Recruitment of a Environmental Safeguards Specialist for the LREEAP

Name of Project: Lesotho Renewable Energy and Energy Access Project (LREEAP) Project ID: P166936 Position: Environmental Safeguards Specialist for LREEAP Project Implementation Unit Reporting to: Project Manager LREEAP Selection Method: Individual Consultant Selection The Government of Lesotho has received financing from the World Bank toward the cost of the Lesotho Renewable Energy and Energy Access Project (LREEAP). The LREEAP demonstrates the GoL’s commitment to advance the electrification agenda and the implementation of the Lesotho Energy Policy 2015 – 2025 by supporting the provision of off-grid electricity services as well as grid electrification of economic zones to enhance job creation. The project aims to accelerate electricity access along two (2) dimensions: (i) grid extension to economic development zones in peri-urban areas, and (ii) the deployment of mini-grids to reach rural and remote communities. A Project Implementation Unit (PIU) established within the Ministry of Energy is responsible for the overall implementation of the LREEAP. Within the PIU, the Lesotho Electricity Company (Pty) Ltd is implementing Component 1 of the Project namely Grid Extension to Peri-urban Areas of Lesotho through a Technical Unit established as an implementation arm of the PIU. Component 1 of LREEAP finances the design, procurement of materials and construction of works required to electrify selected industrial and commercial loads in peri-urban areas of Lesotho, as well as providing connections to residential customers in adjacent areas. The environmental safeguards function under the LEC Technical Unit within the LREEAP shall be led by an Environmental Safeguards Specialist who shall be responsible for the overall implementation and providing guidance on all the environmental safeguards activities. The LREEAP is therefore in the process of recruiting a capable individual for this key position in the LEC Technical Unit. Objectives and Scope of the Assignment The key objective of this position is to ensure that environmental, health and safety aspects are adequately observed and addressed during the design and implementation of project activities. The selected consultant will be responsible for coordinating and leading in planning, technical supervision, compliance monitoring and analysis, and reporting implementation on environmental aspects of the project in line with environmental requirements of the Government of Lesotho and in conformance with the World Bank Operational Policies and international industry’s best practices. The assignment involves monitoring the implementation of the Environment and Social (E&S) documents, Environment Social Commitment Plan (ESCP), the Project Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Framework (ESMF), Environmental and Social Management Plans (ESMPs), Health and Safety Plans (H&S Plans) developed for the project, ensuring compliance with national legislation and reporting on all environmental and health and safety issues relating to the project. The main responsibilities of the Environmental Safeguards Specialist are as follows: • Provide necessary coordination and relevant input into the Environmental and Social Management System (ESMS) and the Environmental and Social Commitment Plan (ESCP) and other safeguards documents deemed necessary during implementation; • Undertake regular field visits to project sites to assess environmental impacts and verify environmental monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable; • Provide Environment and Social (E&S) oversight and support to the project in ensuring that the construction contractors prepare and implement the Contractors’ Environmental and Social Management Plans (CESMPs), Health and Safety plans (HSP) and related safeguard management plans prior to the commencement of project related activities; • Review, supervise and monitor progress of the contractors’ occupational health and safety plan and ensure that the health and safety of the general public and the contractors’ workforce are not compromised as a result of the programme; • Conduct environmental due diligence and impacts of projects and develop implementable environmental action plans for implementation; • Coordinating recruitment of environmental safeguards consultants, including drafting TORs, estimating budgets, providing assistance in shortlisting and evaluation firms/individuals consultants proposals/qualifications, negotiating, and preparing contracts; • Analyzing project implementation reports to ensure that all work is completed in full compliance with environmental and social standards under the Operational Policies (OPs); supervising contractors’ performance in handling specific environmental issues, such as Occupational Health and Safety, etc; • Provide coordination support to review environmental instruments and liaise with the World Bank for clearance. Review for quality environmental risk management instruments (e.g., ESMP) as per the ESCP that are prepared by consultants prior to being sent to the World Bank for clearance and provide inputs and edits as needed; • Build capacity of project teams and other stakeholders in identification and use of environmentally friendly practices including systematic implementation of environmental and social safeguards. • Coordinate closely with the project team, including the Social Safeguards Specialist, consultants, contractors, and implementing partners in planning, managing, monitoring and reporting environmental risks and performance in the project, and provide necessary technical assistance; • Support the Social Safeguards Specialist in the design and execution of the Grievance