The consulting services (“the Services”) include conducting the development of regional guidelines for increasing digital inclusion and universal access for refugees[1] and returnee communities[2]. The increased digital access is intended to empower the refugees and returnees to have digital identification, gain skills and capabilities needed to generate an income, contribute effectively to the economy and promote self-reliance. The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria: The firm selected will need to demonstrate: Extensive experience in supporting regional and or digital policies and regulations, with experience advising on various ICT policies, especially on digital inclusion and universal access. A demonstrated track record of completing similar assignments, with a focus on relevance and recent experience. This includes legal reviews, the review of national/regional digital inclusion and universal access policies/strategies. Prior experience in implementing national digital accessibility standards. Prior experience of working closely with the public sector, private sector and other relevant stakeholders, especially in digital inclusion among refugees and returnees. Demonstrated familiarity with the Horn of Africa context. Availability of the Key Experts indicated in the ToRs. The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank towards the cost of the Regional Policy Dialogue and Knowledge Exchange on Development Responses to Forced Displacement in the Horn of Africa and intends to apply part of the proceeds for consulting services. 2. The Bank’s oversight role is described in the FA signed with the GoE for ET-DRDIP II. Oversight activities are normally undertaken by the World Bank as part of the regular project cycle. While Bank staff can travel to some areas in Ethiopia, they are unable to reach all project sites due to security constraints. To support the World Bank Task Team to fulfil its monitoring and supervision obligations, IGAD is seeking a qualified and experienced TPMA to provide third-party monitoring to ensure that World Bank funds are being utilized in accordance with the terms of the FA and the Project Implementation Manual (PIM). While the contract will be with IGAD, this assignment will include frequent interaction with the World Bank team based in Addis Ababa and Dar es Salaam and counterparts in the MoA. Bi-annual meetings will take place between senior management of the TPMA and the IGAD and World Bank teams to discuss progress and operational issues. The WB’s monitoring obligations with respect to ET-DRDIP II encompass overall progress, fiduciary issues and environmental and social risk management. The TPMA’s services will include monitoring of all aspects of project implementation 3. The assignment is to be carried out from May 1, 2026, until December 31, 2026. the closing date of ET-DRDIP II. However, continuation of the contract may be considered in the case an extension of the project is confirmed, conditional on satisfactory performance. 4. Areas of expertise (sectors, specialization, etc.) and geographical coverage of each member of the consortium. e. Record/previous experience of carrying out activities similar to this assignment. The TPMA will need to satisfy the following requirements: a. Proven track record in independent monitoring. The consultant will require experience in providing fiduciary and operational monitoring services in fragile, conflict-affected situations (FCS), including across a diverse array of projects that are geographically dispersed. Qualified firms will require at least ten years of experience in undertaking large-scale program monitoring and quality assurance in FCS, including infrastructure and community-based development projects. b. The selected firm should be able to demonstrate familiarity with working in conflict-affected environments, including a record of ensuring safety of field monitoring teams. c. Ability to mobilize rapidly a project team with appropriate qualifications. Qualified firms must be able to demonstrate the ability to mobilise to start this assignment within 4 to 6 weeks of contract award. The ability to mobilize rapidly for this program will depend on key personnel being in place: (i) an Addis Ababa-based management team with experience in large-scale project monitoring; and (ii) a pool of sector specialists on whom the TPMA will be able to call at short notice with sector-specific specialist knowledge. d. Capacity on developing and using geo-spatial databases. e. Attention will be paid to the number of female staff included in the personnel list/and or the TPMA’s strategy to recruit and retain an adequate number of female field personnel. f. The firm shall demonstrate as having the requisite technical expertise to undertake the assignment with the indicated qualifications and experience. The TPMA will propose the number and type of experts, their geographical locations and the allocation of their responsibilities, but the team must include the following expertise: a. Program Manager. To provide overall team management, guidance and direction and to serve as the point of contact with IGAD, the World Bank and the ET-DRDIP II PCU. The manager will be expected to have an advanced degree (Master’s and above) in Monitoring & Evaluation, construction/Contract