Background of the Project The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, strengthening the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for S-FSRP will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are: (a) reduction of food insecure people in project-targeted areas (percentage); (b) farmers adopting supported climate-smart innovations and practices (number and percentage of which are female and climate resilient); (c) land area under sustainable landscape management practices (hectares); (d) increase in the volume of agricultural production sold on domestic and regional markets (percentage); and (e) policy products related to agriculture, natural resources management, and food systems resilience adopted with the Project's support (number). The Galmudug State of Somalia is implementing the project through the Ministries of Agriculture and Irrigation in consultation with the Ministry of Livestock, Forestry, and Range. The project was framed around the following components and sub-components: Component 1. Rebuilding Resilient Agricultural Production Capacity, 1.1 Crop and Livestock Research, Extension, and Seed Systems, 1.2 Community Engagement and Technology Transfer, and 1.3 Digital agriculture solutions and data systems Digital Agriculture[1] Solutions and data systems. Component 2. Supporting the sustainable development of natural resources for resilient agricultural landscapes, 2.1 Water availability for agriculture and livestock, and 2.2 Rangeland management: Component 3. Getting to markets, 3.1 Farmer Producer Organizations[2] and Agri-food enterprises, 3.2 Market Infrastructure and Enterprise Development, 3.3 Access to Finance; Component 4. Promoting a greater focus on food systems resilience in policymaking, 4.1 Ministerial Capacity Building and Agri-food Policy Assessments for the Crop Sector, 4.2 Ministerial Capacity Building and Agri-food Policy Assessments for the Livestock Sector; Component 5. Component 5 will be on Contingent Emergency Response Component. This component will finance eligible expenditures in the event of an emergency precipitated by a disaster. The activation of CERC, will be by request of the government, and will allow funds to be disbursed rapidly to reduce damage to productive infrastructure, ensure business continuity, and speed up recovery. Component 6. Project Coordination and Management with two subcomponents: 6.1 Project Implementation and Coordination, and 6.2 Monitoring and Evaluation. The Galmudug State of Somalia is establishing a core multi-sectoral Project Implementation Unit (PIU) supervised by the Ministry of Agriculture and Irrigation. The role of the PIU is to support the management, coordination, implementation, monitoring, and evaluation of project activities. The PIU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, and other technical Agricultural and Livestock specialists. In view of this, S-FSRP will experience project risks and impacts along the components. More generally, the Galmudug Environmental Safeguards Officer will be responsible for ensuring that all environmental risks and impacts are monitored and mitigated, as well as environmental safeguard instruments and the ESCP are implemented on time. 2. Scope/Objectives of the Assignment Reporting to the State Project Coordinator (SPC), The State Environmental Specialist position will be a full-time contracted staff position assigned to the PIU of the State Ministry of Agriculture and Irrigation of Somalia. The State Environmental Safeguards Specialist will be responsible for the implementation of the environmental risk management of the Project and will provide technical expertise and capacity-building support FMS. They will also submit and track all E&S instruments and ensuing clearance before sub-project implementation. In conjunction with the social and GBV/gender and security specialists, the senior environmental specialist will oversee the implementation of the Environment and Social Management Framework (ESMF), the Stakeholder Engagement Plan (SEP), the Labour Management Procedures (LMP), and Resettlement Planning Framework (RPF) and train and guide the FMS environmental specialists. The environmental specialist will ensure full implementation of the ESMF and Environmental and Social Commitment Plan (ESCP) and lessons learned and synergy with other World Bank projects such as Barwaaqo. More generally, the senior environmental safeguards specialist will ensure that all environmental risks and impacts are monitored and mitigated and that environmental safeguard instruments and the ESCP are implemented on time. 2.1. Specific Duties and Responsibilities The roles and responsibilities of the ES include but are not limited to the following: - • Work in close collaboration with the social/ Community-driven Development (CDD), Gender-based Violence (GBV)/gender and security specialists to develop mechanisms, modalities, and timelines and ensure timely implementation of the safeguard’s instruments: SEP, LMP, RPF, ESMF, Security Management Plan (SMP) and ESCP, in line with the World Bank’s Environmental and Social Framework (ESF); • Provide guidance and templates for all E&S Risk Management processes, monitoring, and reporting. • Review and monitor the performance of the project on environmental risk management and ensure necessary compliance follow-up actions; • Ensure that Environmental and Social Management