlement issues, property transfer, property taxation, and land valuation. 2. Firm Experience The consulting firm shall be a legally registered entity with demonstrated technical capacity in cadastral mapping, land administration, and geospatial data management. • The firm must have successfully completed at least two (2) cadastral mapping and/or land administration assignments of comparable scale and complexity within the last ten (10) years. At least one assignment must involve urban or peri-urban environments with high land tenure complexity. • Demonstrated experience in the preparation of digital cadastral maps and parcel databases compliant with national or international standards (e.g. ISO 19152 – Land Administration Domain Model (LADM), FGDC, or equivalent). • Proven experience using modern surveying technologies, including GNSS/GPS, total stations, and GIS-based data processing. • Demonstrated capacity to integrate legacy cadastral records (analogue and digital) with newly acquired spatial data. • Experience working on projects financed by the World Bank or other multilateral development partners is a strong advantage, particularly assignments involving ESS5 (Land Acquisition, Restrictions on Land Use, and Involuntary Resettlement). • Proven experience in participatory land-related assignments, including community validation of boundaries, dispute documentation, and stakeholder consultations. • Demonstrated institutional capacity to deliver assignments within tight timelines, including availability of qualified permanent staff and access to required hardware and software 3. ESIA for Kotu stream

REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Project: West Africa Coastal Areas Resilience Investment Project 2 Grant No.: E1400-GM Procurement Reference: GM-CPCU-470791-CS-CQS Procurement Category: National and International Firms Assignment Title: THE PREPARATION OF AN ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) FOR THE KOTU STREAM • • Background The Gambia’s territories, and particularly the Greater Banjul area, is vulnerable to the effects of climate change, including rising sea levels, increased and erratic rainfall and more extreme weather events. These phenomena increase the risk of flooding and put pressure on existing infrastructure. To address these challenges, sub-projects have been launched that combine structural and non-structural (institutional strengthening for environmental protection) measures, to improve the resilience of local communities and sustainable management of water resources. The Government of The Gambia, through the West Africa Coastal Areas (WACA) Resilience Investment Project (ResIP) financed by the World Bank, is preparing interventions along the Kotu Stream to address recurrent fluvial and pluvial flooding. The catchment area of the Stream is approximately 40 km², and flooding has been exacerbated by rapid urbanization, climate change, and inadequate drainage systems. These events have resulted in significant damage to properties, livelihoods, and public infrastructure, while also posing risks to public health and the environment. The WACA Program is a regional initiative that supports West African countries in strengthening resilience to coastal and riverine flooding, erosion, and climate risks. It promotes sustainable ecosystem-based and infrastructure…. solutions to protect communities, livelihoods, and critical assets. The Gambia’s participation in WACA aims to reduce vulnerability to flooding, improve climate resilience, and enhance socio-economic development through integrated water and coastal management approaches. Based on the screening and initial scoping conducted by the National Environment Agency (NEA) through its Environmental Impact Assessment Technical Working Group (EIA-TWG), an ESIA Scoping Report was developed in June 2025 to guide the preparation of flood-mitigation infrastructure along the Kotu Stream. The scoping exercise confirmed that the project interventions are likely to generate a range of environmental and social impacts, both positive and adverse, that warrant a detailed Environmental and Social Impact Assessment (ESIA) in accordance with national regulations and the World Bank’s Environmental and Social Standards (ESSs). The ESIA shall be prepared in a manner that is fully consistent with the laws and regulations of The Gambia specifically, the EIA regulations (2014) under the auspices of the National Environment Agency, and the World Bank’s Environmental and Social Standards (ESSs) under the Environmental and Social Framework (ESF). The ESIA will ensure that the proposed interventions are environmentally and socially sustainable, and that risks are adequately mitigated while maximizing project benefits in line with national priorities and WACA’s regional objectives. • • Objectives of the Consultancy The objective of this assignment is to conduct a detailed Environmental and Social Impact Assessment (ESIA) study for the Kotu Stream, in consistent and compliant with the relevant national laws and policies of the Government of The Gambia (GoTG) and Environmental and Social Framework (ESF) of the World Bank and taking into consideration the World Bank Group’s Environmental, Health and Safety Guidelines. It will ensure that all positive and adverse impacts associated with sub-project activities will be considered and that the appropriate mitigation measures will be in place. • • Scope of Work The consultancy firm is expected to undertake investigations on social aspects, environmental aspects as well as conservation of natural resources, historical heritages and cultural (if applicable), and public consultations and disclosures. In conducting the tasks described in the scope of work, they will work