This contract is expected to run for four (4) months. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to execute the assignment. To be shortlisted, all firms must: • Show proof of legal status (Business registration, tax clearance, etc.) recognized by the Government of Liberia or home country; • Have minimum 3 years of demonstrated experience in qualitative or other research studies including qualitative research; • Have experience collecting data in fragile contexts and in Liberia; • Have access to experienced enumerators, supervisors, and data managers in Liberia; and • Have prior experience in social protection program evaluations In addition, the firm’s management must have the following staff with qualifications and experience as follows: • Team Leader/CEO • A master’s degree in Economics, or Agriculture, or Social Protection, or Agribusiness Development, or Food Sciences, or other related fields; • Have over 7 years of experience with Data Collection and Dissemination, Social Protection or Rural Development Projects in West Africa, ideally in Liberia; and • Has led multiple research projects (qualitative and quantitative) and capacity-building initiatives, including training on technology solutions in Liberia • M&E Officer • Must have a minimum of an associate degree in Business Management or Social Sciences or a diploma in M&E Training from a recognized institution; • Must have had at least 2-years experience in monitoring and evaluation activities; and • Be able to design and implement M & E activities, and provide project updates on results/indicators Upon signing and commencement of services, the selected firm will have to hire the following key/field staff: Qualitative Research Specialist, Field Supervisors and Enumerators. At least 40% of the filed staff shall be Liberians.