Plans (ESMPs), including Contractor Environmental and Social Management Plans (C-ESMPs) and summary social safeguards reports, are developed according to WB guidance, consulted upon, and cleared by the World Bank before any activities take place. • Ensure that ESF requirements are adequately incorporated into all contracts and contractors’ reports; • Ensure close supervision and monitoring of contractors for the timely and efficient implementation of the C-ESMPs and all other social safeguard measures; • Provide technical support to the PCU in preparing environmental safeguards documentation and monitoring and reporting on ecological safeguards implementation. • Monitor and supervise field work, preparation, and implementation regarding environmental safeguards compliance. • Ensure that technical proposals, contracts, and implementation by contractors conform to the environmental and social instruments that have been prepared for the project. • Ensure that all bidding documents and contracts for civil works under the Project include the obligation of contractors, subcontractors, and supervising entities to comply with the relevant aspects of all Project environmental and social instruments. • Participate in all joint implementation and supervision missions conducted by the World Bank, monitoring tasks and project-related workshops, consultations,and meetings as required. 3. Key Deliverables Propose draft template for quarterly progress reporting to include sections on site-specific ESMPs, GRM, field visits, training, stakeholder engagement, and any compliance issues that need attention from the PIU and the World Bank. • Propose draft training plans, including identification of needs (outside trainers, training materials, etc.); • Coordinate with FGS environmental specialists, gender/GBV specialists, and security specialists to consolidate the Quarterly Progress Report’s content as part of PCU’s quarterly progress report and presentations at Implementation Support Missions. • Report on training conducted (total ten days training to Engineers) within 60 days of commencement of assignment; and • Document and share lessons on E&S implementation with other World Bank projects and beyond, promoting synergy and capacity building across the government. • Increase their capacity building and support local initiatives to be driven in their program management. • Work to expand partnership and cooperation between target communities, CSOs, and relevant government institutions. 4. The role of the SPCU is to support the management, coordination, implementation and monitoring, and evaluation of project activities. The SPCU will be staffed with the following positions: - State Project Coordinator, Finance Management Specialist, Procurement Specialist, Project Internal Auditor, Safeguards Specialists, M&E Specialist, and other technical Agricultural and Livestock specialists. 2. Purpose of the Assignment The State-Level Rangeland Management Specialist will provide technical support to guide rangeland management in Galmudug State. This role will focuses on leading rangeland inventory and assessment, supporting the development of community-based rangeland management plans, and building local capacity through training and participatory approaches such as Pastoralist Field Schools. 3. Scope of Work and Responsibilities Reporting to both director General of the MOLFR state Project Coordinator (SPC), the state Rangeland Management Specialist will be responsible for designing, implementing, and monitoring sustainable rangeland management strategies that enhance pasture productivity, restore degraded ecosystems, and ensure long-term resilience for pastoralist communities. More generally, the State Range Management Specialist (SRMS) will ensure that Rangeland management and impacts are monitored and mitigated and that Rangeland management major rangeland-related challenges are implemented on time. 3.1. Specific Responsibilities: Under the guidance and in close coordination with the State project coordinator, the Rangeland Management Specialist will be responsible for advancing sustainable rangeland management in Galmudug State through the following tasks: • Collaborate with the national team to conduct a comprehensive rangeland inventory across Galmudug State. • Develop a standardized template for Community-Based Rangeland Management Plans, tailored to the ecological and social context of Galmudug State. • Facilitate consultations with local communities, traditional leaders, women’s groups, and pastoralist associations to ensure participatory planning and ownership. • Develop a framework and operational modality for implementing Pastoralist Field Schools (PFS) in Galmudug, focusing on experiential learning, indigenous knowledge, and climate-resilient practices. • Conduct the ToT for the field staff on Pastoralist field school • Deliver Training of Trainers (ToT) sessions to field-level Agro- pastoral extension agents and community facilitators on Pastoralist Field School methodology and delivery • Integrate of livestock with rangeland conservation and fodder production. • Conduct ToT workshops for local staff, pastoral extension agents, and community animal health workers to ensure effective knowledge transfer. 