Specific Procurement Notice Request for Bids Small Works (Two-Envelope Bidding Process) Employer: Ministry of Agriculture, Food Security and Nutrition (MAFSN) Project: Smallholder Agriculture Development Project II (SADP II) Contract title: Design and Build for Seaka (Lot 1) and Tsikoane (Lot 2) Irrigation Scheme Country: Kingdom of Lesotho Loan No. /Credit No. / Grant No.: P165228 RFB No: LS-MAFS-547907-CW-RFB Issued on: 21st April 2026 The Ministry of Agriculture, Food Security and Nutrition (MAFSN) under Smallholder Agriculture Development Project II (SADP II) has received financing from the World Bank toward the cost of the (SADP II) and intends to apply part of the proceeds toward payments under the contract(s) for Design and Build for Seaka (Lot 1) and Tsikoane (Lot 2) Irrigation Scheme . “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,” • The Smallholder Agriculture Development Project II (SADP II) now invites sealed Bids from eligible Bidders for Design and Build for Seaka Irrigation Scheme (Lot 1) construction period-6months, location: Quthing and Tsikoane Irrigation Scheme construction (Lot 2) period-6months, location: Leribe. • Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers 6th Edition February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. • Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%. The weightings are applicable for each lot. • Interested eligible Bidders may obtain further information from SADP II, e-mail: [email protected] and inspect the bidding document during office hours 0900 to 1600 hours at the address given at the end of this RFB. • Bidders are eligible to bid for both lots but only one (1) bidder can be allocated/ awarded one (1) irrigation scheme (lot) at a time. • Bids must be delivered to the address at the end of this RFB on or before 1400 hours on 26th May 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at SADP II boardroom, 1430 hours on 26th May 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. Component 2: Improving Agricultural Commercialization and Nutrition This component builds on component 1 and addresses the financial constraints in the agricultural sector so that the training and advisory services provided under Component 1 is complemented with much-needed financing to help the farming community undertake productive and profitable investments. The component focuses on the development of selected high potential value chains (VCs) by strengthening backward and forward linkages within the VCs that would result in the integration of a greater number of smallholder producers that dominate Lesotho’s rural landscape in these potentially remunerative VCs, incentivize contract farming, strengthen vertical alliances by building trusted commercial partnerships between farmers and private agri-businesses and drive enterprise operations towards more lucrative domestic and export markets. A further 8.5M USD in funding from the Global Agriculture and Food Security Program (GAFSP) – IFAD will be used to scale-up activities under the component and introduce some relevant innovations. These include cluster development support, the additional grant funds to foster productive alliances, and investment in pilots of e-voucher and agri-insurance. The development objective of the GAFSP grant is to enhance resilience of small-scale agriculture and food systems through increased commercialization and system change. The additional financing objective aligns with and complements SADP II. It supports financing in two components: (i) Component 2: Improving Agricultural Commercialization and Nutrition; and (ii) Component 3: Project Management, Coordination, Monitoring and Evaluation Component 3: Project Management, Coordination and Monitoring and Evaluation The component supports implementation and coordination, financial management and procurement, communication, visibility and awareness programs, environmental management and safeguards, and monitoring and evaluation. Specific Procurement Notice Expression of Interest (Individual Consultant) (One-Envelope Bidding Process) Country: Kingdom of Lesotho Name of Project: Smallholder Agriculture Development Project II Contract Title: ENGAGEMENT OF INDIVIDUAL CONSULTANT TO UNDERTAKE EXTERNAL PROCESS AUDIT OF THE SADP GRANTS PROGRAM FOR SADPII 2022 Loan No.: P165228 Reference No: LS-MAFS-431775-CS-INDIV BACKGROUND External process audit of the SADP grants program The Government of Lesotho is currently implementing the Smallholder Agriculture Development Project (SADP) with funding from the World Bank and the International Fund for Agricultural Development (IFAD). The project includes a program of grants provided on a competitive basis to farmers and rural businesses to grow their business introducing technological innovations and improved business practices. The project enters into an agreement with the beneficiaries. The Recipient shall open and maintain an account or subaccount (the Grant Account), and may withdraw from there for expenditures in respect of the reasonable cost of goods, works and services required for the Activities and financed out of the proceeds of the Grant in accordance to Annex II of this Agreement (Project Budget). Expenditure of grant funds must adhere to the terms and items defined the grant recipient's approved grant agreement. When transfers among the items of the approved budget become necessary and the estimated change is more than 20% of the value approved in the agreement’s budget, the grant recipient should request the approval of the Project Management Unit (PMU) in coordination with the Matching Grants Committee (MGC). When the grant recipient wishes to establish a new line item that affects the technology or business initiative, he/she/it shall promptly request in writing authorization from the PMU/MGC and all such records are to be kept at the PMU in a file folder maintained for each grant beneficiary. The Grants program is regulated by a Grant Manual which identifies the various actors in the process of grant approval and implementation. The Matching Grants Committee (MGC) holds right to terminate grants that do not follow the principles lined out in the grant manual. In the external audit of SADP 2 of 2022, the Accountant General has identified grants for which the measures defined in grant manual and the grant agreement were not systematically followed. Objective The objective of this assignment is to get a better handle of the application of the processes defined in the grant manual and the formulation of the grant agreements with each beneficiary and the extent to which the principles and clauses in the