Management or other relevant field and at least ten (10) years of relevant senior level management experience, ideally in conflict-affected situations. b. Procurement Specialist. The procurement specialist shall have minimum BA/BSc in procurement & Supply Management, Economics, Management, Accounting, Law, Engineering or related fields and should have at least six (6) years of experience in handling public procurement, out of which two years in World Bank or other donor financed projects procurement is an advantage. c. Financial Management Specialist. The specialist shall have at least a Bachelor’s degree in a relevant discipline (accounting, finance, business administration) with at least seven (7) years of experience in carrying out public financial management, ideally including: (i) operations with multinationals and international organizations; (ii) experience working on financial management under World Bank projects; (iii) similar projects and environment. d. Social Risk Management. At least a bachelor’s degree in social sciences, such as sociology/rural development/anthropology/or any related discipline. At least six (6) years of work experience in social development/risk management, in particular: (i) prior experience either in World Bank/donor-financed projects similar to ET-DRDIP II; (ii) Knowledge of the World Bank ESF; and (iii) demonstrated experience working in conflict-affected situations. e. Environmental Risk Management. A university degree in environmental science, environmental planning and management or engineering. At least six (6) years of practical experience in environmental safeguards, in particular: (i) prior experience either in World Bank/donor financed projects similar to ET-DRDIP II; (ii) strong knowledge of occupational health and safety; (iii) Strong knowledge of the World Bank ESF and World Bank Environmental, Health and Safety Guidelines. f. Rural infrastructure. Bachelor’s degree in engineering, with at least six (6) years of experience on rural infrastructure in either government and/or donor-funded projects. Experience on community-based projects similar to ET-DRDIP II would be an advantage. g. Small-scale irrigation. at least a Bachelor’s degree in water resources, agricultural engineering or a related field. At least ten (10) years’ experience working on small-scale irrigation for government and/or donor-financed projects on small-scale irrigation. h. Rural livelihood/financial inclusion. At least a Bachelor’s degree in finance, economics, agriculture or a similar discipline, with at least six (6) years of experience working on government and/or donor-financed projects supporting rural livelihood (agricultural and nonagricultural). i. IT Specialist/Data Analyst. Bachelor’s degree in a relevant field including economics, development studies, social sciences, or statistics etc. At least five (5) years’ experience with previous monitoring, evaluation, field surveys and data management and analysis. Knowledge of KoBo Toolbox would be an advantage. 7. The objective of the assignment: The overall objective of this consultancy is to develop an integrated, standardized, and interoperable data system that collates and harmonizes Earth Observation datasets, pest surveillance information, and socio-economic indicators to support regional food security monitoring, early warning, and decision-making across the IGAD region. 2. The specific objectives of the assignment are: • Systematically collate EO, pest, agricultural, and socio-economic datasets relevant to food security; • Harmonize multi-source datasets to enable spatial, temporal, and thematic interoperability; • Establish a standardized regional data repository integrating EO, national surveillance, and socio-economic data; • Develop and adopt open data and metadata standards aligned with GEOSS, OGC, and WMO frameworks; • Implement robust data quality control, metadata standards, and documentation; • Enable seamless integration of datasets into ICPAC’s early warning systems, dashboards, and analytical workflows; • Strengthen regional and national capacity in data management, interoperability, and evidence-based food security analysis. • Establish and operationalize interoperable data-sharing standards, protocols, and systems that enable seamless integration of multi-source datasets across institutions and countries. 3.Scope of Services and Specific Tasks Under the overall supervision of ICPAC, the consultant will undertake the following tasks: 3.1 Data Inventory and Requirements Assessment • Conduct a comprehensive inventory of existing datasets relevant to food security monitoring, including: o Earth Observation data (e.g. MODIS, Sentinel, SMAP, CHIRPS, Landsat); o Pest incidence and surveillance records; o Agricultural production and crop condition datasets; o Climate and environmental datasets; o Socio-economic and vulnerability indicators. • Assess data gaps, overlaps, update frequencies, formats, and accessibility. • Ensure data completeness, accuracy and accessibility. • Define functional and technical requirements for an integrated data interoperability system. 3.2 Earth Observation Data Integration • Design processing chains for systematic acquisition and preprocessing of EO datasets, including vegetation indices, land surface indicators, and environmental proxies relevant to food security. • Harmonize spatial resolution, temporal frequency, projections, and formats across EO datasets. 