Redress Mechanism (GRM) with particular regard to environmental matters; • Undertake stakeholder engagement and awareness creation on all environmental matters related to the programme in line with the E&S documents; • Draft E&S documents as an when it is necessary; • Monitor, coordinate and produce periodic (monthly and quarterly) performance reports on environmental and social safeguards of the programme; • Any other related duties as may be assigned by the supervisor from time to time. Qualifications and Experience Requirements 4.1 General Requirements • Bachelor’s Degree in Environmental Management or Environmental Sciences with at least seven (7) years’ experience in environmental field and relevant experience in managing complex teams and/or projects; conducting environmental impact assessments, reporting and monitoring OR A Master’s degree in Environmental Management or Environmental Sciences with at least five (5) years’ experience in environmental field and relevant experience in managing complex teams and/or projects; conducting environmental impact assessments, reporting and monitoring. • Significant experience in the implementation of similar projects especially funded by the International Financial Institutions such as the World Bank; • Proven experience in operationalizing environmental and Environmental standards, Environmental safeguard policies of major donor agencies, in particular the World Bank’s Operational Policy OP4.01 on Environmental assessments; • Field experience highly desirable; • Skill in Word, Excel and PowerPoint; • Must possess a driving license with at least three (3) years driving experience in Lesotho terrain. 4.2 Occupational Health and Safety (OHS) Requirements In addition to the qualifications listed above, the candidate must meet the following Occupational, Health and Safety (OHS) requirements: • Professional OHS Certification: Possession of recognized Occupational Health and Safety certifications such as NEBOSH International General Certificate (IGC), IOSH Managing Safely, SAMTRAC, or any other equivalent and accredited OHS qualification relevant in Lesotho and the SADC region. • Demonstrated OHS Experience: Proven experience in implementing, monitoring, and enforcing Occupational Health and Safety standards on infrastructure, construction, or energy sector projects. • Knowledge of National OHS Legislation: Strong understanding of Lesotho’s Occupational Safety and Health regulations, including compliance with relevant provisions of the Labour Act 2024 and related statutory instruments. • Competence in HSE Risk Management: Ability to prepare, review, and supervise implementation of OHS documentation such as Health and Safety Plans (HSPs), risk assessments, method statements, emergency preparedness plans, and contractor OHS performance reports. • Incident Investigation Skills: Experience in conducting workplace incident/accident investigations and recommending corrective and preventive measures. • Training and Capacity Building: Ability to deliver OHS training, toolbox talks, in

The existing diesel generators shall also be integrated in the mini-grid. • Design, supply installation and commissioning of an appropriate SCADA and Energy Management System (EMS) for optimal operations of the Mini-Hydropower-solar-BESS-diesel mini-grid. • The EMS shall be locally operated and controlled and include all necessary components. Objectives and Scope of the Assignment The main objective of the position of Social Safeguards Specialist will be to manage all social safeguards aspects under the Project in adherence with good practices and governance, and in strict accordance with Project documents and specific safeguards documents including the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RPF); the relevant national legislation; as well as the social safeguard policies of major donor agencies, in particular the World Bank’s Operational Policy OP4.12 on Involuntary Resettlement. The main responsibilities of the Social Safeguards Specialist are as follows: • Develop terms of reference and scope services for social assessments and social management plans required to inform the project during preparation and implementation; • Oversee the management of all social programs under the Project. • Lead the development and review of social instruments such as Abbreviated Resettlement Action Plans (ARAPs), checklists, guidelines and tools relevant to the implementation of environmental and social safeguards when need arises to ascertain quality of the product and the accuracy of data and presented facts; • Support staff and consultants with the identification of stakeholders, sources of baseline data and documentation relevant to the project; • Ensure that consultant’s technical proposals and contracts conform to the national and World Bank social standards and guidelines; • Coordinating the mainstreaming of social issues in project design and implementation in accordance with agreed safeguard instruments (Environmental and Social Management Framework (ESMF), Environmental and Social Management Plan (ESMP) and Resettlement Policy Framework/Resettlement Action Plan (RPF/RAP); • Assess and guide the robustness of the consultation process required for the preparation and implementation of the resettlement action plans; • Supervise land acquisition and involuntary resettlement activities in sub-projects under implementation; • Provide technical input to the procurement planning and procurement processing for the works and construction and supervision consultancy services contracts to ensure that: (a) the social safeguards requirements are properly reflected in the procurement plan; (b)the social provision it in the bidding documents are complete; (c) The social