The project is being implemented by the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child and Social Welfare (MGCSW). The Project Development Objectives (PDO) is to provide cash transfers and access to income-generating opportunities and strengthen the National Safety Net Delivery System. The project is structured around the following four main components: (i) Cash Transfer and Complementary Social Measures, which has two sub-components on Labor-Intensive Public Works (LIPW) and Direct Income Support (DIS). (ii) Provision of Economic Opportunities. This component will implement measures aimed at enhancing economic opportunities of poor and vulnerable households; (iii) Strengthened Institutional Capacity and Social Protection System; and (iv) Project Management, Monitoring and Evaluation, and Knowledge Generation. MAFS and MGCSW are seeking to use a portion of the grant to procure consulting services (“Services”) to support implementation of Component II, being, Provision of Economic Opportunities. The objective of the assignment is to plan, implement, monitor and document findings and lessons learned of Component II activities targeting an estimated 6,650 households in Juba, Pibor and Pariang counties. The scope will comprise: 1. Community mobilization and stakeholder engagement; 2. Beneficiary mobilization and enrollment; 3. Module and package development; 4. Roll out of possible interventions; 5. Grievance Redress Mechanism and Environmental and Social Management; and 6. Monitoring, Evaluation and Learning. The assignment period is expected to be 15 months, starting from the date of signing the contract. This period is for a fixed duration. The detailed terms of reference (TOR) for the assignment can be found at the following website: [email protected] or it can be provided upon request by e-mail to: [email protected] with copy to [email protected] The Single Project Coordination Unit (SPCU) of MAFS now invites eligible Implementing Partners (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows: • Core Business and years of Experience: The Implementing Partner should demonstrate general experience in implementing economic empowerment, economic inclusion, livelihoods promotion and graduation program in the African region and /or in fragile or conflict-affected contexts for a period of not less than 5 years. • Specific Experience: At least two (2) successfully completed service contracts or projects implementing economic empowerment, economic inclusion, livelihoods promotion and/or graduation program; at least one (1) of which should have been implemented in urban or semi-urban settings (operational presence in South Sudan in the last three (3) years. Details of the assignment - name and address of the client, scope, value, and period shall be provided; and • The technical and managerial organization of the Consultant for the assignment. Provide only the structure of the organization, general qualifications and number of key staff (Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised September, 2023 and current Edition. (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other Consultants to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture, the Consultant leading the joint venture should be mentioned. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Duration: The assignment period is expected to take 24 calendar months from the date of contract signing. The short-listing criteria are as follows: • The organization should have general experience in running a GBV hotline in South Sudan and has the capacity to manage a hotline that is accessible across SNSOP project locations • At least five (5) years of relevant experience in handling GBV incidents through a hotline platform, documenting and channeling callers GBV incidents and linking survivors to the appropriate GBV service providers for the required assistance. • The technical and managerial organization of the Consultant. (Provide only the structure of the organization, general qualifications, and number of key staff (Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.