closely with the Engineering Consultant responsible for the feasibility studies, detailed design and supervision of the Kotu Stream, HYDRO NOVA. Specific tasks to be undertaken include; • • Firm Profile & Experience The consulting firm must demonstrates expertise in multidisciplinary environmental and social assessments of water resources, hydrological, and infrastructure projects. With at least 5 similar assignments conducting ESIA for infrastructure/hydraulic/ nature -based projects. Proven experience in stakeholder engagement in urban and peri-urban settings and familiar with World Bank ESF. • • Proposed Team Composition The consultancy firm’s project team shall comprise of the following expertise as minimum: • Team Leader / ESIA Specialist – An MSc in Environment Management or Engineering, Project Management at least 10 years’ experience in leading ESIAs for World Bank projects. • Hydrologist/Water Resources Engineer – An MSc in Hydrology with 8 years expertise in stream morphology, flood management, Coastal engineering. • Ecologist/Biodiversity Expert – A BSc in Ecology with at least 10 years expertise in aquatic and riparian ecosystems. • Social Safeguards Expert – A BSc in Development Studies or related field with at least 10 years (or MSc in Development Studies or related field with at least 5 years) of professional work experience in ESIA experience in resettlement, stakeholder engagement, gender/GBV, and social inclusion. • Environmental Engineer – MSc in Environmental Science or related field with at least 10 years of professional work experience with infrastructure projects (bridges, culverts, bank protection). • Socioeconomic Expert - MA degree in a Social Policy and Development, Gender, Sociology or any other Social Science with at least 7 years of professional work experience with infrastructure projects (bridges, culverts, bank protection). • OHS/Community Health & Safety Specialist – MSc degree in occupational health and safety and at least 5 years of professional work experience with infrastructure projects. • GIS/Mapping Specialist – MSc degree in GIS, remote sensing and at least 7 years of professional work experience in similar projects. • Duration of the study: The consultancy is expected to be completed in 3 (THREE) months. Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In the case of a JV, all the partners in the JV shall be jointly and severally liable for the entire contract, if selected. JV Agreement should be included in the EOI. These phenomena increase the risk of flooding and put pressure on existing infrastructure. To address these challenges, sub-projects have been launched that combine both structural and non-structural measures, in order to improve the resilience of local communities and sustainably manage water resources. The Government of The Gambia, through the West Africa Coastal Areas (WACA) Resilience Investment Project (ResIP) financed by the World Bank, is preparing interventions along the Kotu Stream to address recurrent fluvial flooding. The catchment area of the stream is approximately 40 km², and flooding has been exacerbated by rapid urbanization, climate change, and inadequate drainage systems. These events have resulted in significant damage to property, livelihoods, and public infrastructure, while also posing risks to public health and the environment. The WACA Program is a regional initiative that supports West African countries in strengthening resilience to coastal and riverine flooding, erosion, and climate risks. It promotes sustainable ecosystem-based and infrastructure solutions to protect communities, livelihoods, and critical assets. The Gambia’s participation in WACA aims to reduce vulnerability to flooding, improve climate resilience, and enhance socio-economic development through integrated water and coastal management approaches. To avoid or minimize involuntary resettlement, forced eviction and mitigate unavoidable adverse social and economic impacts from land acquisition or restrictions on land use, the WACA Project has prepared a resettlement policy framework (RPF) to clarify the rules for identifying people who may be affected by the implementation of project and takes into account the requirements of the new Environment and Social Framework (ESF) especially Environment and Social Standard (ESS) 5, and the national laws and regulations of the Gambia that deal with Involuntary Resettlement. With the anticipated improvement works around the Kotu stream area, the present framework will be expanded into a specific plan proportionate to the potential risks and impacts to prepare a Resettlement Action Plan (RAP). 2. Objectives of the Consultancy In accordance with WB ESS 5 and national regulations, the objective of the RAP implementation is to ensure that those whose livelihoods and property are affected by the sub-project are compensated for their losses, and their standard of living improved, or at least restored to pre-project levels for sustenance of livelihoods. More specifically the RAP implementation seeks to: • Review the project’s Resettlement Policy Framework and Stakeholder Engagement Plan. • Reduce the risks of poverty, exclusion, and inequitable access to benefits especially for the vulnerable and marginalized individuals and groups such as women, single-headed-households, elderly, children, etc. • Ensure the sub-project is socially acceptable to maintain credibility of WACA PIU and the WB. The RAP will identify the project-affected persons (PAPs), engage them in inclusive, accessible, and participatory discussions regarding the plan, and formulating a plan of action to adequately compensate people or entities for their losses, and restriction of uses. Scope of Work The scope of requirements and