safeguards provisions are comprehensively incorporated in the contract documents, and (d) participate in the evaluation of bids to assess the adequacy of the contractor's offers on social safeguards requirements • Oversee orientation and training to counterpart staff and agencies potentially involved in sub-projects under preparation to ensure that social guidance is fully understood; • Working closely with the Project’s Environmental Safeguards Specialist, establish, support and supervise the implementation of environmental and social safeguard processes based on, but not limited to, the findings of the Environmental and Social Management Framework (ESMF) and subsequent sub-project specific environmental management instruments such as Environmental and Social Management Plans (ESMPs) and Environmental and Social Impact Assessment (ESIA), ensuring that adequate procedures are in place and proposed mitigation measures are implemented; • Facilitate the engagement of major stakeholders in the social and sustainable development decisions making, their access to and sharing of information for effective compliance with social safeguard measures in the context of intra and inter-generational equity; • Promoting and contributing substantively to analyses of strengthening social aspects such as gender, child protection, Gender-Based violence (GBV), Sexual exploitation and Abuse (SEA), HIV/AIDS, social inclusion, land acquisition and compensation under the project • Advise LEC and related Lesotho Government ministries on social impact related issues of the proposed sub-projects; • Assist in policy dialogue with counterpart ministries and agencies; • Manage labour and community grievance procedures (GRM) and stakeholder engagement under the Project; • Oversee all required impact and progress reporting; • Advising and/or participating on project teams in the design and implementation of operational mechanisms that take into account social opportunities, impacts, constraints and risks of individual projects implemented by the Components; • 10. To this end, one of the notable projects under this component is the ongoing Design and Construction of 33/11Kv Substation at Belo Industrial Area in the Butha-Buthe District and 33kV Line from Hlotse to Ha-Mopeli to the Substation. In pursuit of its mandate of successfully implementing projects in component 1, the LREEAP project is recruiting a capable Individual Consultant to undertake contracts management and supervision services of projects being implemented under this component including the Belo contract mentioned above. The consultant shall be engaged on a time-based type of contract and report directly to the Project Coordinator in charge of implementation of Component 1 and 2A of LREEAP. Objectives and Scope of the Assignment The consultant will assist LREEAP in planning, implementation and monitoring of contracts under Component 1 and 2A and facilitate the coordination with the LREEAP Project management team, the contractors, and other key actors defined in such contract agreements for the effective, efficient and economic completion of contracts. The following scope of the assignment entails the following: i. Assist LREEAP in formulating and preparing and entering into a complete and well-defined contract agreements, for new contracts. ii. Assist LREEAP and assure that the project or Contract Management Plan (CMP) and Risk Management Plan (RMP) is in place with objectively agreed key performance indicators (KPI) and assist LEC in monitoring same regularly. iii. The consultant reviews the existing Project or contracts management manual of the client, if available (or develop a simplified project management manual) and provide training to LEC staff in application of the manual. The project planning, implementation status and reporting is communicated together with necessary recommendations regularly (say quarterly). iv. Assist the client in contract implementation planning, implementation monitoring, review of deliverables, managing changes and monitor progress of contracts. v. Facilitate progress review meetings, technical dialogue between LREEAP, Contractor; and where applicable, Supervision Consultant, Dispute Board, Arbitrator et al with a view to achieve closure on divergent interpretation of contractual clauses and improved contract relations. In accordance with the Resettlement Policy Framework (RPF) of the LREEAP, the first port of entry is the setting up of a Grievance Redress Committee (GRC) for all sub-projects at community level. The GRCs will comprise of representatives of stakeholders affected. A functional GRC will make use of existing local grievance redress processes available in the community. The committees should be able to address local community concerns together with a community participation liaison officer (CPLO). The LREEAP is now recruiting a Project’s CPLO to engage with the GRC and the community at large by undertaking the roles and responsibilities mentioned hereunder. The CPLO will play a critical role in ensuring citizens’ engagement and accessible (including vulnerable groups) consultations at the local level in all project activities in order to manage grievances of specific projects, and provide feedback and regular updates to the Project. Objectives and Scope of Services of the CPLO The CPLO shall act as the first point of contact for the LREEAP by identifying social and environmental issues affecting the community as a result of implementation of LREEAP sub-projects. Reporting to the LREEAP LEC’s Social Safeguards Specialist, the incumbent shall implement the stakeholder engagement activities and provide the required support in terms of environmental and social aspects of the LREEAP sub-projects.
