Southern Sudan Emergency Food Crisis Response Project

GENERAL PROCUREMENT NOTICE SOUTHERN SUDAN EMERGENCY FOOD CRISIS RESPONSE PROJECT MINISTRY OF AGRICULTURE AND FORESTRY (MAF) Government of Southern Sudan (GOSS)   The Government of Southern Sudan (GoSS) (hereinafter called "Recipient") has received financing in the amount of USD 5 million from the International Development Association (IDA) (hereinafter called "Grant") toward the cost of the Emergency Food Crisis Response Project. The Recipient intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.   The Project will include the following three components:   a)    Component 1: Support to Agricultural Productivity (US$3.0 million)   This component will do two things. First, it will target food insecure households in the selected counties as a short- and medium-term strategy, to double own food production and improve post-harvest management of selected staple food crops all year round.   Secondly, it will promote (through targeting of mainly cooperative societies, as well as in food deficit areas) increased acreages of selected staple food crops for seed bulking and consumption through trade.     b) Component 2:   Strengthening Community Safety Nets (US$1.5 million)   Within the context of the Global Food Crisis Response Program (GFRP) framework, this component will seek to mitigate shortfalls in food available for consumption to the food insecure households through public works.   Through public works, food insecure households will manage shocks resulting from escalating food prices arising form low food supply mainly associated with seasonal floods and inaccessibility of some of the areas.   The component will be implemented through the Local Authorities (LAs) and public works designated Non-Governmental organizations (NGOs), selected by the GoSS.     (c) Component 3: Support to Project Implementation Arrangements (US$0.5 million)   This component will finance the administrative costs of the implementing NGOs, operational costs, technical assistance (including furnitureand logistics), training, and purchase of goods and equipment for theproject implementation unit (PIU).   The component will therefore, support the strengthening of public structures for coordination at the different levels (National and County) as well as the costs related to the management of the different activities. Specifically, the project management costs, monitoring and evaluation (M&E) and information and communication services will be funded under this component.   Procurement of Goods shall involve office equipment and vehicles.   Procurement of Consultant Services shall include technical advisory and project management services, technical and procurement audit services and project operation manual preparation services.   Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004; Revised October 2006), and is open to all eligible bidders as defined in the guidelines.