3.3 Pest, Agricultural, and Socio-Economic Data Harmonization • Integrate pest incidence and surveillance records from national and regional systems. • Harmonize agricultural and food security indicators across countries and institutions. • Integrate socio-economic datasets (e.g. livelihoods, markets, vulnerability, demographics) from national, regional and international sources. 3.4 Development of the Regional Interoperable Data Repository • Design and implement a standardized, interoperable regional data repository hosted within ICPAC infrastructure. • Apply internationally recognized data and metadata standards (e.g. spatial, temporal, thematic metadata). • Ensure interoperability with ICPAC dashboards, early warning systems, and analytical platforms. 3.5 Decision-Support Integration • Enable seamless integration of harmonized datasets into food security monitoring workflows and early warning analytics. • Support the development of composite indicators and multi-hazard food security analytics. • Provide technical inputs to ICPAC regional dashboards and decision-support tools. • Develop user manuals, technical guidelines, and standard operating procedures. 4.Minimum Consultant’s qualifications and experience requirements • An advanced degree (at least Master’s) in Geospatial Sciences, Remote Sensing, Data Science, Information Systems, Climate Science, or a related field; • At least 5 years of professional experience in EO data systems, geospatial data integration, or environmental information systems; 4.1 Skills and Competencies • Proven experience in Earth Observation data handling, spatial databases, and large-scale data harmonization. • Familiarity with regional early warning systems, pest surveillance, or agricultural data platforms is an advantage. • Strong experience in data interoperability, metadata standards, and database or repository design; • Experience integrating socio-economic and sectoral datasets into decision-support systems; • Proven experience working in the IGAD region is an advantage. 5. The Consulting Services Contract is expected to be for a period of Nine (9) calendar months from the date of commencement, subject to renewal on annual basis throughout the project lifetime upon satisfactory performance. 6. Scope of Services and Specific Tasks Under the supervision of ICPAC, the consultant will undertake the following tasks: 3.1 Pasture and Rangeland Monitoring • Utilize free satellite imagery and EO-derived indicators (e.g. vegetation indices, forage anomaly Indicators, biomass proxies) to monitor pasture and rangeland condition in the IGAD region. • Assess seasonal dynamics of forage availability across key pastoral and agropastoral zones. • Analyze spatial patterns of pasture degradation, recovery, and regeneration over time. • Analyse spatiotemporal numbers of Livestock (cattle, goat, sheep, camel). 3.2 Water Resources Monitoring • Map and monitor the spatial distribution and seasonal dynamics of key water points and surface water bodies relevant to pastoral grazing systems. • Assess the relationship between forage availability, water access, and pastoral mobility patterns. • Identify areas of compounded stress where limited pasture coincides with reduced water availability. 3.3 Forecasting and Early Warning • Develop and apply forecasting approaches to generate short- and medium-term pasture and forage outlooks. • Support the development of seasonal and interannual rangeland outlooks aligned with climate forecasts. • Contribute analytical inputs to pastoral drought early warning alerts and advisories. • Develop forage balance maps based on accessible forage and livestock needs. 3.4 Data Validation and Coordination • Collaborate with national livestock, rangeland, and early warning institutions to validate EO-based assessments using field observations and reports. • Liaise with regional and international partners to harmonize indicators, methodologies, and data standards. • Ensure consistency and harmonization of analytical outputs across regional platforms. 3.5 Capacity Building and Knowledge Transfer • Train national analysts and technical staff in EO-based pasture and rangeland monitoring tools and methods. • Develop training manuals, technical guidelines, and standard operating procedures. • Support capacity-building workshops and technical exchanges with IGAD Member States. • Produce pasture and rangeland conditions bulletins highlighting forage status, water availability, forage balance, and areas at risk of stress. • Develop rangeland degradation and recovery maps to support policy decisions. 4.Minimum Consultant’s qualifications and experience requirements • Advanced degree (Masters or PhD) in Rangeland Ecology, Geospatial Sciences, Agricultural Meteorology, Climate Science, or a related field. • At least 7 years of professional experience in rangeland monitoring, pasture assessment, or EO-based environmental analysis. 