4. Qualifications and Experience 4.1 Selection Criteria This senior management position requires a results-oriented professional committed to community-driven approaches for empowering communities and producer organizations through range management and advisory services to realize their development goals. The eligible candidate should be a good team player with the following qualifications: - • Minimum Bachelor Degree in rangeland management, Forestry, or any equivalent education background. or any other related agricultural or social sciences from a recognized university. • 5 years of hands-on experience in community-driven development (CDD) of livestock and rural development projects in Somalia or other similar countries. • Knowledge of climate-smart agricultural practices and their application to rangeland management • Having worked in livestock/agriculture-related farmer organizations in World Bank-funded programs will be an added advantage. • Technical experience in designing and implementing pasture preservation, production, and reseeding technologies. • Practical experience regarding rehabilitation of degraded rangelands. • Strong project management skills, including the ability to plan, implement, and evaluate rangeland management interventions • Very good knowledge of innovative rainwater harvesting techniques, groundwater management, etc • Technical and analytical skills for various rangeland management intervention • Knowledge of local and regional rangeland ecosystems, including plant species identification and ecological processes specific to Somalia or similar arid/semi-arid environments • Proven capacity for relevant intellectual and operational leadership in development work, particularly for community-based development. • Membership in a relevant professional body is an added advantage. 5. Other Competencies and Requirement • Ready for flexible working hours and extensive workload, as well as frequent domestic travel. • Strong computer and communication skills (oral, written, presentation) with proficient working knowledge of relevant software for technical analysis and reporting; • Strong interpersonal skills with evidence of ability to interact productively with a wide range of stakeholders. • Fluency in written and oral English and Somali language. 6. This component will finance eligible expenditures in the event of an emergency precipitated by a disaster. The activation of CERC, will be by a request by the government, and will allow funds to be disbursed rapidly to reduce damage to productive infrastructure, ensure business continuity, and speed up recovery. The last component is, Component 6 Project Coordination and Management, 6.1 Project Implementation and Coordination and 6.2 Monitoring and Evaluation. The Galmudug State of Somalia (GM) is establishing a core multi-sectoral Project Implementation Unit (PIU) supervised by the Ministry of Agriculture and Irrigation. The role of the PIU is to support the management, coordination, implementation, monitoring, and evaluation of project activities, and investments. The PIU will be staffed with numerous positions to ensure efficient implementation of the S FSRP (P177816), and careful mitigation of identified risks and impacts. Considering this, S-FSRP, GM will recruit an M&E Specialist to coordinate the establishment of an integral project M&E system in the State. He/She will provide feedback and advise to the State Project Coordinator (SPC) on the effectiveness of project implementation in the State and within project districts for the anticipated project outputs and outcomes. The Project will directly benefit an estimated 350,000 small farmers, agro-pastoralists and nomadic pastoralists, agriculture and livestock-based enterprises, financial services providers, Disruptive Agriculture Technology organizations, and agriculture research and extension institutions, of which at least 30 percent will be female. The key challenge for the project would be to ensure that the female farmers and pastoralists are meaningfully engaged in the project and that they accrue the project benefits. At federal level, the Quality Enhancement and Implementation Support Team, has developed a web-based Management Information System (MIS) to enable real-time data loading and monitoring. This data must be updated to help management make informed decisions and know how the project is progressing on financial utilization and development objectives. 3. Scope of Work and Responsibilities Reporting to the State Project Coordinator, the Monitoring and Evaluation Specialist (MES) will be responsible for the overall Monitoring Evaluation and Learning of the Project. This will include monitoring the physical and financial progress of the Project. In addition, the MES shall manage the Project’s overall Monitoring and Evaluation Framework to ensure that the Project is on track to meeting its development objectives, expected outputs and outcomes, and intended beneficiaries. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). Key responsibilities of the Livestock Specialist include conducting livestock health assessments, feed availability, and breeding practices; developing and implementing disease prevention and control strategies, including vaccination campaigns; and ensuring the timely monitoring and mitigation of livestock diseases and their impacts. The specialist will also lead efforts to enhance climate-smart livestock management through the promotion of drought-resistant fodder production, improved rangeland management, and breed diversification.