agreement are not followed and the documentation contained in the file folders of each beneficiary. The project would like to get a better sense of the frequency with which there is misapplication of the grant agreement and the grant manual and measures that would need to be taken to correct such occurrences. As such, the assignment will verify whether expenditures funded over the project implementation period are eligible as outlined in the grant agreements; whether funds have been used for the purpose intended with due regard for economy and efficiency; and whether the grants processes and controls sufficiently address the risk of fraud and corruption in the administration and payment of grants. SADP II is looking for a consultant to look into this issue, prepare a detailed report that will be submitted to the Government of Lesotho, World Bank and IFAD management to make an informed decision. Between 70 and 80 % percent of Lesotho’s population live in rural areas, and more than three quarters of all rural inhabitants are engaged in agriculture, depending largely on traditional low-input, low-output rain-fed cereal production and extensive animal grazing systems. For most rural households, limited employment opportunities exist outside agriculture. In the past, remittances by mine workers were a major source of rural livelihoods, providing vital cash for purchasing agricultural inputs and productive assets or investing in household assets for housing structures, but over the past decade there has been a substantial decline in these remittances. Lesotho registered economic growth in recent years, mainly due to growth in the industrial sector (including textiles, garment production, and mining). Yet opportunities to expand and diversify the industrial sector are few and far between, so a large share of the population will depend on agriculture as a key livelihoods and income strategy for some time to come. Rural development will continue to play a key role in Lesotho’s development strategy. The potential for agricultural production is limited due to the country’s agro-ecological and climatic conditions, including recurrent cycles of drought, erratic rainfall, hail and frost, and limited areas of arable land. This is compounded by the fact that even available production potential is not exhausted due to poor farming practices, limited use of quality seeds, selection of inappropriate crops, and lack of diversification. This situation is aggravated but unsustainable land management practices resulting in declining soil fertility and widespread soil erosion. However, despite the difficult environment, opportunities for developing commercially viable smallholder agriculture in Lesotho exist through increasing crop and livestock productivity and by enabling smallholder farmers to better respond to market demand for specific commodities. New and emerging opportunities on the demand side include small slaughterhouse operations, larger orchards creating demand for locally produced fruits growing numbers of urban consumers, potential for niche products, and road improvements that facilitate access for producers and traders. Fruits, vegetables, potatoes, wool and mohair, poultry and pigs are commodities that provide specific opportunities. Rural-based enterprises include seed suppliers ranging from major seed companies with distribution networks in Lesotho to small seed producers; input suppliers and local hardware stores in most towns that sell seeds, fertilizers, and farm tools; small nurseries that produce vegetable, fruit and forest tree seedlings and saplings; hatcheries that produce day-old chicks; feed stores that distribute animal feed; suppliers of veterinary services, veterinary drugs, and artificial insemination services; and providers of machinery services. On the output side, markets exist for fresh produce ranging from supermarkets that occasionally source local fruits and vegetables to district and community-level stores; for live animals and animal products ranging from the large-scale meat wholesalers to small-scale butchers and traders; for wool and mohair both through some 73 private woolsheds and the 127 government- owned but local association-operated woolsheds; and for milk through at least seven milk protection points to the Daily Plant. Other local outlets also exist for these products, such as hotels, guesthouses and local craft workshops, and for other more niche products such as mushrooms, herbs and essential oils. Some of the more commercially _ minded farmers can access these services and markets directly in South Africa. OBJECTIVES OF THE ASSIGNMENT • Objectives of the Program, Geographic focus and Targeted Beneficiaries • • The program Development Objective (PDO) is to “Support the increased adoption of climate smart Agricultural technologies in Lesotho’s Agriculture, enhanced Commercialization and improved Dietary diversity among targeted beneficiaries”. This will be achieved through the following inter mediate results: • Land area brought under climate-smart agriculture and sustainable landscape management (CSA technologies include use of improved and stress tolerant varieties, irrigation, protected agricultural initiatives, Conservation farming practices) • Increased household commercialization level in project area • Farmers adopting Climate Smart Agricultural Practices by farmers • Households with increased dietary diversity • • The program is implemented in all ten (10) districts of the country. Each of these districts has relatively high production potential. • The program is targeting individual smallholder farmers, groups and agricultural businesses/agro-processors that (i) need support to improve their sources of livelihoods; and (ii) have the basic resources including livestock, farming implements, land and ability to raise cash contribution to successfully improve agricultural productivity and commercialization levels by promoting and strengthening farmers adaptation and resilience practices based on recent climatic conditions. These will be done while also mainstreaming nutrition within value chains that will be supported. • Objectives of the Annual Outcome Survey (AOS) Building on the baseline survey, the project intends to conduct annual outcome surveys every year. AOS will be carried out covering a smaller sample of 380-600 beneficiary households every year, without control group households. The objectives of the second SADP II AOS are: Measure changes happening at the household level in terms of livelihoods and food security during the project period that are attributable to programs and activities of SADP