level of detail of the resettlement plan will vary with the magnitude and complexity of resettlement. The consultant will prepare the Resettlement Action Plan (RAP) based on the most recent and accurate information on the: (i) selected project interventions and the potential impacts on economic displacement, restriction of access and other adversely affected components; and (ii) legal issues affecting physical resettlement. The RAP must be based on the principles, planning procedures and implementation arrangements established under the WACAResIP 2 Resettlement Policy Framework. In conducting the tasks described in the scope of work, they will work closely with the Engineering Consultant responsible for the feasibility studies, detailed design and supervision of the Kotu Stream, HYDRO NOVA. • PROFILE AND EXPERIENCE OF THE CONSULTING FIRM • Firm Profile The client seeks the services of a Consultancy firm with at least 10 years of experience in resettlement action plans and abbreviated resettlement action plans and stakeholder engagement and social and economic impacts assessment and evaluation for government projects and development partners funded projects in the Gambia • The firm should have a minimum of ten (10) years of strong working experience in social assessment, involuntary resettlement, and other relevant fields, such as the social sciences and gender studies. • It is desirable that the consultant team have experience working with international development institutions like the World Bank. • The consultant’s team shall be composed of professionals with experience in socio-economic analysis, including gender-sensitive analysis, surveying, and valuation. • • Qualifications And Experience Of KEY EXPERTS . The consultants team shall comprise of the following key expertise as minimum: • Team Leader / Safeguard Specialist– Must have a minimum of master’s degree in social development, Planning, Development Studies, or any other social science related field relevant to RAP studies. At least 10 years’ experience in development and implementation of resettlement plans, development of reports with good knowledge on GIS and mapping of Project affected area and PAP plots of land. S/he should have held responsible position in the previous assignments and should possess participatory management skills. The specialist must have at least 3 previous roles leading RAPs for projects financed by the World Bank or other similar international financial institutions. • Social Development and Gender Specialist– Minimum advanced university degree (master’s or equivalent) or higher degree in Development Studies, Gender Studies, international development or any other related field relevant to RAP studies with a minimum of seven (7) years post qualification experience in social assessment, and RAP studies for projects funded by development partners such as the World Bank. S/He must have been involved in at least two (2) RAPs studies previously. • Land Acquisition Specialist / Livelihood Restoration Specialist– Must be a graduate or equivalent in the social sciences with five years field experience in Land Acquisition, using maps to identify PAP assets, should have knowledge of prevailing land acquisition and compensation Act and WB Environmental and Social Standards. The Engineer will work in close coordination with the CPCU Rural Engineer, other consultants, contractors, and project stakeholders to ensure timely and quality implementation of the water supply and sanitation components. Key Responsibilities • Lead the design and preparation of tenders for water-related subprojects (intakes, transmission/distribution systems, treatment plants, reservoirs, etc.). • Provide technical advice and strategic input on water-related components and support the project team in implementation. • Review design parameters and collaborate with NAWEC and the Owner’s Engineer. • Develop bills of quantities, technical specifications, and cost estimates. • Participate in procurement processes, bid evaluations, and contract negotiations. • Monitor implementation, prepare progress reports, and conduct site supervision. • Support environmental and safeguards assessments related to water infrastructure. • Engage in World Bank supervision missions and project status updates. • Support capacity building and training efforts for project staff. • Ensure all deliverables and infrastructure meet technical and environmental standards. • Finalize list of selected project sites based on the selection criteria in close coordination with the National Agency Water and Electrical Company (NAWEC) and other stakeholders Qualifications and Experience • Bachelor’s degree or higher-level degree in Water Supply and Sanitation Engineering, or Water Resources Engineering. • Minimum of 7 years of professional experience in: • Designing and planning water supply systems including intakes, transmission/distribution systems, treatment plants, reservoirs, etc. • Preparing technical specifications, cost estimates, and design reports (preferably in accordance with World Bank or similar procedures). • Reviewing and assessing design documentation for construction and maintenance. • Regional/international experience in water systems and strategies under similar conditions. • Proficiency in AutoCAD, WaterCAD or similar hydraulic design software. • Strong interpersonal, communication, analytical, and decision-making skills. • Fluency in spoken and written English. • Age must not exceed 55 years. As a key member of the Project Management Team (PMT); s/he ensures that procurement activities are carried out in accordance with the World Bank requirements and in requirements with the requirements of Gambia Public Procurement Authority (GPPA) Regulation.