4.1. The IGAD FSRP is built on four pillars of (re-)building resilient agricultural production capacity, supporting the sustainable development of natural resources for resilient agricultural landscapes, getting to market, and promoting a greater focus on food systems resilience in national and regional policymaking. • OBJECTIVE OF THE POSITION Under the overall guidance of the FSRP Program Manager and in collaboration with the IGAD Economic Cooperation and Regional Integration Division (ECRID), the Trade Expert will support the implementation of trade policies and initiatives aimed at enhancing cross-border trade within IGAD to strengthen food systems resilience. In line with international WTO obligations, the Africa Continental Free Trade Area framework (AfCFTA); IGAD’s strategies, and the Business Development Objectives of the IGAD Food Systems Resilience Program, the Regional Trade Expert will be responsible for working with IGAD team to identify challenges of regional trade and design interventions on how to address them. The position holder will conduct regional reviews of trade policies vis-a-vis the AfCFTA, and WTO rules (Djibouti, Kenya and Uganda are already members of WTO and four Member States are in the process of acceding to WTO); identify trade barriers and recommend and implement strategies to enhance trade in the IGAD within and outside the region. • KEY ROLES AND RESPONSIBILITIES Under the overall guidance of the ECRID Director and FSRP Coordinator, the trade and market expert will undertake the following tasks: • Ensure FSRP investments are addressing trade related issues and come up with priorities for IGAD FSRP trade related interventions. • For the purpose of influencing/ensuring regionally harmonized trade policies, conduct comprehensive reviews of existing trade policies and agreements in the IGAD region; Identify opportunities for IGAD in current trade frameworks and practices and contribute to evidence-based policy dialogues and processes also using the already available WTO Trade Policy Reviews for IGAD Member States. • In partnership with AfCFTA, RECs and other key stakeholders, identify policy options for Member States. • Identify solution oriented interventions to address strategic trade policy challenges that align with the priorities of Member States and the FSRP strategic objectives • Prepare policy briefs and other related materials as required. • Work with FSRP M&E and Knowledge Management Expert to lead the establishment of IGAD FSRP Knowledge Sharing Mechanisms on trade related issues that will capture, and share knowledge on experiences, lessons, and information with National, regional, Continental, and international stakeholders • Assess the effectiveness of current trade facilitation measures. • Propose strategies to streamline customs procedures and reduce trade barriers. More specifically, the KM, M&E Expert will perform the following distinct role for each component: Knowledge generation, management and Learning • Ensure consolidated regional reporting on the Project by compiling the indicators of various the results framework of participating countries as well as providing capacity support to participating countries’ project teams; • Design and manage an information and knowledge management system to systematically create, share and apply knowledge to achieve Project objectives better; • Facilitate knowledge exchange within IGAD, amongst Member States clients and with external development/humanitarian stakeholders; • Ensure that relevant knowledge is accessible and utilized in decision-making processes for the Project and promote the use of knowledge products and tools; • Implement and manage knowledge management systems and platforms and build the capacity of staff and government clients on the use of KM tools and techniques; • Support the preparation for learning events and workshops, including sharing and dissemination of information to all relevant channels and networks; • Support preparation for and organization of learning events and workshops and carry out dissemination of publications as appropriate; • Support the undertaking of pertinent studies to contribute to fulfilling Project policy harmonization objectives; • Design and manage an information and knowledge management system to systematically create, share and apply knowledge to achieve the stated objectives of the Project better; • Facilitate and coordinate knowledge-sharing activities between countries and actors at national and regional levels; • Support preparation for learning events and workshops and carry out dissemination of publications as appropriate; • Undertake case studies on lessons learnt from measurement of impact, sectoral/thematic issues and analysis of actions of this project; • Support the commissioning of policy-pertinent studies to contribute to fulfilling the project policy harmonization objectives; • Develop and execute plans for learning and knowledge-sharing, and, where necessary, organize workshops, seminars, and knowledge-sharing events; • Ensure quality standards of all knowledge and learning products according to IGAD standards; Monitoring and Evaluation • Design and update the RPD-DRFD Project’s M&E system; update Project M&E data collection tools reporting templates for various categories such as proposals, progress reports and final reports; • Develop and implement monitoring plans and frameworks to track project and program activities to ensure they are on schedule and within budget; • Design and conduct evaluations to assess the effectiveness, efficiency, and