II. Assess targeting efficiency and the extent of participation of project beneficiaries in SADP II project activities Provide evidence of the success or failure of the SADPII project. Provide timely performance information necessary to undertake corrective actions. Using the results framework of the SADP II project that was populated with status quo indicators on the adoption of climate-smart agriculture principles and practices, productivity and commercialization of agriculture, livelihoods, dietary diversity, food, nutrition, and income security of the target beneficiaries, among many other indicators; this second SADP II AOS aims to repopulate the results framework of SADP II project with current indicators, approximately two years after SADP II project implementation has started. The comparison of the baseline technology adoption, livelihood, productivity, and food and nutrition indicators with those that are going to be generated during the first and second SADP II AOS, will allow project implementors to determine if the desired activities, results, outcomes, and impacts of SADP II intervention are being achieved, and if not, investigate why they are not being achieved, and take necessary corrective measures. The contract with the institutional consultant to be hired for Annual Outcome Survey will have the possibility to conduct future AOS upon satisfactory performance. • Sampling Method and Sample Size• Interviews will be conducted at the household and agribusiness level. • Eligibility to be included in the sample is defined in following the project’s targeting criteria. OBJECTIVE OF THE ASSIGNMENT Under the supervision of the Matching Grants Specialist (MGS) , the Matching Grants officer will be MGP Secretariat and will also serve as Assistant Secretary to the MGC (Matching Grants Committee). He/she will be responsible for assisting the Matching Grants Specialists with the day-to-day operation of the Matching Grant Programme under the guidance of the MGS and the Project Manager, including organizing training and information activities, proposal processing and grant administration, monitoring grant implementation and organizing evaluations. 3. TASKS, DELIVERABLES AND OUTPUTS Working in close cooperation with PMU staff and under the overall guidance of the MGS and the MGC, the Matching Grants officer shall be responsible for the following: • As assistant of the MGS the Matching Grants Secretariat, assume responsibility for the coordination and performance of the unit, including the independent technical reviewers, Project Field Officers, and other potential consultants, who will be involved directly or indirectly in various activities of the MGP implementation. • Serve as a Secretary to the MGC and assist MGC’s Chairperson in organization of the MGC meetings, formulation of the MGC’s decisions and draw up the minutes of the MGC meetings. • Organize information and awareness campaigns to make the range of potential grant recipients and potential service providers aware of the MGP financing opportunities, the eligibility criteria, and the nature of the support available, the application procedures, partnership arrangements between grant recipients and their service providers, the implementation and reporting requirements. • Prepare and arrange for wide publication of the calls for proposals, receive and register applications, screen applications to ensure that they meet the terms and conditions as stipulated in the Programme Operational Manual, and check applications for compliance with budgetary and documentary requirements. • Arrange for an adequate independent technical review of screened applications and thereafter submit the highest ranged applications to the Matching Grants Committee for final evaluation and recommendation for support under MGP; • Arrange for the field verification of the applications recommended for support by the MGC and thereafter submit the list of proposed winning applications to the Project Manager. • Draft Grant Agreements for the approved grant applications including clarification of the budgetary items, definition and determination of the milestones and targets, and development of the procurement, disbursement, and reporting schedules. • Be responsible for supervision and monitoring of the grants agreements paying particular attention to milestones and targets, including review and approval of technical and financial progress reports submitted by grantees, field verification of the grant-projects implementation progress before disbursement of the next tranches, and preparation and submission to the finance unit of the payment requests for the next tranches for performing grant-projects; • Organize for exchange of information on the activities of the MGP, lessons learned and the implications for replication and for developing market-based production in the programme districts, and elsewhere in the country. • Work with the Project Manager, Project Accountant and Procurement Specialist to prepare the annual work plans and budget for operation of the CGP Secretariat; and • Undertake other activities as agreed with the Project Manager. 4. CONTRACT DURATION AND CONDITION • Contract duration is three years, but renewable upon satisfactory performance of the incumbent and subject to business continuity and availability of funds. The assignment is planned to condescendence by May/June 2023. 5. FACILITIES TO BE PROVIDED BY THE CLIENT • The client shall render the officer with all such facilities as may be reasonably required to enable the officer to discharge his/her duties that is office space laptop/computer, landline telephone and transport. 6. QUALIFICATIONS, EXPERIENCE AND SKILLS • University degree in business administration, marketing, economics or finance, or a related field. • Have 10 years working experience with at least 5 years in donor funded projects using competitive approaches, or similar operations, preferably linked to smallholder agriculture/rural business development projects; • 5 years of relevant experience at the international level in international development issues, both in the field and headquarters • Experience in agricultural marketing and agribusiness operations linked to the smallholder sector. • Demonstrated knowledge of financial management, accounting, monitoring and supervision of such programmes and skills in preparation of reports and other supporting material. • Experiences with running workshops and similar processes and providing training would also be important. • Knowledge of the region and of Lesotho and the Lesotho agricultural and agribusiness sector would be an advantage. 8.