impact of Project activities and initiatives; • Use qualitative and quantitative methods to gather and analyse data; • Prepare regular reports on monitoring and evaluation findings and communicate results to stakeholders, including the Member States' clients, World Bank, and other relevant stakeholders; • Maintain databases and other M&E information systems while ensuring accurate and timely data collection, entry, and management; • Facilitate learning sessions to discuss M&E results and integrate lessons learned into future planning. Use M&E findings to inform decision-making and improve program performance; • Closely work and follow up on TA deliverables, conduct joint mission and create strong working relations with the TA contractors; • Collect and collate project-monitoring data, analyze and produce reports as per the requirements of the project and the World Bank; • Identify and regularly update existing database of indicators for regional reporting on the Project implementation; • Compile and synthesize information and data and coordinate the production of a diverse range of information products (infographics, reports, maps, deep dives, etc.) in close collaboration with GIS Expert; • Undertake an analysis of the regular reports and design appropriate training and capacity development measures to strengthen reporting and learning for the Project team, including participating countries; • Support the development of communication materials, including messaging content on best practices, lessons learnt, progress updates and any other information relevant to the Project stakeholders; • Generate and share project periodic reports for IGAD Health and Social Development Division and IGAD level consumption; Coordination • Closely coordinate and support South Sudan's durable solution interventions of the project as part of creating an effective M&E system in place in collaboration with other IGAD forced displacement efforts in South Sudan • Work closely with all actors involved to ensure the M&E framework is dynamic • Coordinate activities related to KM&E, knowledge sharing and adoption, such as surveying and assessment, learning activities, field visits, technical presentations and forums for national and regional stakeholders; • Establish and maintain strong partnerships and regular liaison with key national and regional stakeholders concerning KM&E, closely work with other IGAD Migration development KM&E experts and engage with IGAD and other partners’ technical working groups • Perform any other related task as requested by the Senior Programme Coordinator. • Academic requirements and relevant experience Essential Education: • A post-graduate qualification (MSc level or higher) in Social Sciences, Statistics, Management sciences, or International Development in a relevant discipline with a minimum of seven years post-graduate experience in developing and implementing monitoring and evaluation systems. • Fluency in English is required; French would be considered a plus. Relevant Experience: • Experience in Knowledge management and communications work. At least eight years of experience in the management of monitoring and evaluation systems in a multilateral or development organization; • Strong written and verbal communication skills, including the ability to write accurate reports of publishing standards • Experience in designing and implementing evaluations, monitoring tools, learning tools, research methods and approaches (including quantitative, qualitative and participatory) for project and programmatic level; • Experience designing and implementing thematic evaluations. Experience with M&E tools, methods and approaches (quantitative, qualitative) for project and programmatic levels; • Excellent group facilitation skills and experience with the application of monitoring and evaluation methodologies; • Ability to deliver analytical reports to facilitate management decision-making; • Proficiency in data management and analysis, with strong statistical skills, is highly desirable; • Knowledge of the forced displacement and migration dynamics in the IGAD region. Skills and competencies: • Working knowledge of policy analysis and development and program/project management, implementation and monitoring; • Knowledge of and involvement in programs on displacement or migration implemented by regional and international organizations such as IOM, UNHCR, EU, and African Union is highly desirable; • Excellent analytical skills and ability to conceptualize, plan, coordinate and conduct activities consistent with the project's objectives; • Ability to promote knowledge sharing and learning culture in the project and to focus and guide others to meet objectives at individual and group level; • Proficiency with data management software and tools, project management software or tools (e.g. Smartsheet, Kobo toolbox, etc), SQL and other related tools is highly desirable • Language requirements: Fluency in English is required. French is an added advantage. • The Contract is expected to be for a period of Twelve (12) calendar months from the date of commencement, subject to renewal on annual basis throughout the project lifetime upon satisfactory performance. • The Intergovernmental Authority on Development (IGAD) now invites individuals to express their i
